1. The Army Contracting Command – Rock Island (ACC-RI) hereby issues the solicitation W9098S-19-T-0070 for 14 each Flatrack with an option to purchase up to 16 each, Palletized in support of Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation is issued in accordance with (IAW) FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures.

2. The Government has totally set-aside this effort for small business. IAW FAR 52.212-2 - Evaluation -- Commercial Item, the Government will award a firm fixed price (FFP) purchase order to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Manufacturing Capability, Quality System, Warranty Terms and Price.

3. Item Description:

Flatrack, Palletized, NSN: 3990-01-570-4406, P/N: 11E415000

The Flatrack, Palletized is the chassis for the Forward Repair System (FRS) which provides field maintenance support to the M1 Abrams Tank on the battlefield. The flatrack is mounted on the back of a Heavy Expanded Mobility Tactical Truck (HEMTT).

4. Contractors shall formulate quotes utilizing Flatrack Drawing 11E415000 and it’s sub-componenents. The Technical Data Package(s) (TDP) is classified as Distribution A, Unlimited; and contains 124 drawings. The TDP for this solicitation is currently accessible on the Internet on the Federal Business Opportunities website (https://www.fbo.gov). Contractors who are interested in quoting on the item(s) being solicited must download a copy of the TDP so that they will have access to the TDP IAW the solicitation. Hard copies of the TDP will NOT be provided during the solicitation process. A STP file is also available on FBO.gov and potential contractors are put on notice that the STP file may contain inconsistencies with the drawings and if so the drawings take precedence.

5. IAW FAR 9.104-1, the Government reserves the right to conduct a site visit of contractor facilities prior to receipt of order to determine Contractor responsibility.

6. IAW FAR 52.212-1 – Instructions to Offerers: Quotes are to be submitted to Jessica M. Phillips, Contract Specialist, jessica.m.phillips.civ@mail.mil and Nathan Bowers, Contracting Officer, nathan.b.bowers.civ@mail.mil by the due date and time in Block 8 above.

8. The U.S. Government (USG) is not obligated to engage in any meaningful exchanges with a contractor who fails to provide all of the required documents for evaluation. Therefore, each quote should contain the contractor’s best terms from a price and non-price standpoint. However, the USG reserves the right to hold exchanges if, during evaluation, it is determined in the best interest of the USG. These exchanges are interaction(s) between the Contracting Officer and the contractor(s) that may address any aspect of the quote. However, the USG reserves the right to conduct exchanges using Exchange Notices (EN). The USG will only consider contractor responses to ENs that are incorporated into quotes in making the purchase order selection decision. The USG might conduct exchanges with one, some or all contractors as the USG is not required to conduct exchanges with any or all contractors responding to this RFQ. (Note: FAR 15.306 is not applicable to this RFQ. The USG is not required to establish a competitive range, conduct discussions with all contractors or request final quote revisions.)

Contractors are responsible for including sufficient details (i.e. drawings, test data) to permit a complete and accurate evaluation. The proposal should not simply rephrase or restate the USG's requirements but, rather, shall provide convincing rationale to address how the contractor intends to meet these requirements. Contractors shall assume that the USG has no prior knowledge of their experience.

9. Please include the following information in the quotation (as applicable):

The Government reserves the right to require the submission of any data necessary to validate the reasonableness of a quote, including data other than certified cost or pricing data IAW 15.403-3.

Please complete the Attachment 0001 – Pricing Matrix as follows:

Contractors shall fill-in ALL blue cells. Remaining cells are locked with formatting and formulas.

Calculations Summary:

CLIN 0001: None, enter your total price for completing and delivering the FAT and 1 each Flatrack.

CLIN 0002: None, enter your total price for 13 each Flatracks.

CLIN 0003: None, not separately priced and therefore any price for delivery of data items should be included in your unit price/total price elsewhere.

CLIN 0004: Weighted Unit Prices entered in Cells C12-14 are multiplied by the high quantity in their range and again by the percent weight assigned. Example: A price entered into Cell C12 of $10 is calculated as : $10 x 5 x 40% = $20. This is repeated respectively for C13 & C14. The weighted price for CLIN 0004 is the sum of the three range calculations.

Total Evaluated Price: Sum of Priced CLINs. (0001,0002,0004)

NOTE: Weighted Unit Prices in cells C12-14 shall be per unit price if a quantity in that range were to be exercised in a future option. Contractors shall assume the drop dead date of option execution is 30 SEP 2020. No option quantities shall be exercised after this date.

Do not fill in prices on the solicitation (SF1449) schedule.

Unit prices are limited to two decimals.

