SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RFI RESPONSES

1. Solicitation Description of Work, first paragraph on 4th page, states that the building will be occupied during the performance of the work. Will temporary cooling/heating be required while new condensing unit and air handler are being installed?

A: No, there will be a 4 week shutdown of the facility. The exact time will be coordinated with the occupant through the COR. At the conclusion of the 4 week outage, power will need to be restored to the facility and cooling/heating will need to be functional.

2. Solicitation, page 3, what is CLIN 0002 for?

A: All Army contracts are now required to collect manpower data on its contracts. Therefore, contractors must utilize the contractor manpower reporting website as provided in the solicitation, to input its manpower data. The associated cost with providing this data, if any, will be reflected in CLIN 0002 of your bid.

3. Confirm that adequate QC only is required – not dedicated full time?

A: Adequate QC is required.

4. Section 00100 Instructions to Offerors Note 1: With a hard dollar bid what is the purpose of a line item estimate?

A: Section 00100, Instructions to Offerors, paragraph 1, Submission of Bids, is revised to delete the requirement for a complete line item breakout of tasks, quantities and unit prices that reflects the complete work effort required by the contract.

5. The existing chiller is supported by a concrete beam at one end and the sidewalk on the other. The sidewalk concrete finish is higher than the beam at the other end. A 2” x 6” wood board is laid on top of the concrete beam to raise the chiller to level it. Drawing M-501 calls for a new 6” high concrete pad to be constructed under the chiller. Please confirm that this is required? At the site visit we were asked to submit an RFI about this question.

A: Yes, the contractor shall install a new 6” concrete pad for the chiller.

6. Drawing M-501 calls for a new 6” high concrete pad under the new Air Handler Unit. Again, we were asked to submit this question in an RFI.

A: Interior housekeeping equipment pads are to be 4”.

7. Will a dig permit be required? Will the piping from the chiller to the mechanical room be surface mounted?

A: A dig permit will likely be required for installation of the new housekeeping pad, but piping from the chiller to the mech room will be surface mounted.

8. Please provide the asbestos survey for this building.

A: See attached.

9. Please provide a copy of the site visit sign in sheet.

A: A copy of the sign-in sheet has been posted on the FBO.gov website.

10. The existing power lines above the chiller are very low. There will not be a 10’ clearance between the chiller and the power lines. We will not be allowed to use a crane to lift the new equipment into place. Can the power supply from the power pole to the building be turned off while this work is in progress?

A: Yes, there will be electrical changes in the contract. See revised/additional electrical drawings/scope of work.

11. The existing chiller is 3’ away from the adjacent wood building. Apparently the minimum clearance between the chiller and an adjacent obstacle is 4’. Can the new chiller be moved over slightly to get the required clearance?

A: Yes

12. General Note 3 on sheet D101A, “Demo gypsum board ceiling in men and women restrooms (for access to remove and replace the exhaust fans and associated accessories)”. At the site visit we were told that the entire ceilings need not be demo’ed if the removal and replacement of the exhaust fans can be done through a smaller opening. Please confirm that this is still so?

A: The exhaust fans are located on the roof. The contractor should demo and replace only the portion of ceiling required to make the specified changes; demo and replacement of the entire latrine ceiling is not required.

13. Detail 6 on sheet M-503 shows new 4” concrete pad under new AHU-1. Sheet M-501 detail 1 indicates 6” concrete pad under AHU-1. Which is it to be?

A: Only 4” pads are required on interior housekeeping pads.

14. The existing ACT ceilings in the building are in bad condition. Will the scope be increased to replace them?

A: No.

15. Has an asbestos survey be completed on this building, if so, please provide a copy 2. Should the exhaust fan in the restrooms be connected to the existing duct work or is new duct works required?

A: A copy of the asbestos survey will be provided. Reconnect fans to the existing ductwork.

16. Plans show demo of the sheetrock wall in the Mechanical room but no build back, is this correct?

A: There is no sheetrock wall in the mechanical room.

17. Will temporary cooling be required during the work?

A: No facility will be closed for 4 weeks to allow work to be completed.

18. The existing concrete pad is in very poor condition, should the existing pad be extended or replaced? A:

Replaced.

19. There are existing power lines over the chiller, these power lines need to be disconnected and removed to set the new chiller, will the government od this or should the contractor include this work? The new chiller is 92 1/2" tall, will this allow sufficient clearance below the power line after installation?

A: Reference the attached changes in scope for the electrical portion of this project.

20. Will commissioning be required for the chiller?

A: Yes.
