SECTION M - EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD (Section M)
1. General Information
a. The Government plans to award a firm-fixed price base quantity plus a one-year base evaluated option as a result of this Full and
Open Competition.
b. The Government will utilize the Lowest Priced Technically Acceptable process in accordance with FAR 15.101-2 to select the Offerors proposal that is determined to provide the best value to the Government. Proposals will be evaluated for technical acceptability, but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must ____ receive an Acceptable rating in every non-price Factor. A proposal receiving a rating of Unacceptable in any non-price Factor will not be eligible for award. Additionally, any other than small business offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with Federal Acquisition Regulation (FAR) 19.702(a).
c. The Government intends to award without discussions; however, the Government reserves the right to open discussions if the Government deems them necessary. If the Government determines that discussions are necessary, the Government reserves the right to limit the competitive range for the purpose of efficiency.
d. Pursuant to FAR 9.103, the Government will only award contracts to Offerors that the Contracting Officer determines to be responsible. Separate from the best value source selection criteria, Offerors must be able to demonstrate that they meet the standards of responsibility set forth in FAR 9.104. The Government may conduct a pre-award survey on any Offeror considered for award, to assist in the Contracting Officers determination of Contractor responsibility.
e. The evaluation criteria detailing the Factors and Subfactors are contained in Section M of the RFP and are incorporated below.
2. Volume I - Technical Approach Factor:
a. The evaluation process will consider the adequacy of response for each proposal to determine whether the offeror has adequately and completely considered, defined, and satisfied the requirements specified in the solicitation. A rating of Acceptable or Unacceptable will be used in determining technical ratings. Evaluation will be conducted at the subfactor level with an overall Technical Approach factor (rollup) rating assigned based on the individual subfactor ratings. The two subfactors Production Capability and Quality Plan are equal in importance and both must be deemed Acceptable for the overall Technical Approach factor (rollup) rating to be Acceptable. If either subfactor receives a rating of Unacceptable then the overall Technical Factor will be determined Unacceptable and the proposal will not be eligible for award.
b. Technical Acceptable/Unacceptable Rating Description:
Adjectival Rating Description_________________________________________
Acceptable Proposal meets the requirements of the solicitation
Unacceptable Proposal does not meet the requirements of the solicitation
I. Production Capability (Subfactor):
The offeror will be evaluated on the detailed description of its technical capability to produce the MK158 MOD 0 through MK160 MOD 0
Family of Delay Detonators. The plan must be realistic, achievable, and producible. The offerors production capability description will be evaluated, at a minimum, on the following essential elements:
a) Technical capability to produce the MK158 MOD 0 through MK160 MOD 0 Family of Delay Detonators to meet the Technical Data Package
(TDP) and solicitation requirements.
b) Adequacy of plan for the manufacture, inspection, marking, final assembly and packaging of the MK156 MOD 0 through MK160 MOD 0 Family of Delay Detonators. Including descriptions of the proposed facilities, equipment and tooling, and skills and proposed controls to provide traceability of components during the production process, temporary storage, and interplant shipment. If the offeror does not possess the required capability in-house, the proposal will be evaluated to determine how realistic the proposed plan is to achieve the required capability.
c) Adequacy of proposed manufacturing processes/plans for processes/components, including supplier information for proposed subcontracted process or components.
d) Adequacy and plausibility of the proposed time-phased plan and schedule for all manufacturing and test activities, showing significant events, milestones, manpower, resource allocation, and the interdependencies of all program tasks and milestones that realistically demonstrates the offerors ability to meet the governments required delivery schedule for data item submissions and approvals, First Article Test, production, and any associated required activities.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
e) Adequacy of proposed Configuration Management System, including the system of developing, processing and implementing engineering changes, deviations to drawings and specifications. Process to identify, control, audit, and track hardware configurations. The details on how Configuration Management requirements will be flowed down, managed, and controlled at the subcontractor level.
