W56ZTN-20-R-0006 Generator Services Question & Answer

Q1 - Item 0001 requires services as listed below, SOW has annual and semi-annual services only. Are monthly services required per NFPA110? Or just annual and semi-annual services? Is there a schedule for the units to be serviced?

A1 - Yes, NFPA 110 Section 8.4.2 requires monthly and yearly testing. The contractor will prepare a schedule, 30 days in advance, to include all listed generators (taking into account individual tenant specific restrictions).

Q2 Base Year Monthly Services - Requirements for routine maintenance and operational testing must also be performed in accordance with the minimum standards of the 2019 edition of NFPA 110 - Item 0003 requires “A detailed proposal, inclusive of all hourly rates and material percentage markup, shall be submitted to the Contracting Officer's Representative (COR) no later than 24 hours after discovery.” Many units at APG are older and may require several days to source repair and replacement parts in order to provide a proposal. Can more time be given?

A2 - Yes, on a case-by-case basis. Some units are surety facility (Type 1) supporting and it is imperative that a quick repair/return to service is accomplished.

Q3 - ANNUAL PREVENTIVE MAINTENANCE & INSPECTION: - Analyze diesel fuel for condition. (Contractor to recommend fuel replacement if required). This is typically handled by the fuel company. There are many levels of analysis and priced accordingly. If required what level of analysis would be needed?

A3 - NFPA 110, Section 8.3.7 requires annual fuel testing. While no specific test is noted, generally testing within the ASTM D 975 is acceptable.

Q4 - Change antifreeze solution (antifreeze to be furnished by contractor). Antifreeze to be changed yearly. Most manufacturers suggest coolant changes on a 3, 5, and sometimes 10 year schedule. This is a costly item to be done annually. Would you consider per manufacturers recommendation?

A4 - Yes.

Q5 - Check condition of all hoses and connections. Replace as needed (to be furnished by contractor). This is a costly item and due to the age of some of the units difficult to predict.

Q5-1 - Can this be handled as a Preventative Care Service T&M?

A5-1 - No

Q5-2 - Is APG receptive to this method?

A5-2 - No

Q6 - Inspect, Adjust and replace belts if necessary (Belts to be furnished by contractor). This is a costly item and due to the age of some of the units difficult to predict.

Q6-1 - Can this be handled as a Preventative Care Service T&M?

A6-1 - No

Q6-2 - Is APG receptive to this method?

A6-2 - No

Q7 - Measure and record resistance reading of generator winding using insulation tester (Meg Ohm Meter “Megger”) and check for bearings abnormal wear and generator winding resistance.

Record on inspection form kept in equipment file by COR. Recommend action if abnormal readings are found. This is a item that due to the age of some of the units could cause more harm than good. Not generally called for unless generator is in harsh conditions.

Q7-1 - Will this requirement be needed?

A7-1 - Yes

Q7-2 - Please confirm that APG would like this to remain in the contract.

A7-2 - Yes, IAW NFPA 110 Section 8.3.1 suggests to measure and record resistance readings of windings with insulation tester.

Q8 - Perform annual load bank testing of the generators. Contractor will provide load bank test equipment, cables, and lugs to complete the required load bank testing. They will connect and disconnect all equipment from the generator and place the generator back in auto. Normally would require off hours scheduling.

Q8-1 - Can this be handled as a Preventative Care Service T&M?

A8-1 – No

Q8-2 – Please confirm how shutdowns would be scheduled or if APG is receptive to T&M.

A8-2 – No, Not receptive to T&M.

Q9 - Transfer full facility load to generator power and run for at least 1 hour. This must be coordinated in advance with the facility manager, who must warn all occupants of the date and time(s) for the upcoming transfer test TO and FROM generator power. Normally would require off hours scheduling.

Q9-1 - Can this be handled as a Preventative Care Service T&M?

A9-1 – No, contractor shall provide the hourly rates as indicated in the solicitation for each

CLIN.

Q9-2 - Please confirm how shutdowns would be scheduled or if APG is receptive to T&M.

A9-2 - The awardee will prepare and submit a monthly schedule 30 days prior to month of testing to include all generators on contract.

Q10 - Perform Transfer Switch maintenance as outlined in the Manufacturer manual and in standard industry guidance. Normally would require off hours scheduling. Number, location, and access of Transfer Switches can be difficult to obtain. If we require them to work outside of normal duty hours, we should develop a schedule for these alternate schedules and we may have to provide a separate area for premium hours or alternate hours.

Q10-1 - Can this be handled as a Preventative Care Service T&M?

A10-1 – No

Q10-2 Does APG have any of this information currently?

A10-2 - No.

Q11 - Please provide complete Model Numbers, Serial Numbers, and Location (Ground or Roof) for all Generators.

A11 – Serial Numbers will not be provided during the solicitation phase. All are ground units.

Q12 - Please provide KW for all Generators covered under this contract.

A12 – Individual kilowatts per unit will not be provided during the solicitation phase. The minimum KW runs from 50 to a maximum of 2000.

Q13 - Page 80 – “Will be tested Monthly under Full Load” – Is this a Monthly Building Load Test, or Load Bank? What is the duration of time the test is supposed to be for?

A13 - Monthly building test for 30 minutes to one hour.

Q14 - Page 81-82 – “These repairs would encompass basic services such as filter changes and battery replacement.” Battery replacement is not mentioned in the breakdown of the Annual or Semi-Annual Inspections. Is Battery Replacement part of this SOW?

A14 - Yes, noted in Section 2.0 (A)

Q15 - Page 84 – “2. Run Generator under load, to check instruments including voltage, frequency, amperage, and make the necessary adjustments.” This is under the Annual Preventative Maintenance & Inspection, is this a building load test or load bank? What duration of time is the unit to be run under load? Is this different than the Monthly Load Test referenced on page 80.

A15 - This is the same as the monthly test procedure or, under special requests, at the request of the tenant.

Q16 - Page 84 – “Perform annual load bank testing” – Is this to be a 2 hour or 4 Hours Load Bank Test?

A16 - Every other year load test at 30% of KW nameplate load for 4 hours.

Q17 - Page 84 – “Transfer full facility load to generator power and run for at least 1 hour” – is this 1-hour building load test to be done Annually, in addition to the Monthly Load test referenced on page 80?

A17 – See Q16
