Q&A - AMENDMENT #0001
A. The purpose of this amendment for RFP #W90VN9-22-R-0097 (CCTV) and 0098 (Access Control System) is to:
(i) Provide answers to vendors’ question as shown below:
Q1. Could you please indicate the exact spots for new cameras as well as replacing places of existing cameras?
A1. The locations were pointed out during the Site Visit – the required covered areas were depicted in the SOW as well as during the Site Visit. The contractor may have a better placement idea than what we in the SOW, but still meets the intent/coverage area that was required.
Q2. Would it be okay to translate such licenses (e.g. Electrical Construction Business) in English by ourselves?
(i.e without having proper notarization) A2. This is more for contracting – however typically need an official/certified document when conducting business with the government.
Q3. According to the SOW clause 8. (a), a detailed option for PTZ camera (whether using 2mp or 4mp) has not been stated yet. Thus, do you want us to send each estimation for PTZ, or combine two estimated prices in one estimate paper?
A3. SOW states that the PTZ camera is a minimum of 2mp. SOW, 7.q. states: “(2) Pan-Tilt-Zoom (PTZ) cameras: Minimum of 2 megapixel…” – those are the minimum specs. Stationary cameras (by location) have the minimum of 2mp, or 4mp.
Q4. The emergency power UPS-related specifications are listed as equipment capable of maintaining 2 hours.
Currently, it is confirmed that not a two-hour device, but should I select a device that maintains two hours? And I wonder if the main server room, the sub room, and each camera are within the scope of the UPS.
A4. Main Server Room for CCTV NVR/Server has an UPS. UPS will be required for the monitoring station in Bldg. 710A. Cameras are not required to be on an UPS, just have the ability to reconnect after power is lost
Q5. I wonder if it is possible to use galvanized paint to prevent rust when cutting and making holes when using plumbing and existing street lamp poles.
A5. See UFC 1-200-01 DoD Building Code
Q6. It is possible to use aluminum duct other than steel pipe during construction?
Photo attached below A6. See UFC 1-200-01 DoD Building Code
Q7. When using a CCTV pole, is it possible to use a “T” shape and a “L” shape at the top of the pole?
A7. Sure –however, if it a light pole, this will need to be coordinated with DPW.
Q8. Can I use an extension pole like the picture below?
A8. Sure, if it securely attaches. Will need to be coordinated with DPW if using existing light poles
Q9. Is there room for an additional rack in the main server room? (Height 1810 depth 1100 width 700) A9. Rack space is available in the main Server room (for CCTV) – no need for a separate rack.
Q10. When laying cables, how many meter above the ground should it be?
A10. See UFC 3-520-01 Interior Electrical Systems
Q11. When using an existing camera, I wonder if it should be merged into a new system or if it is built in a separate system (NVR) with a minimum.
A11. The CCTV system needs to have all new Cameras, and wiring to support the new cameras. Existing cameras (in addition to the new cameras specified in the SOW) can be tied into the new system.
Q12. Is there any equipment that can used is the unit for construction? For example, rental, sky, high-place work vehicles.
A12. No equipment provided – needs to be part of the estimate for rental/use of required equipment
Q13. When laying unexposed lines inside the ceiling, do I need to use synthetic resin conduit (CD tube) as a cable protection material?
A13. See UFC 3-520-01 Interior Electrical Systems
Q14. I am wondering if construction should be carried out with 3 workers including a guide for each site during work?
A14. If that is enough personnel to get the project completed in a timely manner (~30 days)
Q15. Where is the location of camera cables/lines gathering together at each building? For instance, monitoring room, EPS room, MDF room, etc. Could you please mark these locations on the floor plan?
A15. ACS SOW building layout is updated to show “Commo Room” locations (Pages 5, 6, 7, marked “Commo Room”)
Q16. SOW pg. 4, (a) USAMMC‐K exterior: It states as 'Plan differentiates 2-megapixel vs 4 megapixel'. Do you want to install 2 megapixel or 4-megapixel cameras?
A16. The camera placement plan – the cameras with the number “2” inside, refers to the 2mp Cameras, if no number – then 4mp (2mp is the minimum requirement – some areas did not need 4mp quality, thus 2mp was stated as the min. requirement for that area)
Q17. It seems that installing optical fiber cables instead of using the current coaxial cables is more effective by simplifying the connection. In case of installing fiber cables and UTP cables, should the pre-existing coaxial cables need to be removed?
A17. If the coaxial cables are part of the pre-existing CCTV, they can be marked and left in place – no need for removal. If the Old camera is being removed and replaced with a new camera (depending on position) that coaxial wiring can be removed.
(ii) Extend the closing date and time from “2 September 2022, 01:00 PM” to “8 September 2022, 01:00 PM” for RFP #W90VN9-22-R-0097. For RFP #W90VN9-22-R-0098, the closing date and time remain unchanged.
(iii) Extend the delivery schedule from “30 days” to “90 days” for both RFPs.
(iv) Revise Statement of Work (SOW) of RFP #W90VN9-22-R-0098, Access Control System. (See attached separately)
