IMMUNIZATION REQUIREMENTS

1. Contractors performing under this contract shall ensure their Contract Service Personnel/Employees providing contractual services comply with the immunization and health requirements as stated herein at the time of initial employment and thereafter as required based on the CDC and/or DoD guidance. Failure to meet the immunization and health requirements stated herein, or when test results determine a contract employee has a contagious disease or is not immune to a contagious disease, the Contracting Officer may, upon the advice of the MTF Commander or his clinical staff, determine that such contract employee is not an acceptable individual to perform services under this contract.

2. The following requirements are applicable for all hospital contract employees and are considered a condition of employment.

a. Tuberculosis Screening

High-risk employees working in DPALS Microbiology Lab, Pulmonary Medicine, and Inhalation Therapy require annual screening.

ii. Two-Step Tuberculin Skin Testing is required for new employees able to take the skin test. If the employee’s first TB Skin Test (PPD) is negative, a second TB Skin Test will be placed from one to three weeks later, read, and documented. If the first TB Skin Test is positive, the employee will be referred to the OH clinic for further evaluation and possible treatment for Latent Tuberculosis Infection (LTBI).

QUESTIONS AND ANSWERS

Solicitation W81K00-18-R-0009 Questions and Answers:

Q1. Page 78 Section 5.5.2.2. and Page 81 Section 5.6.2.2 “Must be able to obtain and maintain a SECRET security clearance”

a. Are BMET II/SA I and BMET III/SA II the only positions that will require SECRET clearance?

b. Will the government provide the DD 254?

Q2. Page 78 Section 5.5.2.3 and Page 81 Section 5.6.2.3 Does the government provide the DoD Information Assurance Technician Level II training/certification?

A2. The government will not provide training for the minimum requirement of obtaining IAT Level II.

Q3. Section SF 1449, Item No. 0001- How can this be a FFP contract if services description indicates “Payment will only be made for actual hours worked?”

A3. The solicitation is posted to obtain a proposal on biomedical technical engineer services on a firm-fixed price contract for the stated number of hours listed in each CLIN. The Government’s requirement is for the number of hours listed on each CLIN, but the Government will not pay for unfilled hours..

Q4. If this is not an actual FFP contract, then the allotted 960 hours per FTE for CLINS 0001 are not enough for the six-month period. There are 26 work weeks during 1 April 2018 – 30 September 2018. 26 weeks at 40 hrs. each = 1,040 less 24 hours for 3 holidays = 1,016. Can the government update the hours accordingly? Or will it issue a modification during the contract for these additional hours?

A4. The hours on the CLIN are correct. This is the Government’s requirement for this CLIN. The solicitation is for a firm-fixed-price contract.

Q5. Section SF 1449 – CLINS go from X001AH to X001AJ - are the missing CLINS X001AI intentional? If not, can the government please provide CLINS X001AI?

A5. CLIN 0001AI is intentionally left out of the contract writing system.

Q6. Are CLINS X001 meant to be the cumulative of CLINS X001AA – X001AL? I.e. should we add up all hours and enter for X001 hours?

A6. CLIN 0001, 1001, 2001, 3001, 4001 are all informational CLIN's only.

Q7. Page 74, Performance Work Statement, section 4.7- is the minimum insurance required meant to cover the employee only or insure the government vehicle?

Q8. Will the government furnish property necessary to conduct tasks specified in the PWS? IF not, what equipment or supplies will the Contractor need to supply? Will the Government CLINs for ODCs?

A8. Yes, the government will furnish supplies, tools, and testing equipment to perform their tasks as technicians.

Q9. Page 75 Section 5.4.1 bullet 5. – States “possible serve as temporary site manager in the absence of the director/manager/supervisor,” does “site manager” refer to a government site manager or contractor site manager/team lead?

A9. Refers to government site manager

Q10. Page 111, Section 52.212-2 Factor 2 Past Performance. If the offer makes no presentation of past performance is this considered to be ‘neutral’ as considered in this section?

A10. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past contract performance. A performance rating of "neutral" is given. No acceptable or unacceptable rating is given.

Q11. Page 111, Section 52.212-2 Factor 2 Past Performance. If the offers past performance is considered ‘neutral’ then is the Past Performance deemed to be ‘Acceptable’?

Q12. Page 111, Section 52.212-2 Factor 2 Past Performance. If the offers past performance is considered ‘neutral’ then is the Past Performance deemed to be ‘Acceptable’?

A12. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past contract performance. A performance rating of "neutral" is given. No acceptable or unacceptable rating is given.

Q13. Page 112, Section 52.212-2 Factor 3 Price. How will the government determine that the offerors price is ‘unrealistically low’?

A13. The government will review each offeror's understanding of the solicitation requirements. The government will utilize price analysis techniques.

Q14. Page 112, Section 52.212-2 Factor 3 Price. Since the government is determining what cost is ‘unrealistically low’ as well as ‘fair and reasonable’ will the government simply state what direct cost for labor it is going to pay?

A14.This solicitation is based on the Lowest Price Technically Acceptable (LPTA) offers. This is not a cost type contract.

Q15. Page 112, Section 52.212-2 Factor 3 Price. Since the government is determining what cost is ‘unrealistically low’ as well as ‘fair and reasonable’ will the government provide what it is currently paying the incumbent contractor for each labor category per hour? To do otherwise is to provide the incumbent with an unfair advantage in competition.

A15. This solicitation is based on the Lowest Price Technically Acceptable (LPTA) offers. The information requested is proprietary to the offeror’s proposal.

Q16. Clause on Page 101: 52.215-20 for Certified Pricing , does this applies? If not please remove it.

A20. Past performance may be provided for either offeror in the prime/subcontractor relationship. The prime/subcontractor relationship must be clear to the Government.

Q21. Since 8 of the positions require a secret clearance does the contractor have to have a facility clearance? Will the govt send a DD254?

A21. The government will require facility clearance and will provide the proper information to obtain it.

Q22. Are all of the position SCA positions? If so what are the govt mapping the BMET II and II; BMET SA I and

II?

A22 The SCA doesn't apply to this requirement.

Q23. What is the wage determination number for this effort?

A31. Bi-weekly billing is available to 8(a) firms.

Q32. On page 73 , PWS Section 3.3, the hours cannot be more than 80 regular hours in a two week period. If 960 hours is per FTE which essentially is half the year and this is a year contract, will the government change the hours to 1920? The synopsis states 35 full time equivalent, please clarify

A32. The base period is for 6 months, with 960 hours per FTE, with annual option years to follow with 1920 hours per FTE.

Q33. Will the govt extend the response due date due the amount of questions being asked?

A48. The attachments will be uploaded in FBO as a stand-alone pdf.

Q49. Attachment 1 Sample Compensation Plan is included in the RFP. However there is no reference made to submitting one as part of the proposal. I think requiring it as part of the Price proposal is a great idea to evaluate realism of compensation the offeror intends to pay. Please clarify whether or not that is required, or if the attachment will be removed from RFP.

A49. The Compensation plan attachment has been removed through this amendment and is not required. It will not be reviewed.

Q50. Will the Government be providing a list of all incumbent employees, including titles, SCA anniversary dates, and contact info, as required under this clause, to the awardee? (current incumbent company is required to provide such list to the Govt. at least 30 days prior to the expiration of their contract).
