Q&A-AMENDMENT NO. 1

Questions and Answers for Amendment No. 0001:

Question No. 1:

Reference PWS Para 3.1.3: Will the Government please provide a copy of the Army requirements for disposal of print waste.

Answer: This refers to data provided to the printer, for example the electronic versions of the paper, which technically are managed by the Government according to ARIMS, AR 25-400-2. The Government would expect that the contractor delete all electronic versions and data within a reasonable amount of time since the Government retains archived electronic copies. The contractor should dispose of printed waste (overprints, partials and errors) itself by recycling or through its own corporate approved disposal process.

Question No. 2:

Reference PWS Para 3.2: Is website hosting actually required? What kind of equipment is required to be provided by the contractor? We already left our racks behind.

Answer: The Government pays for website hosting itself so this requirement is deleted from the PWS. The racks and newspaper boxes currently in use are sufficient for the Government. This paragraph refers mainly to other equipment that the printer might have to provide in order meet their own special formatting, like computers, programs, etc. If the contractor uses a standard commercial program that the Government utilizes, this will not be an issue. See revised PWS.

Question No. 3:

Reference Para. 3.2.3: The pricing schedule calls for printing 49 issues of a 12-page broadsheet, but this paragraph says 12 or 16 pages. Which should we price?

Answer: 12 pages. Correction made in PWS.

Question No. 4:

Reference Para. 3.3.10: This paragraph requires the contractor to insert any publications the Government wants

to. Because there are costs associated with inserting, how many inserts should we price annually?

Answer: Besides the single 24-page tabloid insert for Military Appreciation Week, there would be a MAXIMUM of 4 small (4 or 8-page tabloid) inserts. However, this option has NOT been used over the past two or three years. See revised Optional CLINs for Special Editions and revised pricing schedule. There would be a maximum of 4 special editions at 4 pages each.

Question No. 5: Can the Government please confirm the deadline schedule? It was previously, Answer: Reference PWS paragraphs 3.3.6, 3.3.7, 3.3.8, and 3.3.9.

Question No. 6: Reference the RFQ which includes a base AND four option years. Would the government consider a mutual exercise of each annual option or a mutual termination-for-convenience clause?

Answer: No. The ACC-APG Contracting Office does not have the authority to make changes to the Federal Acquisition Regulations (FAR) option clauses.

The following have been modified:
