INSTRUCTIONS TO OFFERORS
Instructions to Offerors:
The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for a 100% small business set aside purchase of non-commercial items prepared in accordance with the format in FAR Part 15 as supplemented with additional information in this notice.
Basis for award- The proposed contract action is for supplies or services for which the government intends to negotiate and award a contract to the lowest responsible offeror under the authority of FAR 15.002(b). The Government may also choose to negotiate if only one offer is received. For instruction to offerors and evaluation criteria see clauses: FAR 52.215-1, 52.247-47, 52.209-4011, and 52.217-4003.
Discussions: In accordance with FAR clause 52.212-1(g), the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best offer. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting
Officer to be necessary. In addition, the Government reserves the right, without entering discussions, to request additional information necessary to support the offeror’s price in order to determine price reasonableness.
All offerors must include within the line item structure pricing table at C.1.1 the following: unit price for each CLIN, total price for each CLIN, base year total price, option year 1 total price, and grand total price for all CLINs.
Regarding the requirement per ITAR §122.1, that "any person who engages in the United States in the business of either manufacturing or exporting or temporarily importing defense articles or furnishing defense services is required to register with Directorate of Defense Trade Controls (DDTC). Manufacturers who do not engage in exporting must nevertheless register". Reference the following for additional information:
www.ndia.org/Resources/ExportImportComplianceResources Any vendor selected for award must provide proof of registration prior to official receipt of award.
Any questions regarding this Request for Quote (RFQ) must be received no later than 1:00 PM EST on August 31, 2016. Questions shall be submitted by email to Contract Specialist Karen Kennedy, at Karen.L.Kennedy26.civ@mail.mil Responses to questions are not considered changes to the RFQ as the only way the RFQ can be modified is through an amendment that will be issued. Oral explanations or instructions given before the award of a contract will not be binding. Upon receipt of questions, the Government will provide answers to all questions by September 2, 2016. Contractors will be notified if an extension is needed to respond to the questions submitted. After September 2, 2016, when all answers are provided to contractor questions, no further questions will be accepted except for minor clarifications to answers provided to original contractor questions.
All offerors must explicitly state they have read, understood, and comply with all terms and conditions within the Statement of Work (SOW) provided. Any offer not in compliance with the instructions to offerors or any other terms and conditions of the solicitation, may not be considered for evaluation or award.
