Performance Work Statement (PWS) TRIOSS Task Order Two (T.O. 2) - Medical Simulation Training Center (MSTC)
1.0 Introduction
This PWS defines the work required to provide Instructor/Operator (I/O) personnel for Task Order (TO) 2, Medical Simulation Training Center (MSTC). All requirements in the Training Instructor Operator Support Services (TRIOSS) Base PWS, as well as sub-paragraphs, apply to this PWS. Only additional or revised requirements are identified in this TO PWS. As a result, this PWS paragraph numbering may appear out of sequence or some paragraphs skipped, this is only because there are no changes from the TRIOSS Base PWS requirements. The term “Instructor/Operator” (I/O) refers to the individual Instructor performing the tasks/services at each MSTC location.
1.1.1.2 Mission
MSTC systems are an Army training asset with a regional training requirement and are located at various military installations in both the Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS). They deliver effective medical training with a standardized training platform for both classroom and simulated battlefield conditions. The MSTC program supports training for medical and non-medical personnel including Active Duty, Reserve, and National Guard, with priority given to deploying units. The MSTC’s goal is to better prepare Soldiers for the application of medical interventions under combat conditions.
1.2.1 Background
The MSTCs are standardized Army training assets located at various military installations worldwide, delivering effective medical training with a standardized training platform to better prepare military members for application of medical interventions under combat conditions. The MSTC provides medical training and education on new battlefield procedures and equipment, while affording military members the ability to provide comprehensive training in several formats such as the classroom setting, practical hands-on training simulation, trauma lanes, and distance learning. Each MSTC configuration consists of a Virtual Patient System (VPS) that contains all of the MSTC training devices and critical technologies. Training devices include bleed/breath patient simulators, dead-weighted simulators, airway management simulators, partial task trainers and moulage kits that replicate the trauma of multiple wound sites on a single patient. The mission of the Combat Medic is to provide the medical treatment necessary to sustain the combat Soldier in support of the mission. Training Soldiers, leaders and units is the vital ingredient that ensures the readiness of the force to accomplish this mission. To be effective, training must provide Combat Medics with opportunities to practice their skills in a simulated operational environment. Conditions are tough and realistic as well as physically and mentally challenging. The MSTC uses scenarios and situational training exercises to train and evaluate Soldiers, Combat lifesavers and Combat Medics in medical, trauma and evacuation skills. The use of Tactical Combat Casualty Care (TCCC or TC3) in tactics, techniques and procedures is required to reinforce care under fire and tactical field care.
1.3.1.2 Scope
The primary requirement described in this PWS is to provide I/O support for the MSTCs’ classroom management services as well as support for other miscellaneous courses and training events located at facilities throughout the CONUS and OCONUS and includes all Army, Army Reserve, and Army National Guard sites. The requirements described in this PWS are primarily to facilitate Combat Medics enhancing their skills and honing their tactics, techniques and procedures, Military Occupation Specialties (MOS) proficiency and skills to complete their wartime mission.
MSTCs’ primary training focus is on Combat Medic (68W Military Occupational Specialty (MOS)) sustainment training. This training includes Medical Education and Demonstration of Individual Competence (MEDIC) (TC8-800 Tables), Tactical Combat Casualty Care (TCCC or TC3), and National Registry of Emergency Medical Technician (NREMT) training (all levels). Additional training provided at the MSTC includes Combat Life Saver (CLS) initial training and sustainment training to non-medical personnel.
MSTC locations are only funded for training of US Army personnel (e.g. Active Army, Army Reserve/National Guard (ARNG), United States Army Reserve (USAR), and Department of Army Civilians (DAC's)).
