No. Document Reference Section Question Answer

Please specify a question category;

PWS, L&M,

Contracting, Technical, etc.

Reference paragraph # of document

1 L&M Security,L.5 & M.5

M.5 states: "SECURITY REQUIREMENTS (Acceptable/Unacceptable)". However, this requirement is not listed as one of the five volumes. Is "SECURITY REQUIREMENTS" a separate volume? Should "SECURITY REQUIREMENTS" have its own volume number?

Security Requirements to be contained within Volume I Technical.

2 L&M Signed copies, L.3.2.1

L.3.2.1 states that the proposal submission in response to this RFP required the executed signed copy of the RFP and all amendments and COMPLETE copies of Volumes I through V. What volume should the executed signed copy of the RFP and all amendments be included in? Volume 1 Technical

3 L&M email size L.3.2.2

Section L.3.2.2 states: "Note: Please note the maximum e-mail attachment size is 20MB and self- extracting .exe and .zip files are no longer accepted." Due to the technical limitations in place, would the Government consider allowing multiple emails to be considered part of the submission if the fully submitted proposal with all required documents and artifacts were to exceed the 20MB limit?

Multiple emails will be accepted if labeled appropriately such as 1 of 2, 2 of 2 and are in accordance with the page limits and submission instructions.

4 K K Provisions Is the Government requesting Section K be provided if offerors are actively registered in SAM? If so, what volume shall the completed Section K be provided?

Section K is not needed from any Offeror providing a proposal.

5 L&M L.3.2.5

Would it be acceptable for the offeror to insert a reference table to include references to PWS, L, M and attachments at the beginning of each volume "solely to provide ease to the reader in locating parts/sections of the proposal" which will then not count towards the page count limit of each volume?

Reference tables are not required but can be submitted and will be counted toward the page count if the Offeror chooses.

6 I I-31 Given the payments clause included (52.232-1 "Payments") and that the proposed contract type is FFP, would the Government accept monthly invoicing & payment by

CLIN?

Yes the Government will accept monthly invoicing and payment by CLIN.

7 Amendment 0003

1.d (RFP Section L, paragraph

L.9.6.1)

Amendment 0003 states that Offerors shall submit a Small Business Subcontracting Plan as required by FAR 19.7 in Volume 2, Management Approach. This volume is limited to 50 pages. Will the government allow the Small Business Subcontracting Plan to be excluded from the page limitations in this volume? The page limitation will remain unchanged.

8 Amendment 0003 If the offeror provides questions prior to the 24 June due date, will the government consider answering questions and provding amendments before the 24 June due date to allow offerors adequate time to adjust proposals prior to the 8 July proposal due date?

Yes the Government intends to answer and post as quickly as possible.

RFP & Attachment 003-ACES Price Matrix

RFP Section A, para 4, ACES Price Matrix- Option Period 4 tab.

The RFP Section A paragraph 4 states that Option Year 4 consists of 12 months subsequent to Option Year 3. However, the Option Period 4 tab of the ACES Price Matrix spreadsheet shows 11 months for Option Period/Year 4. The spreadsheet directions preclude changes to the 11 month multiplier by the contractor. Can the government clarify the number of months for Option Year/Period 4 and issue an update to either the RFP or Attachment 003- CES Price Matrix Spreadsheet reflecting a consistent number of months intended for inclusion?

A revised Attachment 0003 Price Matrix has been incorporated into the solicitation.

ARMY CYBERSECURITY ENTERPRISE SUPPORT (ACES) W52P1J-16-R-0047

10 PWS PWS 10.0

PWS Section 10.0 states “Contractor personnel (regardless of whether a contractor employee, consultant or subcontractor), performing in all labor categories and functional areas for the PKI, and COMSEC tasks, must meet IA certification requirements mandated by the DoD Information Assurance Workforce Improvement Program, for their IA level.”

PWS section 7.0 lists “DoD 8570.01-M Information Assurance Workforce Improvement Program” as a reference. A review of the reference against the listed PWS task descriptions (PWS 3.1-3.19) seems to indicate that other task areas than Task 3 and Task 5 would have associated IA Certification requirements (e.g. IdAM, ICAM, Network Operations, Network 2025, Continuous Monitoring, Risk Assessment, Biometrics, and Cloud Security related tasks). Can the government provide a table identifying the IA Certification requirements by task number for each of the 19 task areas? Task 3 & 5 require IA certification…All others do not…

11 PWS PWS 3.1

PWS Section 3.1 states: “Task 1: Program Management (PM) Services: Contractor shall provide program management to ensure efficient and effective accomplishment of all work detailed in this PWS. Contractor shall track costs at the contract level showing labor, travel and material costs separately and showing monthly labor budgets, monthly labor expenditures, monthly labor invoices, and amounts funded, and Estimates at Completion in the Monthly Cost and Performance Report.” The tracking of labor costs, labor budgets, monthly labor invoices is not consistent with FFP pricing. Will the government be removing these requirements from PWS Section 3.1?

The tracking of labor costs, monthly labor budgets, and monthly labor invoices will be removed from the task requirement. Please see revised PWS dated 17 June 2016.

