DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1. DESCRIPTION. This acquisition is for procurement and delivery of 120 Tracked / 150 Wheeled (120T/150W) Military Load Class (MLC)
Line of Communication Bridge (LOCB) 50 meter (m) Dry Gap systems, a 130m Wet Gap conversion kit, and includes an option for Outside of the Continental United States (OCONUS) Field Service Representative (FSR) training support. The LOCB shall meet vehicle crossing test requirements of the Trilateral Design and Test Code (TDTC) for Military Gap Crossing Equipment and NATO STANAG 2021 MLC of Bridges, Ferries, Rafts and Vehicles.
C.2 HARDWARE REQUIREMENTS. The contractor shall manufacture and deliver LOCB Dry and Wet Gap Systems. All structural components of the bridge and pier assembly shall be manufactured and delivered new. Bridge components shall be fabricated from hot dip galvanized steel.
Small components (i.e. pins, clips, bolts, fasteners) that cannot be hot dip galvanized, shall be spun galvanized or plated. Each LOCB system shall include the manufacturer's recommended quantity of common consumable parts for the initial build and installation of the bridge.
C.2.1 Dry Gap LOCB System. Contractor shall provide two 120T/150W MLC 50m Dry Gap LOCB systems. Each 50m system shall include the
120T/150W rated Bridge Span, ramps (two per 50m Dry Gap LOCB system), a 10m support pier, a launch and erection set, any multi-span components necessary for connecting the two bridge systems, bearing components, jacking equipment, pier and abutment grillages, and hand or special tools necessary to construct, launch, and emplace a multi-span bridge for dry gap crossings. The LOCB Fixed Panel Dry Gap
Bridge system shall be able to span a 50m gap with a 120T/150W MLC without intermediate supports and have the ability to connect additional bridge systems using the support piers every 50 meters and multi-span components. Dry Gap LOCB systems shall be capable of operating without restriction in worldwide climatic conditions, per Army Regulation (AR) 70-38. The usable roadway width of the bridge shall be at least 5.0m between curbs. The length of a LOCB Ramp Set shall be at least 12 meters to allow for access/egress of military vehicles on the bridge. The contractor shall provide a Bill of Materials of all parts for the 50m Dry Gap bridge (CDRL A001). The contractor shall annotate if parts are for Wet Gap bridges, Dry Gap bridges, or both in the CDRL (A001) delivery.
C.2.1.1 Common Ramps. Two ramps (one for each end of the bridge, making a ramp set) shall be included with Dry Gap LOCB system. Ramps shall be a minimum of 12m approach. Ramps shall be compatible with both Dry and Wet Gap bridging (i.e., the ramps are not application specific), and shall include grillage necessary for ramp stability and support.
C.2.2 Wet Gap LOCB System. Contractor shall provide one 120T/150W 130m Wet Gap LOCB Conversion Kit. The contractor shall provide all components necessary for launch and erection, and to assemble a 120T/150W 130m Wet Gap bridge based on the two 50m bridge sections and ramps of its 120T/150W dry gap bridge (Ref: C.2.1). The contractor shall provide a Bill of Materials of all parts of a 130m Wet Gap bridge (CDRL A001).
C.2.2.1 Wet Gap Conversion Kit Hardware Requirements. The Wet Gap Conversion Kit shall include, but is not limited to: additional
120T/150W Bridge Hardware to complete a 130m Wet Gap bridge assembly, Landing Piers, Intermediate Piers, Pier to Bridge Grillage, Span
Junctions, Wet Gap Launch and Erection components, multi-span components, bearing components, jacking equipment, abutment grillages, anchorage and winch assemblies, and hand or special tools necessary to construct, launch, and emplace a 130 meter bridge for wet gap crossings supported on floating barge pier structures when using the two 50m Dry Gap bridges (Ref: C.2.1). The contractor shall provide a Bill of Materials of all parts for the 130m Wet Gap Conversion Kit (CDRL A001).
C.2.2.2 Floating Barge Pier Structure. The Floating Barge Piers shall be comprised of steel sectional barges and pin connectors. As wet gap bridges do not have a minimum clear single span (gap length), the contractor shall ensure float piers are a consistent size to limit logistic footprint. The Floating Barge Piers shall be capable of supporting employment and operational use of the 120T/150W MLC
Wet Gap LOCB systems in water with directional flow rates up to 2.5 meters per second.
C.2.3 The contractor shall provide current commercial publications (in English) for the each Dry and Wet Gap LOCB System (CDRL A002).
C.2.4 The contractor shall provide packaging in accordance with Section D requirements. The contractor shall submit CDRL A005, Packaging
Requirements.
C.2.5 The contractor shall provide drawings and other documentation necessary to illustrate configuration of Dry Gap bridges for any length Dry Gap bridge from 40 meters to 130 meters, in 10 meter increments, built using 120T/150W Dry Gap sections, IAW CDRL A006, Configuration and Illustration for Dry Gap systems.
C.2.6 The contractor shall provide, at a minimum, drawings necessary to illustrate configuration of Wet Gap bridges for any length Wet
Gap bridge from 80 meters to 130 meters, in 10 meter increments, built using the 130m Dry and Wet Gap hardware (Ref: C.2.1 and C.2.2), IAW CDRL A007, Equipment Installation Instructions. Contractor may provide other documentation that supplements the configuration drawings.

C.3.1 Period of Performance. The contractor shall provide up to six months OCONUS FSR training support if the Government exercises the
OCONUS FSR training support option. Options for training are monthly performance, with up to six months of training.
