PWS 6.0, Deliverables 6.6.3, Page 35 PWS Paragraph 6.6.3 Management Plan and Deliverable 5 in the Deliverables Table specifies that the Management Plan includes the Staffing Approach, Mission Essential Contract Plan, and Occupational Health and Safety Plan and should be included with the proposal submission. Section L Instructions states Factor 4 is a Staffing Approach.

(2) If a separate Management Plan is required, would the Government please revise the RFP to include instructions and evaluation criteria for a Management Plan?
(3) The instructions on page 88 state that the Staffing Plan is not subject to page limits which conflicts with the Factor 4 instructions on page 92 which state that the “Staffing Plan” shall not exceed 5 single-sided pages. Based on the details on page 92 of what is required to be included in the Staffing Plan, specifically, items a) – d), 5 pages would not be sufficient to address each factor. Should this be corrected to remove the 5 page limit?
(4) Would the Government please clarify what is the difference between a Staffing Approach and a Staffing Plan as outlined on page 92 of the instructions in the opening paragraph and then in Item b).
(5) Would the Government please clarify whether the requirement for item c) Mission Essential Contractor services approach (details for contents contained in PWS Paragraph 6.6.3.2) and item d) Occupational Health and Safety approach (details for contents contained in PWS Paragraph 6.6.3.2) are included in the page 5 limit allotted for the Staffing Plan or the 65 page limit or without page limits?
