SOLICITATION/CONTRACT FORM

The required response date/time has changed from 09-May-2016 12:00 PM to 20-May-2016 12:00 PM.

The following have been added by full text:

ADDITIONAL Q&A

1. What is the make and model of the equipment that will be reused in each room?

ANSWER: None, no equipment shall be reused.

2. How many pcs will be connected to the A/V system in each room?

ANSWER: 2 desktops (army and Navy), 1 Laptop (May be connected to any of the more than one wall interfaces in the room)

3. How many wall plates are required in each room?

ANSWER: Varies, See new (revised) PWS/MEC

4. Which rooms require Defense Collaboration Services (DCS)?

ANSWER: All rooms. See new (revised) MEC, Section 1.i.

5. Please define “Universal Mounting Bracket” for the touch panels. Is this wall mounted or table mounted?

ANSWER: Vendor will determine what mounting bracket is needed to wall mount all touch panels, with the exception of the touch panel in Room 1W38A (Commander’s

Office) which will sit on her credenza (equipment rack).

6. Please describe what a “Removable Pod” is in regards to new equipment lecterns.

ANSWER: This is no longer required and we have removed this requirement from new

(revised) PWS/MEC.

7. Are any of the GFE PCs that are to be located in the equipment cabinets/lecterns rack mountable, or should the contractor provide shelves for each one?

ANSWER: Vendor will provide the shelves (they are regular low profile desktops)

8. In rooms with web based conferencing, will there be one dedicated PC for this function or multiple?

ANSWER: Two (1 Army and 1 Navy desktop). Also a laptop may be used using any of the wall interfaces in the room.

9. In rooms with web based conferencing, what is the program is being used for DCO? Adobe connect, Skype, etc.

ANSWER: We connect through the DCS website via Adobe Connect. It does require

Flash player and Java. For more info, check the Defense Collaboration Services (DCS) web site.

10. Will there be a USB camera for use with the web based conferencing or should the VTC camera be used in its place.

ANSWER: No, we want to use the VTC camera for all video conferencing (VTC or web), if possible. If not, a separate camera may be installed to meet the DCS & web-conferencing requirement in addition to the VTC camera. See new(revised) MEC, Section 1.i.

11. Are all the VTC network drops going to be IP, or is there a need for ISDN in any of the spaces? If ISDN is required, will the drops be PRI or BRI?

ANSWER: IP only

12. Is it acceptable to just provide a single display port connection with adaptors for video input instead of DVI, HDMI, VGA, and Display Port where needed?

ANSWER: NO, All should be in the computer interfaces Per new (revised) PWS

(Sections 5.4.4)

13. Can each room be installed one at a time or is this a total rehab of the facility? In either case does the contractor need to submit a schedule for period of performance per room or for the entire facility?

14. ANSWER: Yes, one at a time. We will work with the vendor to create a scheduleWill it be the responsibility of the contractor to provide blocking, power, or conduit to any wall mounted display within any of the rooms?

ANSWER: We will provide the high voltage power outlets. We will put them in the ceiling in most of the rooms. The electrical POC in our facilities management requires at least 60 days notice to install the outlets.

15. If there is any patching, painting, or other facility repairs due to de-installation, is this a requirement of the contractor to fix or will the Government building facility team address these issues?

ANSWER: The Government facilities management will perform the repairs. We expect this to be at a minimum. A prior consultation with the Government will be needed if such wall defects will be created.

16. Is there a secure place to store un-installed equipment, tools, and other miscellaneous items during the onsite install phase?

ANSWER: Yes

17. The SOW calls for Concept Drawings to be provided with the submission. Normally, drawings are not provided with a submission. Can these drawings be omitted?

ANSWER: A rough drawing will be acceptable to give us an idea of where the vendor plans to install the equipment in each room.

18. In the Q&A section, Page 36-36 of W8IXWH-16-T-0134, it is stated the AV contractor is responsible for installing power in coordination with the WRAIR Facilities Management group. Is the WRAIR Facilities Management Group aware of the requirement that the AV contractor provide power? Additionally, the cost for electrical work cannot be priced as an electrical contractor will require a site survey, as well. Request removing this requirement.

ANSWER: We removed this requirement in the new (revised) PWS. The Government will install the high voltage power outlets. Currently, I asked the our facilities management to install some outlets in the ceiling of 1W77, 1W78, 1W80, 2A03/05, 3A03/05, Bldg 509, Room 102. Note that it will need 60 days notice for our electrical contractor to install the outlets. See new (revised PWS, Section 4.6.

