About this file
This document contains a pre-solicitation notice and questions and answers related to a solicitation for medical laboratory testing services for HIV. The notice indicates that the Health Readiness Contracting Office intends to procure these services in support of the U.S. Army and U.S. Military Entrance Processing Command. The solicitation is anticipated to be released on April 24, 2018, with a closing date 30-45 days later. A pre-proposal conference will be held approximately 15 days after release. The procurement will result in a single-award IDIQ task order contract with a five-year ordering period. The contract will be awarded using the tradeoff process with evaluation criteria included. The notice provides points of contact and other procedural details. The questions and answers clarify that contractor responsibilities for equipment are defined in the PWS and that support to additional sites has been removed from the requirement. Future requirements will be added via contract modification.

Document Pg # Para # Question Response Solicitation 58/143 4.4 PWS Paragraphs 4.4.2, 4.4.4.2, and 4.4.4.4 appear to indicate requirements to provide equipment, maintenance, and training, as needed, to an indeterminate number of Submitting Activity (SA) sites and other potential Federal Occupational Health (FOH) sites as part of any awarded contract to this solicitation. Can the Government please clarify our understanding of these requirements? Also, please confirm that any additional equipment needed during this contract's lifetime (one five-year IDIQ with five OPs) will require a contract modification to issue a new Task Order to the contract; and that any subsequent Task Order for equipment will be a Cost Reimbursable (e.g. CPAF) contract type.
The Contractor's responsibilities for provision of equipment in order to meet PWS requirements are specified within Para 4.4. The initial requirement is defined within the PWS and includes all submitting activties identified within Exhibit A. Potential support to FOH sites was removed from this requirement. The references to FOH sites in both 4.4.4.2. and 5.1.8.2 will be removed, and should not be included in the proposal.
Future additional Submitting Activities will be incorporated into the contract via modification.
IAW PWS para 4.3.1, the contractor is responsible to furnish materials, supplies and equipment necessary to perform this PWS. Any changes to the PWS will be via modification, at which time the Contracting Officer will consider any elements related to the modification.
