PERFORMANCE WORK STATEMENT

for

USFK HQs Grand Opening Ceremony at

Headquarters Bldg 20, Camp Humphreys, REPUBLIC OF KOREA on

29 June 2018

W90VN818R0029

1. INTRODUCTION. This Performance Work Statement (PWS) defines the requirement for the Contractor to Resource, Setup, and Operate a complex audio / visual system to support the UNC/USFK/CFC Commander’s Grand Opening Ceremony of the new UNC/USFK Headquarters on Camp Humphreys. This ceremony sends both strategic and political statements and is considered one of most prominent events in the history of the ROK-US Alliance. The UNC/USFK/CFC Commander is inviting numerous senior Military, Diplomatic, and Government Distinguished Visitors with the expectation of a World Class Event. The Grand Opening is scheduled for 29JUN2018 at 0930 hours at Bldg HQs 20 on Camp Humphreys, Republic of Korea.

2. SCOPE. The purpose of this PWS is to define the requirements for audio / visual support for the USFK HQs Grand Opening. The contractor must provide full audio / visual support for all aspects of this ceremony. This includes providing generating power to meet the audio / visual requirements. The intent is to have the ceremony broadcast onto two large LED video walls, no less than 15 foot diagonally. The large-screen video displays should be mounted on framed structures with back drops and able to withstand rain and wind. The video must be further augmented by two smaller LED video walls, no less than 10 foot in diagonal and installed as close to ground level as possible. The contractor must provide a DVD player, compatible with the LED screens, to display a DVD video during the ceremony. All video LED screens must be visible to guests that are seated in chairs, under canopies, on the street. The audio component must consist of four wired/corded microphones able to with stand outside interference. The audio system must be compatible with the microphones, speakers, and DVD player simultaneously. Additionally, the microphones must be able to clearly record the band which will be seated on a stage, under a canopy. The speakers must consist of no less than 10 and no taller than 24 inches. The speakers must be installed at equal intervals in front of guests, able to provide high quality sound to each end of the guest seating. The contractor must provide a minimum of three cameras with camera operators that are compatible with the audio / visual system. The cameras must both record and broadcast the entire event. The contractor will provide USFK with copies of the raw footage, on DVD, no later than 10 JULY 2018. The contractor must provide two lecterns / podiums, matching in style, wooden and not glass, full frontal enclosure, with a middle shelf, counter top, and compatible with the microphones provided. The power generation system must be able to provide electrical requirements to meet all audio / visual needs. The power generator(s) must not emit noise that impedes the ceremony or prevents guests from easily, clearly, hearing the event. The contractor must put the control center and DVD player in a location that is not in the view of spectators or guest speakers. The contractor must provide fuel for the generator system. The contractor must provide technical support and equipment operators. The camera operators must film in a landscape orientation to meet the dimensions of the LED video screens. The Camera Operators must zoom in for precision events and have wide angle during speeches. All footage will be rehearsed and approved by the COR. The complete package must be setup and ready to participate in the full dress rehearsal of the ceremony on June 28th and the ceremony execution on June 29th.

3. BACKGROUND. USFK Headquarters does not own any of the required equipment stated above. Garrison VI centers do not own this equipment either. Area III can provide one projector and 10 foot screen. This system is not all-weather, not sturdy, and looks non-professional. Additionally, none of the Garrisons own a jumb-tron that is fully operational. None of the Garrisons have a PA system capable of supporting this magnitude of a ceremony.

The Garrisons do not have cameras with camera operators and their interoperability with a video projection system is unreliable. Camp Humphreys DPW can provide power to the venue by submitting a DA4283. This service will require a payment from USFK HQs. Based on the past few major events at Camp Humphreys, the power supplied by DPW has been insufficient. There is one unit with a generator large enough to provide the power needed to support the audio/visual equipment, but it’s a 400KW tactical generator that requires additional 100 and 40 amp breaker boxes and squib cable systems. Additionally, the 400KW tactical generator is a noise hazard and will be unsuitable for this event. The background information justifies this contract.

3.1. Current System Configuration.

3.1.1. None. There is currently nothing in place to support this event. Furthermore, the new USFK Parade Field was created without installing any PA or speaker system.

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
