Questions and Answers (Q&A)
1) Question: Presently there are 29 armed guard positions on each (8) hour shift - One(1) FPOC RTO (Radio Telephone Operator Armed Guard), One(1)FPOC Floater Armed guard, Eight(8) Observation post 24/7 towers, Nine(9) ACP Vehicle Gate armed guards, Five (5)ACP Pedestrian Gate armed guards, Five(5) Roving Patrol Armed Guards. Total = twenty nine (29) armed guards per 8 hour shift. Regarding section 5.2.2.5 of the Performance Work Statement (PWS), the way it reads now the numbers are cut by three (3) armed guards. Is this an oversight or is the Guard Staffing/Manning actually being reduced?
Government’s Response: The four labor categories for non-key personnel are Force Protection Operations Center (FPOC) Supervisors, Supervisors, Armed Guards, and Unarmed Guards (PWS 1.11). All four of these categories are listed in PWS 5.2.2.5. The staffing requirements outlined in PWS section 5.2.2.5 are correct.
2) Question: Will this contract require a complete change of staffing or would the current staffing in part or whole be retainable?
Government’s Response: The Government cannot comment on the ability to retain the incumbent contractor’s personnel.
3) Question: Upon being successfully awarded this contract, what would be the expected payment schedule?
Government’s Response: Payment schedule is estimated to be monthly payments after service completion. For more information on invoicing and payment refer to FAR 52.232-33, Payment by Electronic Funds Transfer – System for Award Management and Wide Area Workflow Payment Instructions, DFARS 252.232-7006 beginning on page 88.
4) With reference to C2.4.1.2, DoD Contractor DoDAACs, can the contractor request authorization to utilize DoDAAC W91AP8 to requisition materials through the DoD supply system, GCSS – Army?
Government’s Response: No access to GCSS – Army will be provided. It is incumbent upon the Contractor to account for all supplies and materials not explicitly stated in Attachment # 2, Government Furnished Property Listing, in their firm fixed price.
5) The table on page 3 of Amendment 1 states that Offeror’s Technical Proposals shall be submitted in Microsoft Word Format. Would the Government please also accept PDF versions of the Technical Proposal?
Government’s Response: Volume II submissions must be in Microsoft Word Format.
6) The instructions for Sub-factor 2, Staffing/Management Plan of Volume II, Technical Proposal state that Offerors should “provide a comprehensive staffing plan” that shall include, at a minimum, “how the personnel will be implemented in accordance with Part 5 of the PWS.” Could the United States Government please elaborate on this requirement? (i.e. What specific information is being requested? For example, should Offerors describe their proposed recruitment/vetting/hiring process and plan for the transition, etc.?)
Government’s Response: The specific information the Government is looking for is the “numbers of personnel, their minimum qualifications, and how the personnel will be implemented in accordance with Part 5 of the PWS.” The intent of this information is to ensure the Contractor has an understanding of the staffing requirements of this solicitation
7) In reference to Section 7.3, Attachment 1 - Estimated Workload Data, of the PWS in the solicitation, the attachment states that “Actual guard posts, positions and staffing breakdown will be provided at pre-award conference.” Can the United States Government please provide the information?
Government’s Response: Amendment 0002 has removed the statement from the solicitation. PWS 5.2.2.1 provides that “the Contractor shall provide for the minimum guard staffing for services, 254,040 annual hours for armed positions and 29,200 annual hours for unarmed positions. These hours may increase or decrease by 10% with no adjustment to the contract price.” Attachment #1 of the PWS, entitled Estimated Workload Data, also illustrates a “typical” manning table.
8) Section 5.3.3.5 of the PWS states that “Guard Positions shall be manned … by the following guard categories: one (1) FPOC Supervisor, two (2) Roving Supervisors, one (1) ACP Vehicle Gate Supervisor, one (1) ACP Pedestrian Gate Supervisor, nine (9) ACP Vehicle Gate Armed Guards, five (5) ACP Pedestrian Gate Armed Guards, seven (7) Observation Post Armed Guards, five (5) Roving Patrol Armed Guards, and five (5) ACP Vehicle Gate Unarmed Guards.” It is our understanding that the current contract has eight 24/7 observation towers in addition to one Radio Telephone Operator and one FPOC Floater. Please confirm the number of 24/7 observation towers (i.e., eight or seven) and confirm if a Radio Telephone Operator and FPOC Floater are required on the new contract.
Government’s Response: The Government believes this question is in reference to section 5.2.2.5 of the PWS, rather than section 5.3.3.5 of the PWS. The staffing requirements outlined in PWS section 5.2.2.5 are correctly stated.
9) CLINs 0002, 2002, 2003 and 2004 on the SF-1449 only list “Guards and Supervisors,” with the following description: “IAW Section 1.10 of the PWS, the FPOC Armed Supervisor(s), Post Armed Supervisors and Armed Guards.” Please clarify that CLINs 0002, 2002, 2003 and 2004 should present the average unit cost for the Labor Categories listed. Please also clarify if the cost of Unarmed Guards should be factored into these CLINs.
Government’s Response: CLINs 0002, 1001, 2001, 3001, & 4001 should contain a firm fixed price to complete all of the requirements of the PWS for the corresponding period of performance. This does include unarmed guards. The CLIN descriptions have been updated to make this clearer.
