SEQUENCE OF EVENTS
The Government will employ informal source selection techniques in FAR Part 15 to evaluate proposals, conduct discussions, if necessary, and determine the successful Offeror in this acquisition. “Offer,” for the purposes of this solicitation, shall be defined as a response to the solicitation that, if accepted, would bind the Offeror to perform the resultant contract.

INFORMATION TO OFFERORS AND INSTRUCTIONS FOR PROPOSAL PREPARATION
General Instructions
This section provides general guidance for preparation of proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested and must be submitted in accordance with these instructions. The proposal shall be compliant with requirements as stated in the
Performance Work Statement (PWS). Non-conformance with these instructions may result in an unfavorable proposal evaluation. Any Offeror who submits an incomplete package may be considered unacceptable and could be eliminated from further competition.
The proposal shall be clear, concise, and with sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but shall provide convincing rationale to address how the Offeror intends to meet these requirements. The Offeror shall assume that the Government has no prior knowledge of the Offeror’s facilities and experience and will base its evaluation on the information presented in the Offeror’s proposal.
Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and not desired.
Offers shall remain valid for 180 days after closing of the solicitation (this is the period of time over such the
Offeror’s proposal should remain valid in order to provide the Government sufficient time to conduct the source selection process). The proposal acceptance period shall be specified in block 12 of the Standard Form 1449.
If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contract Specialist listed above in writing with supporting rationale. Offerors are reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
In the event that revised proposals are authorized, changes shall be summarized in a narrative table to include page number and overall change made, any changed pages shall be annotated in the footer with a revision date, and changed text shall be highlighted to identify changes made from original proposals.
Debriefings. The Offeror may request debriefing by providing a written request to the Contracting Officer. If the
Government elects to establish a competitive range, the Contracting Officer will promptly notify the Offeror of any decision to exclude an offer from the competitive range. Upon written request, an Offeror may receive a debriefing
IAW FAR 15.505. The Offeror desiring a debriefing must make a request in writing within three (3) calendar days after receiving the Contracting Officer’s notification. To the maximum extent practicable, debriefings will be conducted within five (5) working days after receipt of the Offeror’s written request, or no later than the post-award debriefings. The debriefing requirements of 10 U.S.C. § 2305(b)(5)(A) only apply when the debriefing is on a contract awarded on the basis of "competitive proposals" and an unsuccessful "offeror" exists relative to such a
"competitive proposal.

CLAUSE(S) 52.212-2 - FAR 52.212-2 ADDENDUM
EVALUATION CRITERIA
EVALUATION CRITERIA
GENERAL BASIS FOR CONTRACT AWARD. Contract award will be made to that Offeror whose proposal offers the best overall value to the Government based on an integrated assessment of the non-price and price related factors. The evaluation factors include: Technical, Past Performance and Price. The non-price factors will be rated using adjectival scales. Price will be evaluated, but will not receive a rating. Because this is a best-value procurement, the Government reserves the right to make an award to an Offeror other than the Offeror who submits the lowest total evaluated price or the highest rated proposal.
COMPETITIVE RANGE. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in Federal Acquisition Regulation (FAR) 15.306(a)).
However, the Government reserves the right to conduct discussions and request proposal revisions if the Contracting
Officer later determines them to be necessary. If the Contracting Officer decides that discussions with Offerors are needed, a competitive range determination will be made. The competitive range will be comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. The Contracting Officer will notify Offerors promptly in writing when their proposals are excluded from the competitive range or otherwise eliminated from the competition. That notice shall state the basis for the determination and that a proposal revision will not be considered.
CLARIFICATIONS. In accordance (IAW) with FAR 15.306, the Government may conduct limited exchanges with Offerors after receipt of proposals or award without discussions. Such exchanges shall not be used to cure proposal deficiencies or material omissions, materially alter the technical or price elements of the proposal, and/or otherwise revise the proposal. Therefore, the Offeror’s initial proposal shall contain the Offeror’s best terms.
The Government reserves the right to award a contract based on initial proposal submission without exchanges or discussions.
NUMBER OF CONTRACTS TO BE AWARDED – The Government intends to issue one (1) Firm-Fixed Price contract award.
AREAS OF EVALUATION. The relative order of importance of evaluation factors is as follows: All non-price factors are of equal importance and when combined are significantly greater than price.
UNACCEPTABLE OFFERS. The Government may render any proposal unacceptable that includes as a minimum:
a. The Proposal Preparation Instructions specified in Instructions to Offerors of this solicitation.
b. Cross references from one volume to another volume. All volumes shall be complete with no cross-referencing between volumes.
Any proposal that is evaluated as unacceptable in terms of any of the evaluation factors may be rejected for such reasons. The Government will evaluate each proposal strictly IAW its’ content and will not assume that performance will include areas not specified in the Offeror’s proposal.
RESPONSIBILITY. Pursuant to FAR 9.103, contracts will only be placed with contractors that the Contracting
Officer determines to be responsible. Offerors must be able to demonstrate that they meet the standards of responsibility set forth in FAR 9.104. The Government reserves the right to conduct a pre-award survey on any and all Offerors.
GENERAL CONSIDERATIONS
PERFORMANCE RISK – Performance risk assesses the Offeror’s ability to successfully complete relevant
Technical and Program Management requirements within proposed costs, including the Offerors performance record
(Past Performance), if available (i.e., not neutral), on similar efforts. Performance risk is combined with the non-price evaluation factors.
EVALUATION FOR AWARD
FACTORS TO BE EVALUATED
Factor I- Technical (Volume II)
Factor II- Past Performance (Volume III)
Factor III- Price (Volume IV)
GENERAL – The evaluation of proposals in response to this RFP shall be based on an independent comprehensive review and assessment of each proposal against all source selection criteria and processes. Ratings consistent with these evaluation Factors will be derived from (1) the ability of the Offeror, as demonstrated in the Technical and
Past Performance Sections, to perform the work IAW all aspects of requirements outlined in this solicitation; (2) price fair and reasonableness, and; (3) price realism of the proposal.
ADMINISTRATIVE- VOLUME I – The Administrative Volume, Volume I, is not an evaluation factor and shall not be evaluated for award, however the information is required to be submitted in order to be eligible for award.
Failure to submit any of the stated sections (1-5) of the Administrative Volume shall deem the proposal ineligible for award.
FACTORS and SUBFACTORS – Three (3) Factors will be used in this evaluation of proposals: Technical, Past
Performance, and Price. In accordance with FAR 15.304 (e) (1), the Technical Factor is more important than the
Past Performance Factor. The Technical and Past Performance Factors, when combined, are significantly more important than Price. The Technical Factor SubFactors are listed in descending order of importance. Each
Subfactor shall be separately rated and then rolled up to an overall Technical Rating for Factor I.
Factors and Subfactors are presented in Table 1, Factors.