12 L&M

M.11.1.c

Section M.11.1.c States: "The USG will evaluate the Offeror's Certification and Training Plan ensuring personnel are trained in, maintain, and retain mandatory certifications as outline in DoDD 8570 (Information Assurance Training, Certification and Workforce Management, Dec. 2005) as well as certifications and training required within the IT specialty each contractor supports." Can the Government clarify what is required in reference to "certifications and training required within the IT specialty each contractor supports?"

The Government will evaluate the Offeror's certification and training plan to ensure the Offeror's employees maintain the appropriate certification and training for their required labor category.

13 RFP and PWS

RFP identifies many deliverables in the PWS (Attachment 0001) and the Quality Assurance Surveillance Plan (Attachment 0002), but states that the delivery dates will be coordinated between the contractor and the COR. Will the government provide a Contract Data Requirements List (CDRL) to specify which deliverables are contractually obligated, as opposed to those that are to be scheduled and prepared as requested by the government post-award? Please refer to the deliverables table in the QASP.

14 RFP and PWS

Paragraph 3.1 of the PWS (Attachment 1) identifies as a deliverable the "Monthly Cost and Performance Report."

This report is not listed in the table of deliverables included at the end of the paragraph, nor is it listed in the Quality Assurance Surveillance Plan (Attachment 0002). This paragraph also lists a "Monthly Status Report" which as described in paragraph 4.2 "is intended to report on cost, schedule, and performance against PWS requirements." Is it the government's intent that two separate monthly reports be provided with largely duplicative financial information, or will a single monthly report that provides all the data listed be sufficient to meet the requirements of the RFP?

One report with all data listed will meet the requirement.

Please see revision to PWS, Paragraph 3.1.

15 L&M Security, L.5, M.9

L.5 states: "Offerors must provide proof of a current U.S. Facility Clearance at the Secret level in accordance with DoDD 5220.22, National Industrial Security Program Operating Manual. This Secret level clearance requirement applies to the prime Contractor, subcontractors, and personnel that will perform on this contract." M.9 states: "The USG will evaluate proof of a current U.S. Facility Clearance at the Secret level IAW DoDD 5220.22, National Industrial Security Program Operating Manual." Must the prime contractor and sub contractor both provide "proof of a current U.S. Facility Clearance at the Secret level IAW DoDD 5220.22"?

Clearance for the prime will suffice unless classified work is identified for/at a subcontrator facility. All personnel are required to have a secert clearance at a minimum. Please see revision to Section L.5.

16 L&M Security, L.5, M.9

L.5 states: "Offerors must provide proof of a current U.S. Facility Clearance at the Secret level in accordance with DoDD 5220.22, National Industrial Security Program Operating Manual. This Secret level clearance requirement applies to the prime Contractor, subcontractors, and personnel that will perform on this contract." M.9 states: "The USG will evaluate proof of a current U.S. Facility Clearance at the Secret level IAW DoDD 5220.22, National Industrial Security Program Operating Manual." What documentation is considered acceptable proof of a current U.S. Facility Clearance at the Secret level?

Each cleared facility has a Security Management Office (SMO) code. The SMO code will suffice as proof.

17 L&M Security, L.5, M.9

L.5 states: "Offerors must provide proof of a current U.S. Facility Clearance at the Secret level in accordance with DoDD 5220.22, National Industrial Security Program Operating Manual. This Secret level clearance requirement applies to the prime Contractor, subcontractors, and personnel that will perform on this contract." M.9 states: "The USG will evaluate proof of a current U.S. Facility Clearance at the Secret level IAW DoDD 5220.22, National Industrial Security Program Operating Manual."

Will the following description be sufficient as proof of a current U.S. Facility Clearance at the Secret level in accordance with the National Industrial Security Program Operating Manual (DoD 5220.22-M)?

Contractor Name (CAGE: #####) has a current U.S. Facility Clearance at the Top Secret level. Please verify status using the Industrial Security Facilities Database (ISFD) as outlined in the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220 22-M) Chapter 7-100

Each cleared facility has a Security Management Office (SMO) code. The SMO code will suffice as proof.

18 L&M L.9.6.1

Amendment 0003 states: "RFP, Section L, Paragraph L.9.6.1 is hereby incorporated to read as follows; "Note for Other than Small Business ONLY." Separate from Small Business Participation, Other than Small Business Offerors shall also submit a Small Business Subcontracting Plan as required by FAR 19.7 (FAR Clause 52.219-9, Small Business Subcontracting Plan). The Small Business Subcontracting Plan shall be consistent with proposed Small Business Participation. The subcontracting plan shall be submitted in Volume 2, not this Volume." The current section M does not detail how the newly added L.9.6.1 section Small Business Subcontracting Plan will be evaluated as a part of Volume 2 Management Approach. Will the government define how L.9.6.1 Small Business Subcontracting Plan will be evaluated as a part of Volume 2 Management Approach?

See section L.9.6.1 for proposal instructions and section M.13.6.1.2 for evaluation of small business subcontracting plan.
