(Optometry Equipment for CRDAMC)

Sole Source Justification and Approval Under FAR 13.501

1. Contracting Activity: Regional Health Contracting Office-Central, Fort Hood Cell, Fort Hood, Texas.

2. Description of Action: Approval for a new contract to Marco Ophthalmic, Inc., to provide optometry equipment at Carl R. Darnall Army Medical Center (CRDAMC). The proposed award is firm fixed price, Defense Health Program (DHP) Procurement funds will be used for this requirement.

3. Description of Supplies/Services: Purchase optometry equipment for CRDAMC. The estimated total value is $. This request is for commercial items and FY18 funds are available. Estimated delivery date 31 July 2018.

4. Authority Cited: The statutory authority permitting other than full and open competition 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: This system seamlessly ties together the OPD-III, NT-5100 Non-Contact Tonometer, The SC-1600 Acuity Chart System, the RT-5100 refraction system, the LM600 Lensometer, the LM-1800PD Lensometer, the Encore Automatic Chair, the G5 Ultra Slit Lamp, and the Deluxe 2 Stands into one seamless system. It standardizes equipment with the other three Department Optometry Clinics at Thomas Moore, Monroe, and Collier, which allows for cross leveling of personnel without re-training during personnel shortages. In the event patients are shifted to another Optometry clinic, due to increase workload or personnel shortages, the standardization allows for their images to be viewed at any of the three Optometry Clinics. Most importantly, Marco products have an integrated and unique information transfer “card” system that allows them to transfer data from the technician to the doctor and back to the technician, which no other system on the market provides.

6. Efforts to Obtain Competition:

a. Effective competition. Research was conducted by searching the Dynamic Small Business Search at http://dsbs.sba.gov/dsbs/search/dsp_dsbs under NAICS Code 339115, which identified no vendors “optometry equipment”. Results from this search did not identify two or more small businesses that could provide the same or equal products.

b. Subcontracting competition. In accordance with FAR Subpart 19.705.2, the Contracting Officer has taken actions to determine whether the proposed contractual obligation requires a subcontracting plan. The current requirement is for supplies and the Contracting Officer has determined that a subcontracting plan is not required per the exemption at FAR 19.702(b)(1).

7. Actions to Increase Competition: The Government will continue to seek new resources that will satisfy these requirements through continued market research, request for Statements of Capability, and telephonic inquiries.

8. Market Research: A sources sought was posted to FedBizOpps from 24 May 2018 – 29 May 2018 with no responses.
