Questions and answers #1

Question 1. Could you please provide additional descriptions for the reinforcements such as fabric weight, weave types.

Answer 1. The descriptions of weave types and call-outs on fabric weights were intentionally not made so as to give the vendor as much freedom as possible when constructing the laminate. The idea here is to allow the vendor to choose any combination of fiberglass reinforcement that fits the general laminate schedule (given in Section 3.5 and Appendix A)and that meets the physical properties given in Table III (as well as the dimensional requirements given throughout). However, improper discontinuities in reinforcement, inadequate reinforcement width, or improper aramid fabric location/width shall constitute cause for rejection of the final product.

Question 2. Is there a spec for the color "Army Green"?

Answer 2. For reference purposes, Army Green has a hex value of approximately #4B5320 (or similar).

Question 3. 1. Has another vendor has already made molds for these parts?

Answer 3. Fiber Reinforced Polymer (FRP) mats have recently been procured via contract and previous vendors likely have molds already in their possession. However, small changes have been made to the FRP system, and these molds may no longer be of use. Previous contract numbers include W912HZ-15-P-0173, W912HZ-15-P-0084, and W912HZ-13-C-0030.

Question 4. Does the government own molds for these parts?

Answer 4. The Government does not own molds for these parts.

Question 5. If so can you tell me how many times these parts have been built?

Answer 5. Please refer to answer #3.

Question 6. We would like to know what reinforcements and manufacturer were used in the panel design.

Answer 6. The requested information will not be provided as it may contain proprietary data/ information.

Question 7. The major fiberglass manufacturer's we contacted can certify to ASTM and not to MIL-M-43248C and MIL-Y-114.

Answer 7. MIL-M-43248C is a current U.S. Military Standard and should be used as the basis of certification. However, if proper documentation is provided in conjunction with the ASTM certification to support a vendor's claim that the materials are equivalent, the Government will make exceptions on a case-by-case basis. This documentation should be provided to the Government along with a written claim that the materials are equivalent to those described and certified by MIL-M-43248C prior to the beginning of fabrication of the laminate. If a written claim is not provided along with the certification documents of the ASTM certification method, alternate certification methods will not be considered.
