Responses to Vendor Questions as of 15 May 2019 Solicitation #W9098S-19-T-0070, Palletized Flatracks

Question 1: Is it intentional for the numerical sequence in the drawings to skip numbers?

Answer 1: The sequence of the drawing numbers should not matter as long as each component that is called out on the drawing also has its individual print available.

Question 2: Upon award, will there be more detailed assembly drawings supplied?

Answer 2: No, the drawings attached to the solicitation are all that will be made available.

Question 3: Can we get the flatrack DXF or CAD files (3-dimensional) to build our quote?

Answer 3: The Government is unable to release the DXF or CAD files. Vendors must use the 2-dimensional drawing files attached to the solicitation to build quotes.

Question 4: Will a hand held yoke style magnetic particle tester be acceptable?

Answer 4: Yes, this is the preferred method to check these.

Question 5: How many days lead-time after award will the successful contractor be given to make delivery?

Answer 5: Lead-time has not been specified by the customer for this effort. The requested delivery date is 3 September 2019. The selected vendor will have from contract award to until 3 September 2019 to deliver all 14 flatracks. The Government anticipates contract award at the beginning of June 2019. If vendors cannot meet the 3 September 2019 delivery date, please provide the earliest date all 14 flatracks can be delivered in the quote.

Question 6: To be eligible for a contract under this small business set-aside, do the flatracks have to be manufactured in the United States by a small business?

Answer 6: IAW FAR 52.219-6 and FAR 19.102(f), the flatracks shall be manufactured in the United States by a small business. This effort has been 100% set-aside for small business.
