Solicitation W56HZV-20-Q-0098, Montenegro/ Questions to RFP
1. We did not see whether a diesel or gasoline engine was specified. Euro 5 and Euro 6 can be either. Shall the vehicles be gasoline or diesel, or does it matter?
This point is relevant with regard to spare fuel filters since diesels often have several types of filters on one vehicle.
Answer: Diesel engine, Euro 5 or 6. (Refer to 4.1, in the Specification)
2. Which specific fuel tank capacity or vehicle range (if any) is specified for the vans?
Answer: Fuel tank capacity or vehicle range is not specified.
3. Vehicle instrument gauges shall be in Metric units.
Is it acceptable for the instruments to have both Metric units and MPH on them, or shall the instruments have only metric units?
Answer: Metric gauges as the primary and American units as the secondary is okay.
4. We understand that the vehicles will be exported to Montenegro.
How specifically shall the vehicles be titled, to whom shall they be titled and for which state?
Shall the fees for tax and title be included in the price of the offer?
If a no title is to be issued, what is the specific process for transferring and documenting legal ownership/ custody of the vehicles to the government?
Answer: There is no process for transferring ownership. The government of Montenegro will be responsible for any registration or titles of vehicles.
5. Vehicle windows in the passenger and cargo area shall be tinted, the vehicle cargo area shall have hooks, shelving, and cabinets, and the vehicle shall be configured for optional second row seats.
| 1. | Behind the front seats, cargo vans have metal sides to which utility cabinets and shelving can be affixed, whereas passenger vans have glass windows all around, and shelving/cabinets affixed to the sides may obscure the view through some windows. Cargo vans generally are unavailable with second and third row seat configurations. |
| 2. | If the vehicle is a classic passenger van with surrounding windows and the configuration for removable second row seats, is it acceptable for the shelving to obscure some of the windows on the sides of the cargo area? |
| 3. | Is it correct that each vehicle shall be delivered with one removable (3 passenger) second row seat as well as a configuration for a third row seat? |
| 4. | Specifically, how dark in terms of VLM (visible light transmission) shall the tinting of the windows be? (European countries have specific rules regarding which level of window tint is allowed). |
| 5. | Could you please provide a more specific description and dimensions of the type of cabinets and shelving desired for the vehicle? |
| 1. | Cabinet/Shelves dimensions: |
| 2. | Shall cabinets be locking? |
| 3. | How many cabinets, and how large shall each compartment be? |
| 4. | What type of shelving is desired? |
Answer: Country wants ability to switch between cargo van and passenger van.
1. Understand that this may be uncommon, but if windows are partially blocked by the shelving then that’s how it’s got to be. It’s GOT TO HAVE removable 2nd row seating. (Refer to 1.1 & 1.2, of the Specification).
2. Explained in 1.
3. No 3rd row seating required. The “three seat configuration” refers to 3 places to sit on the 2nd row seating. Yes, each vehicle needs to have a removable 2nd row seat. (Refer to 1.1, of the Specification).
4. Tint should be the darkest European standards will allow. (Refer to 3.4, in the Specification).
5. This section on cabinets, shelving and hooks, was deliberately left vague to give the bidder leeway in what they could put in the van to stow clothing, equipment and gear for up to 5 policeman. It’s up to the bidder. The cabinets do NOT have to be locking. (Refer to 3.6, in the Specification).
6. The passenger/cargo area shall have at least 144.8 cubic feet "load area volume”.
| 1. | Does this refer to load area volume including or excluding the removable second row seating, cabinets and shelving in the cargo area? In other words, if the 2nd row seat and cabinets are in place, should the load area be still 144.8 cubic feet? |
| 2. | The dimensions of shelving and cabinets will affect the available cargo area. |
Answer: Cargo area volume.
1. After the 2nd row seating is removed, and before shelving and cabinets are put in volume should be 144.8 cubic ft.
2. Answered in 1.
7. Reading the Continuation Sheet, it appears that the vehicles (CLIN0001AA) should be delivered by the contractor to the Army Embassy in Podgorica, Montenegro, while spare parts (CLIN 0002AA) should be delivered to the Montenegro Consolidation Point at Mechanicsburg, PA. Is this correct?
Answer: Yes, it is correct.
8. Is the delivery date of the vehicles and spare parts 120 calendar days after award?
Answer: Yes, that is correct.
9. Shall the vehicles be equipped with mandatory warn triangle, first aid kits and reflective warning vests as required by law in Montenegro?
Answer: This particular equipment is not specified.
10. Emergency vehicle lighting system with blue lenses and siren.
| 1. | Different countries have varying regulations for brightness, siren sound and loudness. We want to provide a product that meets local DOT requirements in Montenegro. |
| 2. | Can you please describe the any specific restrictions or requirements pertaining to emergency lighting and siren so that these items are "street legal" in Montenegro? |
Answer: Must have a blue flashing light bar, (Refer to 7.1.1, in the Specification), and at least 100 watt siren. Siren sound must meet European standard. (Refer to 7.1.2, in the Specification).
11. Headlights/turn signals, etc. Is it correct to state that vehicle headlights, turn signals, warning lights, etc, must comply with standard local DOT policy of Montenegro?
Answer: Yes, must be compliant with the standard local DOT policy of Montenegro. (Refer to 2.2, in the Specification).
12. The vehicle shall be equipped with 110V/60Hz and220V/50Hz electrical outlets. Safe and reliable operation and functionality will depend upon the intended use of these features. If the vehicle will sit for many hours powering multiple devices from the vehicle's battery, it may result in a dead battery.
1. Can you please provide specifics about what type of power output is expected for these outlets for the vehicle?
| 1. | How many electrical outlets of 110V/60Hz and how many outlets of 220V/50Hz? | ||
| 2. | How many watts of continuous output power? | ||
| 3. | How many watts of peak/ surge power? | ||
| 4. | Will these outlets be run off of the vehicle battery or from external power (such as a generator)? |
Answer:
1. At least one outlet of each type. (Refer to 3.6.6, in the Specification).
2. Bidder should use their best judgment.
3. Bidder should use their best judgment.
4. They’ll run off the vehicle battery. (Refer to 3.6.6, in the Specification).
13. Tires: no specification was provided, but are "all weather" tires a requirement?
Mountainous areas of Montenegro have regular snowfall and ice during winter, and winter tires are required from 15 November until 31 March.
Answer: Vehicle to be used 100% on road, so ‘all weather’ tires are acceptable per Montenegro road requirements.
14. Exterior color olive drab or equivalent Does the exterior color have to be paint, or is a high quality vehicle wrap of the same color acceptable?
Answer: The Spec states that it will be a paint color Olive Drab or equivalent. (Refer to 8.1, in the Specification).
15. This is an FMS sale. Does any Buy American requirement exist for the vehicles?
Answer: Buy American does not apply for this solicitation.
16. The transmission specified is manual transmission, and the solicitation stated that alternative parts are acceptable that meet form, fit and function.
| 1. | How many forward speeds shall the vehicles have? |
| 2. | Would it be acceptable to supply vehicles with automatic transmission? (Depending upon where a vehicle is sourced from, many times a manual transmission is more expensive than automatic). |
| Answer: | 1. Commercially available 5 – speed manual transmission (per VW Caddy spec sheet) | |
| 2. The vehicle shall be provided with manual transmission. (Refer to 6.1, in the Specification). |
