About this file
This modification amends a solicitation for an indefinite delivery indefinite quantity contract for M67 propelling charges. The U.S. Army Contracting Command-Rock Island will award five one-year ordering period contracts for M67 propelling charges for 105mm high explosive, smoke, and illumination cartridges to qualified producers within the National Technology Industrial Base. The modification extends the question deadline to July 29, 2022 and the proposal deadline to August 19, 2022. It incorporates an economic price adjustment clause for steel and M64 propellant from Radford Army Ammunition Plant, establishes pricing worksheets for baseline and adjusted prices across the five ordering periods, and outlines conditions for annual rate re-openers driven by fluctuations in M64 and nitrocellulose orders from Radford. The modification and associated documents provide details on pricing, adjustments, and response requirements for the M67 propelling charge IDIQ contracts.

I-1 ADDED 52.216-4 ECONOMIC PRICE ADJUSTMENT--LABOR AND MATERIAL JAN/2017
ECONOMIC PRICE ADJUSTMENT (EPA) - Labor and Materials (Modified)________________________________________________________________
(a) This narrative applies to the price adjustment of all production CLINs for steel and/or M64 SP and MP propellant from Radford Army
Ammunition Plant (RFAAP)as listed in Attachment 10, EPA/Reopener Pricing Worksheet. This narrative will apply to all Delivery Orders placed during Ordering Periods 1 5. The amount of any economic increase or decrease for line item prices, will be limited to the price of the actual fluctuation in material (steel and/or RFAAP propellant) only, and shall not include any other costs such as, but not limited to: labor, overhead, G&A, and profit.
(b) To qualify for all potential EPA opportunities, Offerors shall provide the Baseline Price for all materials noted in the paragraph above, for all five ordering periods, in Attachment 0010, EPA/Reopener Pricing Worksheet. This attachment shall be submitted with the solicitation proposal. At time of award, this price shall become the Established Price for the Awardee, therefore providing the baseline price for any economic adjustments.
(c) The Contracting Officer will notify the awardee, via Confirmation Letter, of order requirements. If an EPA is requested, the awardee shall:
(1) Propose a Firm Fixed Price (FFP) utilizing Attachment 0010, EPA/Reopener Pricing Worksheet. Recent vendor quote(s) (within the previous 30 days) shall be submitted to substantiate the economic increase or decrease in the price for the subject line items. Any other supporting documentation related to the economic increase or decrease in price shall be included in the EPA proposal.
(2) Submit the Confirmation Letter, Attachment 0010, and any other required supporting documentation to the Contracting Officer, no later than 15 days after receipt of the Confirmation Letter. The awardee shall only request an EPA for steel and/or RFAAP propellant, after receipt of a Price Confirmation Letter from Army Contracting Command - Rock Island.
(d) The total increase for any Production unit price made under this clause, should not exceed ten percent of the original, established, unit price for the applicable ordering period as established in Attachment 0001, Price Matrix. In the event of an economic price increase over 10 percent of the original unit price, written concurrence shall be obtained from the Project Manager, prior to execution of the Delivery Order by the Contracting Officer. There is no percentage limitation on the amount of decrease that may be made under this clause.
(e) Any proposed FFP, shall not be higher than the established price cited in Attachment 0001, plus the EPA documentation supporting the price increase.
(f) In the event the EPA documentation supports an economic price decrease, the offeror's proposed FFP, shall be equal to or less than the established price cited in Attachment 0001, minus the EPA documentation supporting the price decrease.
(g) Failure to provide the detailed data and supporting documentation required by this narrative, will render the contractor ineligible for EPAs on subsequent delivery orders for the applicable commodity.
(h) The Contracting Officer may examine the Contractor's books, records, and other supporting data relevant to the cost of material, during all reasonable times, until the end of the three years after the date of final payment under this contract, or the time periods specified in Subpart 4.7 of the FAR, whichever is earlier.
Note the following:
Any adjustment to the unit price shall be limited to the increases or decreases in the price for steel and/or RFAAP propellant only.
There shall be no adjustment for:
- Changes in the quantity of steel and/or RFAAP propellant used, compared to what was proposed.
- Quantities being ordered above the unit amount specified in the Confirmation Letter.

(c) The Awardee shall have 20 days after receipt of official notice from RFAAP, to propose a Firm Fixed Price (FFP), utilizing
Attachment 0010, EPA/Reopener Pricing Worksheet, and any other supporting documentation related to the applicability of this Re-opener.
