Question received 2/23/2021 About the 3456/SR4B packages. Are the units in an enclosure? Do the units have fuel tanks with them? I am trying to accurately determine the size and material needed for the storage containers and also know shipping weight and dimensions.

Answer 2/24/2021 The 3456/SR4B Packages do not come in an enclosure. They are mated together on a skid. The units will not come with any sort of fuel tank. The rough dimensions of the actual skid assembly are 123”L x 45”W x 57”H and about 10,000lbs and there is no specific way to store aside from the obvious keep away from the elements.

Question received 2/24/2021 Regarding freight. After the first engine is completed and delivered will we be able to pick up an engine each time we deliver an engine? Also, is it possible to pick up more than one engine per trip?

Answer 2/24/2021 As per section 3.1 of the PWS, the contractor shall be notified by ILSC PED for pick up within 7 business days of a power pack identified for overhaul and refurbishment. If the timeline lines up with the delivery of a completed overhaul it is possible to pick up more than one power pack depending on demand from ILSC provided the logistical channel has the equipment to move.

Question received 2/26/2021 Can we get serial numbers for the power package, engine, and alternator? Just one of the power packages will be fine for quoting purposes.

Answer provided 3/2/2021 Is there a reason you need a specific serial number? The quote would be for work performed on a standard CAT 3456 and SR4B Alternator that has gone through a VPI Process as well as the coupling/decoupling and testing procedures.

Question received 2/26/2021 How many units can we pick up at once and can we complete them as soon as possible? Or, is there a schedule we will have to follow.

Answer provided 3/2/2021 If CECOM ILSC has multiple units marked for overhauled, multiple units can be picked up. The schedule is “on-demand” based on requirements set by CECOM ILSC.

Question received 2/26/2021 Can these be updated to Tier 4 final engines or these power packages have to stay at tier 0?

Answer provided 3/2/2021 There is no effort to upgrade/update the engines to meet current emission standards. The scope of the work is to overhaul and refurbish the power pack.

Question received 2/26/2021 Can I Third party one or more the services to the power packages.

Answer provided 3/2/2021 There would have to be justification as well as a breakdown of the services needed to be performed from the third party. A quote should also be included. The third party contractor shall also be in good standing with the Department of Defense.

Question received 2/26/2021 Are we painting these power packages? I could not find anything stating that the units needed paint.

Answer provided 3/2/2021 The engine and alternator will be painted in CAT Yellow (or close equivalent). The skid is black.

Question received 2/26/2021 Is the price provided just for the major components and I as the contractor quote you as we like to call the "adders" separately.

Answer provided 3/2/2021 The price provided is for the cost and work of replacing components that have been worn out due to continued use outlined in the PWS. The “adders” will be quoted and justified when the pre shop Test & Inspection (T&I) is performed to evaluate whether additional repairs need to be done to the power pack in order to bring it to a serviceable standard.

Question received 2/26/2021 What is the total paid out for the power package unit? The award price listed is not clear to me.

Answer provided 3/2/2021 The total paid out would be roughly $48,000 for each power pack unit going in for overhaul and refurbishment

Are these the trailer mounted version or are they on skids? If one or the other, is there a scope of work for the remainder of the unit?

While the system is on a chassis. The scope of work and what you will receive will be the engine and alternator mounted on a skid.

Question received 2/26/2021 How would you like the shipping quoted to you?

The shipping quote should be from the reception destination, Letterkenny Army Depot 1 Overcash Avenue, Chambersburg, PA, to your facility and back to Letterkenny Army Depot.

Question received 3/4/2021 The solicitation says to submit the bid via email. Do we send those to you or another email address?

Answer provided 3/4/2021 Send to marie.e.pankiw.civ@mail.mil and copy Larry.w.carter.civ@mail.mil.
