SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
INSTRUCTIONS TO OFFERORS
1. PROPOSALS
Proposals shall be submitted in accordance with the instructions outlined in this section. Proposals should be specific, complete, and address each of the factors below. Failure to provide the required information and supporting documentation could result in the offer being rejected.
The proposal submission shall consist of three (3) volumes as outlined below. The technical portion of the proposal should address the following subfactors: Technical Plan; Manufacturing Plan; and Quality Management Plan. The Technical proposal will be evaluated on an Acceptable/Unacceptable basis. If an offeror fails to achieve an Acceptable rating for any of the three (3) Technical subfactors, it will receive an Unacceptable for the Technical factor and will not be considered further for award. The Price proposal of those offerors achieving an Acceptable rating for all three (3) Technical subfactors will then be evaluated to determine the proposal offering the lowest total evaluated price.
Proposals must not merely repeat the RFP requirements, but rather must provide convincing documentary evidence of how contract requirements will be met. Offerors should thoroughly review sections L and M prior to submitting a proposal. The Government intends to award one (1) contract under this RFP. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
The Government intends to award without discussions, but reserves the right to contact offerors for clarification, or discussions, if later determined by the Source Selection Authority to be necessary in accordance with FAR 15.306(a)(3).
2. PROPOSAL SUBMISSION
a. Offeror shall submit its proposal in virus-scanned CD-ROM or DVD format. Each volume shall be on its own CD-ROM/DVD. The offeror shall include its company name on all documents of its proposal and page numbers on each page.
A complete proposal shall contain:
Volume I - Technical Factor (3 electronic copies)
The Technical factor consists of the following three (3) subfactors:
Subfactor 1: Technical Plan
Subfactor 2: Manufacturing Plan
Subfactor 3: Quality Management Plan
Volume II Price Factor (3 electronic copies)
The Price factor consists of a price for the quantity being solicited and a price for the FAAT.
Volume III (2 electronic copies) An executed copy of the solicitation, Standard Form 33, including certifications and representations, and any solicitation amendments, signed by an individual authorized to bind the company; and a copy of the complete
(all volumes, etc.) proposal. One copy of Volume III shall be marked as Original.
b. Proposals shall be submitted to the following address:
Army Contracting Command Rock Island
CCRC-AL/Warren Stropes
3055 Rodman Avenue
Rock Island, IL 61299-8000
c. Offeror shall designate the original proposal as such, and shall number all copies. In the event of a conflict or discrepancy in content between CD-ROM or DVD proposal volume copies, the content of Volume III (marked as Original) shall take precedence.
d. CD-ROM/DVD copies shall be entirely reproducible, be accessible, and printable using Microsoft Office 2000 - 2013, or
Adobe Acrobat PDF software.
e. Each volume stands on its own for evaluation purposes and must include all information necessary for evaluation (i.e., if it is to be evaluated in response to a Section L, Volume I requirement, the information must be included in the offeror's Volume I proposal for it to be considered). Offerors are also required to provide all required information for each subfactor independently.
6 9
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
When rating a subfactor, the Government will only evaluate the information provided in the section of the proposal addressing that particular subfactor. When rating a factor that does not have subfactors, the Government will only evaluate the information provided in that volume. The Government will not consider information located in other sections or other volumes of the proposal in its evaluation of an individual factor or subfactor.
f. Each volume shall be as brief as possible and shall not exceed the page limitations set forth below. The proposal shall use standard 8.5 x 11 inch letter size pages, contain 12-point Arial font, and contain margins of at least one (1) inch. All pages shall be numbered. Graphs and spreadsheets may be included using legal size 8.5 x 14 inch or 11 x 17 inch size pages which shall count as one page. For any graphs, flowcharts, diagrams, spreadsheets, etc., submitted as size 8.5 x 11, 8.5 x 14, or 11 x 17, where letters, numbers, or characters are embedded into the image, these letters, numbers, or characters may be of any font size or type as long as they are clearly readable. All other narrative or numbers not embedded into the image that are added to the graph, flowchart, diagram, spreadsheet, etc., shall be 10-point or 12-point Arial font.
g. Page limitations do not include the table of contents, indices, cross reference matrices, section title sheets, or resumes. Cover letters and proposal introductions shall not exceed a total of three (3) pages combined. No material may be incorporated into the proposal by reference, attachment, appendix, videotape, audiotape, or other electronic media as a means to circumvent the page limitation. Neither video nor audio tapes will be reviewed or considered in the evaluation.
h. Proposals that do not contain the information requested by this section risk being rejected by the Government. Also, as the Government may award without discussions, it is the offeror's responsibility to submit a proposal that conforms to all of the terms and conditions of the RFP and contains its best offer.
i. It is the responsibility of the offeror to provide complete and thorough explanations for each Technical subfactor submitted in the appropriate section as required by Section L. The Government is not responsible for searching the entire proposal for explanations related to a subfactor.
3. PROPOSAL FILES
a. The offeror must address all evaluation factors and subfactors set forth in section L and M of the RFP information incorporated by reference will not be included in the evaluation. Failure to submit all required information in the format directed shall lead to a determination that the proposal is unacceptable. Proposals shall be evaluated only on their content. Assumptions, preconceived ideas, and personal knowledge or opinions for these factors not supported by material provided in the proposal will not be considered or used as a basis for evaluation.
b. Pages within each volume shall be numbered sequentially beginning at page one.
Volume I Technical Factor shall be limited to 50 pages. The cover sheet, table of contents, list of figures, and blank pages are excluded from the page count. Pages over the limit are subject to removal and may not be reviewed or considered in the evaluation.
Volume II Price Factor has no page limitation but shall only contain information relevant to the unit price for the 40mm
M922A1 HV Dummy Cartridge and the price for the FAAT.
Offerors shall comply with all requirements of the proposal preparation instructions. Failure to do so may cause the proposal to be deemed unacceptable.
If revised proposals are required, they shall be highlighted, gray barred or asterisked to identify the changes.
c. Proposal Content. Offerors are responsible for including sufficient details to permit a complete and accurate determination of the offerors technical acceptability. The Government will not make assumptions concerning an offerors intent, capabilities, facilities, or experiences. Clear identification is the sole responsibility of the offeror.
Failure to Submit Information: Offerors are cautioned that failure to provide the necessary information may render their offer unacceptable.
4. VOLUME 1-TECHNICAL FACTOR
The Technical factor consists of the following three (3) subfactors: (1) Technical Plan; (2) Manufacturing Plan; (3) Quality
Management Plan. These subfactors will be evaluated on an Acceptable/Unacceptable basis. To be determined a technically acceptable offer, the proposal must receive an "Acceptable" rating for all three (3) subfactors. If an offeror fails to achieve an "Acceptable" rating for any of the three (3) subfactors, it will receive an "Unacceptable" for the Technical factor and will not be considered further for award.
The proposal shall clearly and convincingly communicate the capability of the offeror to perform the work as required. Statements that merely repeat the RFP requirements are unacceptable.
