Instructions, Conditions, and Notices to Quoters
Please provide a quote for the services identified in the PWS (Attachment 0001), and all appendices. It is the Government’s intent to incorporate all or parts of your quote into any resultant contract. Quote shall be submitted via electronic mail to the points of contact listed above and is due no later than 8:00 a.m. Eastern time on Thursday, September 5, 2019. Please be sure to include the names, phone numbers, and email addresses of two points of contact within your organization. Any questions should be submitted on the template at Attachment 0004 and must be submitted no later than 8:00 a.m. Eastern time on Monday, August 19, 2019.
Submittal Requirements:
Quotes shall be submitted in accordance with this section. Quotes should be specific, complete, and state clearly how you will meet the requirements of the PWS. Sufficient substantiation should be submitted to permit the Government to determine that your quote meets all the requirements of the PWS.
Quoters shall, at a minimum, address the following areas of expertise:
1. Equipment: quotes must demonstrate the quoter’s ability to perform required tire maintenance services in accordance with the PWS. Specifically, the quote must indicate age/condition, types, mix and quantities of equipment proposed for use on this contract. Provide a list of your firm’s equipment to be used for this contract. All equipment used must meet North Carolina Department of Transportation Vehicle Safety Inspection criteria. Discuss your firm’s ability to provide additional specialized equipment on short notice, or during periods of increased workload or contingency operations (short notice is within two to four hours of notification). Describe your firm’s technical approach with emphasis on expertise in tire maintenance services for Material Handling Equipment (MHE).
Your quote must demonstrate experience in tire maintenance services for MHE.
2. Please provide at least three references for whom your company has performed these services in the past with similar complexity regarding types of tires. Be sure to include contract name, name and address of the customer, contract identification number, place of performance, date of award, period of performance, contract value, and Government (if applicable) point of contact or Contracting Officer’s Representative.
3. Storage: quotes must demonstrate the quoter’s ability to provide adequate storage for a minimum of 40 Government-owned tires. Storage provided must be covered to prevent damage and secured to prevent theft of tires.
4. Safety Requirements: quotes must provide a safety record outlining the Control of Hazardous Energy Guideline (Lockout/Tag out): The quoter shall provide a copy of their Occupational Safety and Health Administration (OSHA) standard for The Control of Hazardous Energy (Lockout/Tag out) (29 CFR 1910.147) for general industry outlining measures for controlling different types of hazardous energy. The Lockout/Tag out standard establishes the employer's responsibility to protect workers from hazardous energy.
Technical response must be no more than 25 pages, Arial 12-point font with one inch margins on all sides.
The following two factors will be used to evaluate the quotes: Technical and Price.
To be considered for award of the contract, the quoter must submit a complete quote, to include all the requirements of this section, as well as a firm-fixed-price price quote utilizing Attachment 0005, TIRE MAINTENANCE PRICING MATRIX.xlsx. Please complete all yellow highlighted cells on the pricing matrix. Pricing will include a six-month extension under FAR 52.217-8 at the end of the final option year, and at the same price as ½ of the final option year. Failure to submit a complete quote may result in the entire quote being rejected.
The Government intends on awarding a contract based on the lowest price, technically acceptable quote.
Evaluation Factors for Award
Basis for Award: An award will be based on the evaluation of two factors: (1) Technical
(2) Price. The Government intends on awarding a contract based on the overall lowest price, technically acceptable quote. If the quoter fails to achieve an acceptable rating, then price will not be evaluated and the quote will not be eligible for award. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government intends to evaluate quotes and award a contract without exchanges with quoters. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.
Technical Approach:
(1) Evaluation will be based upon the written quote submitted by the quoter that demonstrates that they are capable of fulfilling the requirements outlined in the PWS.
(2) The technical approach rating will be Acceptable or Unacceptable. The ratings used and the descriptions are provided below.
ACCEPTABLE – An acceptable technical approach demonstrates the quoter’s ability to perform required tire maintenance services in accordance with the PWS. All proposed equipment meets NC inspection criteria. Quote demonstrates experience in tire maintenance services for MHE. Quote provides a minimum of three references for whom they have performed a similar complexity of work regarding types of tires. Quote demonstrates the quoter’s ability to provide adequate storage for a minimum of 40 Government owned tires. Quote provides a safety record outlining the Control of Hazardous Energy Guideline (Lockout/Tag out).
UNACCEPTABLE – An unacceptable technical approach fails to thoroughly and adequately address knowledge based on technical capability.
