CHANGE in paragraph a "figure 1-5" to read: "figure 1-3".
REPLACE paragraphs 1-9.b thru 1-9.f as shown on pages 3 to 7 of this
MEO.
b. Original Identification Data Plate. (Figure 1-3) The original identification data plate is located at the end of the Dual Fuel Flow Power Supply attached to the connector end by three retaining rings. The original identification data plate may contain some or all of the following in Human Readable Information (HRI): the manufacturer's identity code, component name, serial number, stock number, part number and contract number. The original identification data plate does not contain 2-D Machine Readable Information (MRI).
c. Opportunistic Parts Marking (OPM) IUID Label(s) (Figure 1-3.1). In addition, some Dual Fuel Flow Power
Supplies may have one or two OPM IUID label(s) located in the vicinity of the original identification data plate. One label contains an ECC 200 compliant 2-D data matrix encoded with a Unique Item Identifier (UII) that is constructed/formatted IAW DoD Guide to Uniquely Identifying Items and MIL-STD-130. If present, the second label contains an ECC 200 compliant 2-D data matrix encoded with the Boeing part number visible on the component at the time the OPM IUID label was applied.
d. Item Unique Identification (IUID) Data Plate (Figure 1-3). The IUID data plate have two ECC 200 compliant 2-D data matrices. One 2-D data matrix is encoded with a UII that is constructed/formatted IAW DoD Guide to Uniquely Identifying Items and MIL-STD-130. The other 2-D data matrix is encoded with the component's current Boeing part number. In addition to the 2-D data matrices, the IUID data plates contain HRI which corresponds to the MRI, as well as some or all of the HRI that was originally present on the component (original identification data plate paragraph 1-9.b).
(1) Figure 1-3, Sheet 2 of 5, shows the possible IUID data plate options for this component. Option A represents an IUID data plate format for components originally UID-marked during production. Options B or C represent IUID data plate formats for components originally UID-marked post-production in the field or during a maintenance event (commonly referred to as legacy components).
(2) Serial numbers shall not be altered/changed in any way. To accommodate any requirement to display an inspection/procedure/configuration code, a Maintenance Inspection Indicator (MII) field shall be added to the IUID data plate(s) as depicted in Figure 1-3, Sheets 2 of 5, as applicable.
(3) If during PSA, it is determined that the serial number of the Dual Fuel Flow Power Supply is not appended with an inspection/procedure/configuration code, but a code is required during the M&O process, the code shall only be displayed on the IUID data plates as HRI in the MII field (e.g. MII: A). If multiple inspection/procedure/configuration codes are required, the codes shall be added to the MII field (not the serial number) as HRI, with each code separated by a dash (e.g. MII: A-XX-XX-X). Historical records shall be updated to document the change. When using DA Form 2410 electronic-system, the applicable code(s) shall be entered in the "MII" field; using the paper system the code(s) shall be entered in the "REMARKS" field (e.g., "MII: A" or "MII:
A-X-XX-XX-X" for multiple codes).
e. IUID Data Plate Fabrication (Figure 1-3). The IUID data plates are fabricated out of white polyester material that meet the physical characteristics per UL File MH17292 or TESA Tape. The MRI and HRI shall be marked on the IUID data plates using a Thermal Transfer Printer (item 17, Table 2-1) or Laser Etch (item 20, Table 2-1), or other technique IAW MIL-STD-130.
NOTE
Prior to fabrication of the IUID data plates, the DoD IUID Registry shall be queried per paragraph 3-3.1.
The UII shall be formatted/constructed IAW DoD Guide to Uniquely Identifying Items and MIL-STD-130.
The UII shall be registered in the DoD IUID Registry.
(1) If the Dual Fuel Flow Power Supply is not registered in the DoD IUID Registry as determined by paragraph 3-3.1 (regardless of how the component is marked), and/or the UII data and component data does not match that in the DoD IUID Registry record, IUID data plates shall be fabricated in the format of Option B, Figure 1-3, Sheet 4 of 5. OPM IUID labels, if present, shall be removed from the component, however they may be kept with the component's documentation for reference only.
(a) A Construct 1 UII shall be encoded into an ECC 200 compliant 2-D data matrix. The CAGE and
Unique Component Number (UCN) shall be acquired from AMCOM's The Army Maintenance Management System
- Aviation (TAMMS-A/MCDS), Unique Identification (UID) database at https://tamms-a.redstone.army.mil (App A, Websites). The Text Element Identifiers (TEIs) SPL and UCN shall be used as the data qualifiers. The component's manufacturer serial number as found at PSA (minus any maintenance inspection codes) shall not be used to develop the UII, but shall reside as HRI on the IUID data plates (Reference Figure 1-3, Sheets 4 of 5 for SPL and UCN configuration).