19. In the Q&A section, Page 36-36 of W8IXWH-16-T-0134, it is stated the AV contractor is responsible for installing power in coordination with the WRAIR Facilities Management group. Very few AV contractors have on-staff, licensed electricians. Meeting this requirement will require subcontracting an electrical contractor. This electrical contractor will require a detailed survey in order to provide pricing back to the AV contractor. Request the Government remove the requirement for the AV contractor to provide power, or extend the date of proposal submission and provide a date with sufficient time for potential electrical contractors to survey the space and develop a price.

ANSWER: Please see answer in Question #18

20. Are electrical permits required? If so, will the Government obtain the necessary permit?

ANSWER: Please see answer in Question #18

21. Was the original installation of AV equipment done by a single company? If so, what was the name of the company?

22. ANSWER: AV Washington.Do you all anticipate amending the PWS to accommodate for the responses to some the questions that were received previously and the questions that are due on 4/27?

ANSWER: The deadline for quotes will be extended to 20 May 2016, 12:00pm Eastern.

23. Does the customer have all interface cards that may be required to provide feeds to rooms

1W34, 1W77, 1W78, and 1W80?

ANSWER: Currently these rooms are acting as overflow rooms to 1W71 (Auditorium).

Yes, in the A/V rack located in the auditorium. Not sure how many interfaces are available. Vendor may need to check the auditorium rack to verify if there are enough interfaces to meet requirement. Vendor shall provide additional fiber interfaces to meet the overflow requirement. See new (revised) MEC, Section 1.r.

24. The Q&A provided has conflicting guidance as to reusing the projectors in the rooms.

During the survey conducted 11/19/2015, the Government SME said the projectors would be reused. The Q&A overrides this and says to replace the projectors. However, the guidance to reuse the projectors was repeated in the walkthrough conducted 4/21/2016. The SME stated the projectors were new. What is the correct course of action – Reuse or replace the projectors?

ANSWER: New (revised) PWS/MEC, Section 1.q requires replacement of all existing projectors (1W34, 1W77, 1W78, 1W80, 2A03/05, 3A03/05).

25. For those rooms which currently have a Dish Network set-top box, is the set-top box being reused? Is the Dish Network box equipped with an HDMI output?

ANSWER: Yes. (Disk Network VIP211K HDTV set top box). See new (revised) MEC, Section 1.p.

26. For those rooms which currently have a VCR/DVD unit, is the unit being reused?

ANSWER: No. They will be replaced. All rooms will have a new blue-Ray/DVD/CD player/recorder installed. See requirement in the new (revised) MEC, Section 1.o

27. In all the rooms, acoustic treatment covers the walls. To mount a display to the wall, the acoustic treatment will need to be cut to allow a wall mount to be installed. Is this acceptable?

ANSWER: It may be allowed upon consultation with the Government (facilities management). Please feel free to provide alternative solutions in your proposal to best meet the needs of the requirement.

28. As an alternative to the question above, ceiling mounts were suggested during the walkthrough conducted 4/21/2016. In many cases, this approach may interfere with existing lighting and ventilation. Can it be assumed the WRAIR Facilities Management Group will be responsible for relocation and ceiling repair?

ANSWER: Please feel free to provide alternative solutions in your proposal to best meet the needs of the requirement. In lieu of ceiling mounts, are floor stands acceptable?

ANSWER: Per new (revised) MEC (Section 1.), Ceiling or wall mounts are needed to minimize use of the floor space.

29. The Additional MECs for Bldg 500, Room 201 indicate the existing 2-bay credenza should be reused. Later in the same paragraph reference is made to a podium. Is a podium being added or is the reference to a podium actually the existing credenza.

ANSWER: Contractors shall re-use the credenza (rack) in Bldg 500, Room 201. No lectern/podium is required in this room.

30. During the walkthrough conducted 4/21/2016, a lectern was requested for Room 2A06.

ANSWER: Per new (revised) MEC Section 10.a, ceiling microphones and loud speakers are required in Bldg 509, Room 102. (Please avoid using button ceiling microphones)

32. For locations where high voltage power is required for the displays, does the contractor still need to provide power?

ANSWER: We removed this requirement in the new (revised) PWS/MEC . Per new

(revised) PWS Section 4.6, the Government will install the high voltage power outlets.

Currently, I asked our facilities management to install some outlets in the ceiling of

1W77, 1W78, 1W80, 2A03/05, 3A03/05. Note that it will take 60 days notice for our electrical contractor to install the outlets.

33. If power is required, the contractor will not know what type of circuit breakers are required, will the Government provide circuit breakers for the fuse box?

ANSWER: We changed this requirement in the new (revised) PWS/MEC. The

Government will install the high voltage power outlets. Currently, I asked the our facilities management to install some outlets in the ceiling of 1W77, 1W78, 1W80, 2A03/05, 3A03/05. Note that it will take 60 days notice for our electrical contractor to install the outlets.
