Performance Work Statement (PWS) TRIOSS Task Order One (T.O. 1) – Medical Modeling and Simulation Training (MMAST)

1.0 Introduction

This PWS defines the work required to provide Instructor/Operator (I/O) personnel and other training related services for Task Order (TO) 1, Medical Modeling and Simulation Training (MMAST) program under the Training Instructor Operator Support Services (TRIOSS) contract. All requirements in the Training Instructor Operator Support Services (TRIOSS) Base PWS, as well as sub-paragraphs, apply to this PWS. Only additional or revised requirements are identified in this TO PWS. As a result, this PWS paragraph numbering may appear out of sequence or some paragraphs skipped, this is only because there are no changes from the TRIOSS Base PWS requirements.

1.1.1.2 Mission

The MMAST programs’ mission is to develop and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams for the purpose of improving patient outcomes. The primary goal of the program is to manage the integration of leading-edge medical modeling and simulation technology into all Air Force and Navy medical education, training and continuity platforms for students, residents, providers and allied health professionals. The primary goals are to: 1) enhance and maintain the existing Distributed Human Patient Simulation (DHPS) network; 2) continue the integration of modeling and simulation technology into all appropriate training and education sustainment platforms, and 3) operate medical simulation Centers of Excellence.

1.2.1 Background

The Air Force and Navy MMAST programs’ mission is to develop and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams for the purpose of improving patient outcomes. As a result, support services are required at the relative MMAST Program Management Office (PMO) and designated Simulation Centers. Management of this contract will be performed at the Program Executive Office for Simulation Training and Instrumentation (PEOSTRI), Orlando, Florida. Contractors will work at the PMO, designated Air Force or Navy Medical Service Simulation Centers, Medical Treatment Facilities (MTF), Centers for Sustainment of Trauma and Readiness Skills (C-STARS), Operational Simulation sites, and Sustained Medical and Readiness Trained (SMART) medical facilities as directed.

1.3.1.2 Scope

This PWS defines support services for the MMAST program. Support services tasks include local Simulation Program Management, Operations and Maintenance and PMO staff support. It delineates the duties, responsibilities, and deliverables for the selected Contractor personnel. The MMAST Point of Contact (POC)/Manager for the Air Force and Navy MMAST Programs are delineated on their respective appendices to this PWS. Air Force MMAST (AFMMAST) services are based upon mission requirements and directives from the Air Force Surgeon General (AF/SG), Air Education and Training Command Surgeon General (AETC/SG), and Chief, Medical Modernization Division (AETC/SGR). Navy MMAST (NMMAST) services are based upon mission requirements and directives from the Navy Surgeon General (N/SG), Navy Medicine Education Training Command (NMETC). Both, AFMMAST and NMMAST programs, are focused solely on education and training efforts and do not involve the direct evaluation or hands-on treatment of live human patients.