(b) The second ECC 200 compliant 2-D data matrix shall be encoded with the current Boeing part number using the TEI PNR (current Part Number) as the data qualifier. The PNR is the component's Boeing part number upon completion of the M&O event.
For components being marked by a Government Depot facility, registration shall occur prior to the component leaving the facility. For components being marked by other M&O facilities, registration shall occur upon final delivery/DD250.
(c) The component shall be registered in the DoD IUID Registry via the WAWF (App A, Website) in accordance with the data submission procedures at http://www.acq.osd.mil/dpap/pdi/uid/data_submission_information.html. Additionally, the following shall be recorded in the "Mark" section of the DoD IUID Registry record in accordance with "Guidelines for Registering Government Serialization, Type Designation and Ownership of Major End Items, Assemblies and Sub-assemblies and Capital Equipment in the DoD IUID Registry:
Recorded as SET 1:
1. Manufacturer Serial Number (minus any spaces).
2. National Stock Number (with dashes).
3. Type Designation “CH-47” (with the dash and capital letters).
4. Service/Agency/Command “USARMY” (no spaces, in all capital letters).
5. UII.
Recorded as SET 2:
Component Boeing Part Number and Boeing CAGE Code (if present on the component in HRI).
Recorded as SET 3 (If applicable):
Component Manufacturer Part Number and Manufacturer CAGE Code (if present on the component in HRI).
(2) If the Dual Fuel Flow Power Supply has an original identification data plate, a UII is registered in the DoD IUID Registry (whether or not OPM IUID label(s) are present), and the registry record matches data on the component (paragraph 3-3.1), IUID data plates shall be fabricated in the format of Option B or C of Figure 1-3, Sheets 4 and 5 of 5, using the data as found in the DoD IUID Registry record. OPM IUID labels, if present, shall be removed from the component, however they may be kept with the component's documentation for reference only.
(a) The recorded UII (paragraph 3-3.1) shall be encoded into an ECC 200 compliant 2-D data matrix.
M&O of the component shall not change the UII. The component's manufacturer serial number (minus any maintenance inspection codes) as found at PSA shall reside as HRI on the IUID data plates.
number using the TEI PNR or DI 30P (current Part Number) as the data qualifier. The PNR or 30P is the component's Boeing part number upon completion of the M&O event.
(3) If the Dual Fuel Flow Power Supply have compliant IUID data plates, and the registry record matches data on the component (paragraph 3-3.1), but the IUID data plates must be replaced due to damage and/or change to component data (e.g., part number roll, additional inspection code required, etc.), replacement IUID data plates shall be fabricated in the format of Figure 1-3, Option A, B or C, whichever is applicable. The newly fabricated IUID data plates shall replicate the originally installed IUID data plates with the exception of any data that may have changed as a result of the M&O event.
(a) The recorded UII (paragraph 3-3.1) shall be encoded into an ECC 200 compliant 2-D data matrix.
M&O of the component shall not change the UII. The component's manufacturer serial number (minus any maintenance inspection codes) as found by PSA shall reside as HRI on the IUID data plates.
number using the TEI PNR or DI 30P (current Part Number) as the data qualifier. The PNR or 30P is the component's Boeing part number upon completion of the M&O event.
The verification for minimum print quality grade applies to component compliant IUID data plates that have been removed and will be reapplied. For components having a compliant IUID data plates that is installed (is not being removed during the M&O event), the IUID data plate can remain on the component provided the 2-D data matrix passes a readability check per paragraph 1-9.f.(6)(b).
(4) If the Dual Fuel Flow Power Supply have compliant IUID data plates; the UII is registered in the DoD IUID Registry; registry record matches data on the component (paragraph 3-3.1); IUID data plates are undamaged and no data changes are required; the IUID data plates can be reapplied to the component on which it was applied at PSA, provided the MRI meets the verification requirement for minimum print quality grade per MIL-STD-130. If the 2-D data matrices do not meet the minimum grade requirements, replacement IUID data plates shall be fabricated (paragraph 1-9.e.(3).
(5) After fabricating IUID data plates, use a data matrix grader/verifier (item 19, Table 2-1) to verify that the 2-D data matrices have a minimum print quality grade per MIL-STD-130. Validate that data encoded in the 2-D data matrix matches HRI. Repeat the applicable marking process until the minimum print quality grade has been achieved.
f. IUID Data Plate Application.
Quality control shall inspect the IUID data plates to ensure proper application and that the HRI and MRI matches the previously recorded data for that component.
If applying overcoat to the IUID data plates prior to installation, refer to paragraph 1-9.f.(5).
(1) Prior to application, ensure that the IUID data plate's data is correct for the component to which it will be applied.
