*** End of Narrative A0000 ***
The purpose of Amendment 0002 is to answer questions from industry (below), to change the Receipt of Offers date to 27 AUG 15, and the addition of drawings as Attachment 0007 (X-RAY VAULT - BRIDGE CRANE LAYOUT) as stated in question 13:
A-1.
Question 1: It says that the room is exempt. I assume they referring to 21CFR1020.40. What aspect is exempt? In reading 21CFR1020.40 I don't see a provision for allowing a room to be exempt.
Answer 1: Yes, 21CFR1020.40 is the federal law but ANSI Standards are recognized by OSHA as consensus standards and are applicable as well.
Question 2: Federal code is that leakage radiation outside the vault must be below 0.5mR/hr.
Answer 2: Exempt shielding is an ANSI and DOD term used to identify shielding that meets the federal code for radiation leakage outside the vault below 0.5 mR/hr.
Question 3: Doors must have safety devices that absolutely remove the ability to produce radiation if a door is open.
Answer 3: All doors to the vault must have safety devices, such as interlocks, that absolutely remove the ability to produce radiation if a door is open.
Question 4: Internal pre-warning lights and horns must warn of the X-Ray machine being readied to produce radiation.
Answer 4: Pre-warning lights and audible warning system inside the vault must warn of the x-ray machine being readied to produce radiation.
Question 5: Internal and external warning lights must show that radiation IS being produced.
Answer 5: Warning lights inside and outside of the vault must show that radiation is being produced.
Question 6: Internal E-Stop must stop the production of X-Rays.
Answer 6: An emergency stop, E-stop, button must stop the production of x-rays.
Question 7: While a C-Arm is possibly appropriate for the job C.5.3.5 talks about two opposing towers.
Answer 7: C-Arm is not specified for the application nor wanted by NDT personnel.
Question 8: I do not find any specification as to Focal Film Distance (FFD), How close and far away is the detector to be near the part?
Answer 8: The detector panel shall have the ability to be adjusted near and far from the blade (object) to achieve the minimal geometric magnification needed without coming in contact with the blade or interfering with the X-ray scan path.
The source (tube head) shall have the ability to be adjusted near and far from the blade to produce an image with the least geometric unsharpness. The total distance between the source and detector is dependent on the contractors final design size of the carriage installed within the boundaries of the stated vault.
Question 9: A safety crash cage to stop movement is the motors are driving into the part.
Answer 9: Safety Limit Switches that will seize all automated operations to prevent objects making contact to the detector panel.
Question 10: The complete envelop of motion required. All I can find is 6' of vertical travel. We would also need to move from one end of the blade to the other so what is the longest blade.
Answer 10: The gantry that supports the opposing tube head and detector panel shall travel in unison along the X-X axis at a minimum distance of 30 Ft. The opposing tube head and detector supports shall have the ability to also move in unison vertically independently

from the X-X axis.
Question 11: C.5.3.6 says we need "rotation about the long axis and up and down through 360 degrees is required." Rotation and 360 appear to talk about rotating the part. How do I interpret up and down?
Answer 11: The blade fixture shall have the ability of different vertical height settings, either by power assisted or by manual adjustment. The blade fixture shall also have the ability to manipulate the attached blade 360 degrees along its long axis. The rotation of the blade shall be motorized and controlled by the operator during x-ray operations.
Question 12: Will we need a beam blocker for warm-up?
Answer 12: Shutters that are stated in para. C.5.3.4. shall be made of dense material to absorb x-rays when fully closed. These shutters will be in the closed position during warm up.
Question 13: The room is 36' long x 16' wide. The overhead bridge crane has a 25' span that must operate on an existing rail system
(C.5.3.15). Can we get a sketch of the relationship of the room to the bridge crane?
Answer 13: Bridge crane span is parallel with long axis of vault. See sketch as Attachment 0007 (X-RAY VAULT - BRIDGE CRANE LAYOUT).
Question 14: Are the existing rails on the floor or are they suspended in the air off of building supports?
Answer 14: Rails are suspended from the building supports.
Question 15: If we are using existing components, it would be nice to see a picture of the system.
Answer 15: No, existing components will be used for the development of this x-ray system.
Question 16: We would like to clarify C.1.6.3 on the hours of operation.
Is this only talking about the required working hours during installation or could it possibly mean our working hours at our shop.
Answer 16: This is only meant to cover the hours for work to be performed at CCAD, a Government Facility.
Question 17: Can we work more hours in a day?
Answer 17: C.1.6.3 Any different hours or days are at the discretion and approval of the COR.
Question 18: Would this be a monoblock X-Ray system with a 0.8mm focal spot? If so, the Spellman did not have the contacts for a BRH switch.
Answer 18: C.5.3.2 X-ray source shall be a 160kV cone-beam design with focal spot size of 0.8mm.
A-2. The hour and date specified for Receipt of Offers is extended to 27 August 2015, 5:00 pm CST. Due to expiring agency funds at the end of FY 15 this will be the last extension of the solicitation.
A-3. All other terms and conditions remain unchanged.
