Solicitation W81XWH‐18‐R‐0031, Amendment 0001
Vendor questions, Government responses:
QUESTION 1: PWS ‐ section 7.2 NACI/CAC ‐ "Prior to beginning of work, Contractor must have a NACI" or " At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management."
May we propose one person who has these credentials and another person who will acquire these credentials in a transition of duties?
RESPONSE: Vendors may propose an employee who presently has an approved agency National Agency Checklist/NAC (i.e. Common Access Card/CAC card), and then pass the responsibility on to someone else once they obtain a NAC/CAC. HOWEVER, both types of employees still must have the proper and current Information Assurance Awareness training/certifications prior to access of the information system as well as registration in the Army Training Certification Tracking System (ATCTS). Reference Section 6 and 7.3 of the PWS.
QUESTION 2: What version of FileMaker is required?
RESPONSE: FileMaker version: 15.x
QUESTION 3: What is the machine server information?
RESPONSE: That information cannot be provided, however, the Government (Information Management Division) maintains the server and operating system.
QUESTION 4: Are there changes to the reports and calculations in the Veterinary Services Program (VSP) system in addition to installation of new FileMaker software?
RESPONSE: Yes, however all changes are “to be determined.” Possible changes include upgrades, reconfigurations of reports, calculations (if necessary), and Graphical User Interface (GUI) elements on the client side. Reference Section 10.3.3.1 of PWS, which states, "The Contractor shall honor all requests to a maximum of sixty‐four (64) hours per year." That is, if additional Government requirements are needed beyond 64 labor hours per year, additional pricing will be provided by the vendor. The Government will assess whether or not to incorporate these additional services.
QUESTION 5: Is there an incumbent contractor?
RESPONSE: Yes, the incumbent is:
FoxSpire, LLC
W81XWH‐13‐P‐0164
QUESTION 6: Is this requirement for new work or if there is an incumbent currently providing the requested support?
RESPONSE: This is NOT for new work, but a continuation of current support services. Incumbent information is listed under question 5.
QUESTION 7: What FileMaker products are needed?
RESPONSE: The Government provides the FileMaker licenses. The contractor will be responsible for maintaining the system. That is, FileMaker Pro Advanced license is for the use of the vendor to conduct maintenance and development. The Government’s FileMaker license provides access to the current and future versions of FileMaker. When the system needs to be upgraded (e.g., to 16.x), the license agreement allows the Government to do this, and the contractor shall be responsible for making sure everything still works after upgrades.
