AMENDMENT 0001 NARRATIVE
1. The purpose of this amendment 0001 is to respond to a vendor's questions as listed below and provide information on the Rock Island Arsenal site visit scheduled for February 22, 2016 at 0900 a.m. Central Time.
Question 1: Reference Rock Island Purchase Description (RIPD), paragraph 3.2.18 - Is it the customer's choice whether the equipment is to be mounted to the floor or free-standing?
Answer 1: It's the contractor's choice. We intend on installing the equipment on a concrete factory floor The contractor should recommend any foundation mounting requirements ("all thread" or foundation studs locations and size) to adequately secure the equipment to the factory floor. This information should be provided in the installation drawings received by RIA before the equipment arrives (see RIPD paragraphs 3.2.18, and 6.2.4).
Question 2: Reference Rock Island Purchase Description (RIPD), paragraph 5 - What is the coordination process for shipping, installation, performance testing, and acceptance?
Answer 2: Coordination process starts by contacting the Contracting Officer's Representative (COR) for the project after contract award. All receiving, installation and machine acceptance is coordinated with the COR. JMTC requires installation drawings sent to the COR to start (RIPD paragraphs 6.2 through 6.2.6). Identification whether the contractor prefers to unload and place the equipment, or if they want RIA to unload and place (RIPD paragraphs
5.2.7 and 5.2.8). After equipment delivery, the COR will ensure RIA connects from RIA factory utilities (at buss bar for electrical, or from RIA air distribution system) to a single connect point on the contractor's equipment (RIPD paragraph 3.2.6). The contractor is responsible for individual utility distribution beyond that first point of connection for each utility type. The contractor then sets up and operates the equipment to prove it conforms to the Purchase Description in the presence of the COR (RIPD paragraph 5.3). The contractor performs operator and maintenance training for the equipment (which should be fairly basic/primitive for this type of equipment, RIPD paragraphs 7.4.
through 7.4.2). The COR accepts the equipment if all requirements are complete (IAW RIPD paragraphs 5.4 through 5.4.5).
Question 3: Reference Rock Island Purchase Description (RIPD), paragraphs 5.1.2, 5.1.3 - Describe the process for obtaining an electronic key and offloading equipment arriving between 7:00 am and 12:00 am (noon), local time on Mondays through Fridays except holidays.
Answer 3: Contact the COR before shipping, and have transfer company/trucker call the COR upon arrival at Rock Island Arsenal. If multiple shipments are anticipated, and Electronic key into JMTC gated area may be obtained after visitor security registration at Building 23. Otherwise, the COR will escort truck from Building 23 to Building 212. Equipment will be addressed to Rock Island Arsenal, Building 212 Unloading Dock.
Question 4: Reference Rock Island Purchase Description (RIPD), paragraphs 5.2.1, 5.2.2 - Site preparation - Is the contractor responsible for unloading and placing equipment in the exact place? Does equipment come to the shipping area first and then it is brought to the site?
Answer 4: The contractor shall identify whether they want to unload and place the equipment themselves, or if they want RIA to unload and place the equipment (RIPD paragraphs 5.2.7 and 5.2.8).
Question 5: 5.2.8. If we desire to have RIA offload and place in point of use, will an email requesting this be sufficient?
Answer 5: If a contractor wishes RIA to offload the equipment, it can be identified to the Contracting Office in the contractor's cost proposal, or an email request can be emailed to the COR after award. Make sure you give the COR approximately 1 week notice before delivery so we can schedule millwrights.
Question 6: 5.2.8.2: If we are not present during the unloading and placement, will a RIA plating shop representative be present to direct the placement of equipment?
Answer 6: If the contractor is not present, the COR will direct the equipment unloading and placement. If a steel grit reclamation unit needs to be placed in a certain orientation compared to the basket blast cabinet, that orientation or dimensional relation should be identified in the installation or footprint drawings.
Question 7: 5.1.2 & .3 When the equipment arrives, will it be unloaded and placed in the point of use at that time (5.2.8.2) or does the equipment get offloaded and placed in storage until site is ready etc.
Answer 7: When the equipment arrives, the equipment will be unloaded and placed as recommended. If the contractor wants the equipment secured to the floor, and they require a certain orientation compared to another component, we can wait until the contractor arrives to secure the equipment with all-thread studs. Be aware, that delay in securing the equipment to the floor may delay other RIA activities such as electrical, and compressed air connections. We'll try to place the machine as soon as it arrives, and if space allows for it.
