a. Answer: No, this was not asked for in the solicitation prior to award.
8. Can you confirm the government will not allow overtime?
a. Answer: There is no Overtime authorized on this requirement.
9. Since the DOL Wage Determination is mentioned in the solicitation will this contract fall under the Service Contract Act (SCA)? If so, can you provide the SCA position title?
a. Answer: Yes; Licensed Practical Nurse
10. We assume that the Table of Content will not be counted towards 10 page limitation for Factor 1 - Technical Capability -- Please confirm.
a. Answer: No, the Table of Content will not count towards the page limits.
11. Please specify font, margin and table/figures fonts size limitations.
a. Answer: Times New Roman, no greater than 12 font.
12. Can we submit all required completed Provisions (Representations and Certification) under a separate file?
a. Answer: Yes
13. Are we able to submit past performance of our teaming partner/proposed subcontractor?
a. Answer: Yes, this is allowed.
14. Are we only to submit past performance for the provisions of LPN services?
a. Answer: Yes
15. The base year and option years CLINS show a maximum of 42,240 hours. Historically, how many of those hours have been utilized in the current contract?
a. Answer: There is no contract history for this as this is a new requirement.
16. Section 1.4.1 of the Statement of Work indicates that HCP’s may be asked to work adjusted hours…to meet patient demand and clinic hours. On average, how often per week/month are work hours adjusted?
a. Answer: Clinic hours are generally fixed. They open at a fixed time and close at a fixed time --99% of the time. On occasion (1%), we will hold a special afterhours 5 day even for sports physicals or back to school physicals or a one day afterhours well women exam night as an effort to accommodate beneficiaries who just cannot take time off from work. In these situations one team might start later and stay later. In these two cases one change lasts a week and the other a day. Between 45 and 60 days advanced notice.
b. Most PCMH clinics open 0730 for first appointment at 0800. SCMH clinics open earlier at 0630 for sick-call and CBMH clinics open at 0830 with first appointment at 0900. Staff may be asked to move between clinics on the JBLM footprint that have different start and stop times. This is rare. I have had to do it 3 times in the last 18 months. Twice for two week intervals so a nurse could take leave and once for 12 weeks to cover down on maternity leave. In all three cases the covering nurse had several weeks advanced notice and I happen to find volunteers. Likely, we will move GS staff before contract staff but we need the flexibility. In these three cases, two changes lasted two weeks, and one lasted 12 weeks.
c. There are rare days when the clinic has patient in it at closing time. The doors may be locked but someone has to stay behind until the last patient exits. Typically, there are volunteers for this as it is overtime. This kind of schedule change is rare.
17. How much notice is given to an HCP before work hours are adjusted? For example, are workers given two hours’ notice if a shift is cancelled? Are shifts cancelled/shortened after an employee has already reported for work?
a. Answer: See (a) above Question # 16 for when it is planned and see (c) for the rare times. No. No chance of shifts being cancelled.
18. Section 1.4.1.1 indicates that work hours and days will be determined by the department to the HCP is assigned. How much notice is given for an HCP’s weekly schedule? Can it change daily?
a. Answer: See Question # 16 (a), (b), and (c). There is no daily schedule like an inpatient unit. The schedule is the clinic hours. The clinic hours are stable yet plastic and on occasion, with notice, change for a short duration (a). Work schedules do not change daily here. We are known for our predictability.
19. Would you like 4 volumes submitted for the 4 factors of evaluation (technical, past performance, comp plan, price)?
a. Answer: The Government does not have a preference for this. Vendors may submit however they wish, as long as vendors stay within the limitations of pages.
20. Would you like the items listed under section c. on page 67 returned, to include the PPI collection sheet (not the completed one, but the blank one from the offerer) with the proposal in separate attachments?
a. Answer: The Government does not have a preference for this. Vendors may submit however they wish, as long as vendors stay within the limitations of pages.
21. Can we create a business volume for all of the miscellaneous items listed on page 67, or would you like those all submitted as separate attachments?
a. Answer: The Government does not have a preference for this. Vendors may submit however they wish, as long as vendors stay within the limitations of pages.
22. It’s not clear what you want in each volume or how to split up the volumes. Can you please elaborate or are we free to submit in the format we want, as long as all documents are included? For example, the individuals authorized to bind the company, the compensation plan, reps and certs, etc. Where should those go? Or would you like those as separate attachments?
a. Answer: The Government does not have a preference for this. Vendors may submit however they wish, as long as vendors stay within the limitations of pages.
23. We were sending this email today to inquire about the potential award date for solicitation number W81K02-16-R-0003.

26. The solicitation 1449 states that the proposal due date is 19-Dec 2016, however, Fedbizopps states a date of 15-Dec 2016. Which is correct?
a. Answer: The proposal due date is as listed on the Solicitation, 19 Dec 2016.
27. The solicitation reference WD 15-2567 (Rev.-1) 09/06/2016, however we can only find Revision 1 dated 9/1/2016. Is the solicitation incorrect?

29. Page 68, Factor 2. A. requires a minimum of three references of similar scope and complexity. Would any medical contract for credentialed individuals such as physicians placed at a military treatment be considered similar in scope since they are also highly qualified health care workers?
a. Answer: No, The Government will only consider past performance for LPN Services or different types of nurses (LPNs, RNs, CNAs, CNRAs, etc.). Past performance needs to show that you have experience providing nurses.
30. Ref Page 68, Factor 2, a., and Page 77, Factor 2, a. regarding past performance references. The RFP states “YOUR Company”. Please clarify whether or not past performance references for teaming partners/subcontractors may be used, or if references from the Prime only will be accepted. If references from teaming partners/subcontractors are allowable, how many of the 3 can be from a teaming partner/subcontractor?
a. Answer: Yes, you can submit past performance from a teaming partner/subcontractor.