II. Quality Plan (Subfactor):
The offeror will be evaluated on the detailed discussion of its proposed approach for the performance of quality assurance for the MK158
MOD 0 through MK160 MOD 0 Family of Delay Detonators that meets the technical data package and solicitation requirements. The offerors quality plan will be evaluated, at a minimum, on the following essential elements:
a) Compliance with ISO 9001:2008, with no exclusions permitted, or an acceptable alternate program/system.
b) Adequacy of proposed inspection and test plan to meet all inspection and test requirements in the solicitation and technical data specifications and in conformance with MILSTD-1916 including but not limited to supply and component acceptance, First Article Test
(FAT), and Lot Acceptance Test (LAT) Proposed inspection techniques, skills, and equipment (to include Acceptance Inspection Equipment
(AIE) and/or Automated Acceptance Inspection Equipment (AAIE)) shall be addressed, including the calibration system and standards.
c) Adequacy of proposed procedures for identification, control, correction, and resolution of deficiencies identified in components, assemblies, and the end item. Detection, segregation, and handling of nonconforming material.
d) Adequacy of proposed process Control systems and equipment designed to prevent nonconformances, detect production problems, and reduce variation in processes affecting key product characteristics.
e) Adequacy of proposed program and procedures for the inspection, prevention, and control of critical defects.
3. Volume II Price Factor
The Government will evaluate offers based on prices proposed for all CLINs and any other price related factors required by the solicitation.
a. First Article Test price will be priced separately and will be added, if applicable.
b. The Total Evaluated Price is the sum of CLIN 0001, MK158 Base Year quantity of 5,850 and the weighted evaluation prices for the Base
Year Option, CLIN 0002, MK160 Base Year Quantity of 7,995 and the weighted evaluation prices for the Base Year Option, CLIN 0003 MK158
First Article Test (FAT), and CLIN 0004, MK160 FAT.
c. For CLIN 0001 MK158 and CLIN 0002 MK160 Base Year Quantities and all option quantities, the Government will calculate a weighted evaluation price by multiplying the proposed unit prices for each quantity range by their respective weight and maximum quantity, and summing their totals. The weight associated with each quantity range represents the likelihood that an option, if exercised, would be exercised within that quantity range.
d. Price Analysis: Price analysis to determine price reasonableness will be utilized in accordance FAR 15.404-1(b). The Government may use additional analysis techniques as determined necessary by the Procuring Contracting Officer. These methods of evaluation may include the use of information/input from sources such as (but not limited to) other Government agencies and personnel.
e. Unbalanced Pricing: As part of the evaluation, the Government may review proposals to identify any significant unbalanced pricing.
Unbalanced pricing exists when, despite an acceptable Total Evaluated Price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-
1(g), i.e., Unbalanced Pricing, the Government may reject a proposal if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
4. Volume III Past Performance Factor
Past performance information is evaluated as a predictor of future contract performance. The U.S. Government will assess the degree of confidence it has that the Offeror will successfully complete the requirements in accordance with the contract terms based on the
Offeror's demonstrated record of recent and relevant performance.
a. In conducting the past performance evaluation, the U.S. Government may use information obtained from other sources, or may use information with regard to other projects/contracts performed by the Offeror which it has knowledge, whether or not those projects/contracts are disclosed to the U.S. Government by the Offeror.
b. In evaluating performance history, the U.S. Government may review the Offerors current and prior performance record of complying with all aspects of its contractual agreement: quality of performance; products and services; timeliness of performance; operations management; subcontractor management; problem resolution and, if applicable; cost control.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
c. The U.S. Government will consider the recency, degree of relevance, source, and context of the past performance information it evaluates as well as quality, general trends in performance, and demonstrated corrective actions. A significant achievement, problem, problem resolution, or lack of relevant data in any element can become an important consideration in the assessment process. A negative finding in any element may have an impact on the assessment and the overall rating.
d. The relevancy of the past performance information will be determined as follows:
Relevant: Present/past performance effort involved essentially the same, similar or some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
e. Offerors Past Performance will be rated as follows:
Adjectival Rating Description_________________________________________
Acceptable Based on the offeror's performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown
Unaccaptable Based on the offeror's performance record, the government does not have a reasonable expectation that the offeror will successfully perform the required effort
f. Absent of any recent and relevant past performance history, the Offeror will be determined to have unknown past performance and the
Offerors proposal will not be evaluated in the context of acceptability/ unacceptability; rather, unknown shall be considered acceptable.
g. The U.S. Government is not required to interview all POCs identified by the Offeror. It is the responsibility of the Offeror to provide complete past performance information and thorough explanations as required by Section L. The U.S. Government is not obliged to make another request for the required information.
