RFI RESPONSES

1. 135 calendar days duration is very tight. Can this be pushed out to 240 days?

A: No, 135 days is the required period of performance for this contract.

2. Perikin enquired at the site visit why CLIN 0002 is included. We were informed that the cost of CLIN 0002 will only be the actual cost of submitting the labor hours. Please confirm.

A: The contractor is required in accordance with AFARS 5137.9101(a) to report all direct labor hours and direct labor dollars applicable to the contract. If the contractor anticipates a cost for inputting the data on the website provided in the solicitation, then the cost should be reflected in their bid. If the contractor does not anticipate a cost to input the labor data into the provided website, then there should be no cost included in their bid.

The requirement is for the contractor to capture the direct labor hours and dollars expended during the contract and input that information into website provided in the solicitation.

3. Confirm that adequate QC representation is required on this project.

A: Adequate QC is required for this project.

4. Sheet M101E will have an egress problem with ductwork covering the top portion of the doors on the south side of the building. The doors are 7’ high. The inderside of the mezzanine beams are 7’-4”. The duct sizes passing by the doors are 14” x 16” and 12” x 18” on the east and west sides, respectively.

A: The new ductwork in M-101E will be redirected so that it does not pass in front of the emergency exit doors on the south side of the building.

5. A similar situation is at the overhead coiling door on the east side of Room 128 Device Lab – sheet M101E.

The top of the overhead coiling door is above the mezzanine. The duct work passing the door below the mezzanine is 12” x 8”.

A: Since this door is already blocked by the mezzanine and its support columns, installing new ductwork in front of it is not a major concern.

6. D-102 After removing chiller CH-1 will the existing mechanical pad remain in place?

A: The existing concrete pad for CH-1 shall remain in place and be reused for the new chiller. It shall be expanded if it is undersized.

7. Inside the occupied building where work is to be done, will this work have to be done after hours and weekends?

A: All work for this project shall be performed during normal business hours. Work in occupied spaces, such as classrooms, shall be scheduled during December and January when they are less likely to be occupied. Text will be added to Technical Exhibit B to reflect this change.

8. Can detail for the new package unit equipment pads be provided for the concrete?

A: No, please refer to the DPW specs for concrete pad requirements.

9. On the exterior duct, it seems as if the cost would be much easier and end product look better to install exterior duct board at 3 lbs per square foot and wrap with aluminum jacket per the specifications. Can this be done, and If so, will the coating and exterior cover be required. If the cover is required, can a DETAILED drawing be required of what required as far as supports and connecting to existing building?

A: Contractor shall disregard the specific exterior ductwork requirements in note 8 of M-101E, including the use of duct liner. All new exterior ductwork for this project shall be insulated and sealed according to the DPW specs. It shall also feature an aluminum jacket that is painted to match the building’s exterior color.

10. Will Chemical Treatment be required on the hydronic system after this project is complete, or will Coastline be conducting this?

A: Chemical treatment shall not be required for the hydronic systems as part of this project.

11. Is commissioning required?

A: Commissioning shall only be required for the systems served by RTU-1 and RTU-2.

12. With the complete HVAC System being reworked on this project, will existing conditions of air flow and water flow be required as this information will really not be usable due to everything being replaced. Please advise.

A: Existing conditions shall be required for air devices associated with AHU-1 because this system is not changing. The existing air devices in this system shall be balanced according to their current CFM values. Existing conditions shall not be required for air devices associated with AHU-2 because this system is being completely demolished and redesigned. The new air devices in this system shall be balanced according to the CFM values provided in M-101E. Existing conditions for water flow shall not be required because the existing chilled-water and hot-water systems are being downsized. These modified systems shall be balanced according to the GPM values provided in M-60