12. Basis of Award:

The U.S. Government will evaluate quotes submitted in response to this RFQ in accordance with FAR 13.106-2 and FAR 13.5. The Government intends to make one award to the responsible contractor conforming to the solicitation that will be most advantageous to the Government, considering the following: Manufacturing Capability, Quality System, Warranty Terms and Price.

Per FAR 13.106-2(b)(3), the Government will conduct a comparative analysis of the quotes to assess which quote has a superior approach and understanding of the requirements outlined in the non-price factors. The best value will be determined by comparing differences in the value of non-price features with differences in price to the Government. The Government will not assign formal adjectival ratings, but will describe the advantages and disadvantages of the various elements of each factor to assist in the comparison with Price.

This method does not use any aspects of FAR subpart 15.3. The use of FAR 13.106-2(b)(3) does not obligate the Government to determine a competitive range, conduct discussions with any contractors, solicit revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3.

Per FAR 13.106(a)(2) the Government is not required to state the relative importance assigned to each evaluation criteria. The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum requirements, but is not required to do so. Responses may exceed the requirements;

however, the Government is not requesting or accepting alternate quote(s).

The Government reserves the right to confer with contractors if determined necessary. The Government reserves the right to make a selection based upon initial submissions, so the contractor should submit their best terms in the initial quote. The Government also reserves the right to make no award. Award will be made to the responsible contractor whose quote conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in this solicitation and attachments and will be the most advantageous to the Government based on the results of the evaluation as discussed herein.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Manufacturing Capability

The U.S. Government will evaluate the contractor’s quote on the level of understanding of the manufacturing process and its ability to comply with the requirements of the TDP and the solicitation. The quote will be evaluated for technical accuracy and feasibility of approach in the following areas:

a. Manufacturing Capability: Demonstrated understanding and capability to meet TDP and solicitation requirements based upon the contractor’s detailed description of its proposed manufacturing processes. The contractor’s manufacturing capability will be evaluated in the following areas:

i. Adequacy and feasibility of welding processes to meet the TDP and solicitation requirements.

ii. Production Rate Capabilities: Adequacy and feasibility of the proposed production rate capabilities of the manufacturing process. Adequacy and feasibility of the proposed risk mitigation strategies for these processes to ensure the process has capacity to meet the required demand.

b. Program Schedule: Adequacy and feasibility of the proposed program schedule for contract execution, including required data item submissions (CDRLs) approvals, First Article Test (FAT), in process inspections, pre-production, production, delivery and any other associated required activities. Adequacy and feasibility of the schedule’s identification of significant events, milestones, and the interdependencies of program tasks and milestones that realistically demonstrate the contractor’s ability to meet the solicitation’s required delivery schedule.

c. Recency and relevancy of experience to meet the TDP and solicitation requirements.

Factor 2: Quality System

The contractor will be evaluated on the detailed description of its proposed approach for the performance of quality assurance for Palletized Flatrack in accordance with the TDP, QAP, and solicitation requirements. The contractor’s quality system will be evaluated on the following essential elements:

a. Quality Management System Compliance: Adequacy of the contractor’s objective evidence demonstrating its QMS complies with ISO 9001:2008, only design/development exclusions permitted, or an acceptable alternate program/system. Adequacy and feasibility of the contractor’s description of resources necessary for implementing its QMS.

b. Adequacy and feasibility of the contractor's described procedures for identification, control, correction, and resolution of deficiencies identified in components, assemblies, and the end item for both in-house, and subcontractor facilities. Adequacy and feasibility of the contractor's described approach for conducting failure analysis including methodologies for root cause analysis and corrective action.

c. Adequacy and feasibility of contractor’s proposed process control systems to mitigate/prevent non-conformances and control variation in processes affecting characteristics for the Palletized Flatrack. Demonstrated understanding of the contractor’s described use of methods to identify and assess process risks.

d. Adequacy and feasibility of the proposed supplier management program that demonstrates the ability to evaluate, certify/qualify, manage, audit, and flow- down requirements to control supplier’s quality, product and processes to meet the TDP and solicitation requirements.

Factor 3: Warranty Terms The Government will evaluate the expressed written warranty terms and duration.

Factor 4: Price Factor Evaluation The Government will evaluate quotes based on the prices quoted/calculated in Attachment 0001 – Pricing Matrix.

The Total Evaluated Price is for evaluation purposes only and will not be the amount of any resulting order placed by the Government.

Any option quantity is subject to the availability of funds and not guaranteed.

Option Prices shall be exercised at the quoted unit price in respective range. (i.e. Unit Price X QTY exercised = Exercised Option Price)

The total evaluated price will be determined fair and reasonable utilizing the techniques IAW FAR 13.106-3(a).

These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel. The Contracting Officer may require data other than certified cost or pricing data IAW FAR 15.403-3 to assist in determining price reasonableness.

(b) Options. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
