About this file

This document is an outreach event presentation for two Master Task Order Contracts (MATOCs) for construction services in Puerto Rico and the US Virgin Islands, conducted by the US Army Corps of Engineers Latin America & Caribbean District on July 22, 2026.

General Construction MATOC: This contract targets 5-7 contractors with a 5-year ordering period and minimum program capacity of $99 million. Task orders will range from approximately $350,000 to $30 million. The scope covers design-build and design-bid-build construction for new facilities and real property repair, alterations, and maintenance supporting the U.S. Department of War, other federal agencies, and state/local governments in Puerto Rico and the US Virgin Islands. Work categories include civil and infrastructure (road/airfield pavement, utilities, stormwater management, excavation), facilities and trades (new construction, plumbing, mechanical, electrical, structural, concrete, demolition), specialized systems (power and communication), and environmental remediation. Expected projects include facilities renovations (HVAC, electrical, fire systems, PA systems), new facility construction (operations buildings, barracks, fitness centers, microgrids), and future projects such as Coast Guard waterfront improvements, training centers, entry control facilities, and airfield aprons. Advertisement is scheduled for 4th Quarter FY26 with award in 2nd Quarter FY27.

Water and Power Infrastructure MATOC: This contract also targets 5-7 contractors with a 5-year ordering period and minimum program capacity of $200 million. Task orders will range from approximately $1 million to $100 million. The scope covers design-build and design-bid-build construction, repair, rehabilitation, and modernization of heavy infrastructure in Puerto Rico, supporting U.S. agencies and state/local governments. Work categories include dams and reservoirs (repair, rehabilitation, intake structures), water pipelines and transmission (large-diameter pipelines, pipe bridges, flood control pump stations), power generation (emergency generators, gas pipelines, hydroelectric rehabilitation), and distribution networks (electrical substations, microgrids, utility modernization). Associated work includes general construction (earthwork, concrete, demolition, cofferdam structures, structural steel) and environmental services (remediation, hazardous waste abatement, compliance support). Potential future projects involve water conveyance structures, hydroelectric repair, gates/valves repairs, pipeline and penstock replacement, and utility system repairs. Advertisement is scheduled for 1st Quarter FY27 (October-December 2026) with award in 3rd Quarter FY27 (April-June 2027).

Both MATOCs will be competed using FAR Part 15 negotiated acquisition with a tradeoff source selection approach. Contracts are Firm Fixed Price and unrestricted. The North American Industry Classification System codes are 236220 (Commercial and Institutional Building Construction) and 237990 (Other Heavy and Civil Engineering), with a $45 million small business size standard. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) website. A subcontracting plan is required from other than small business firms. Small business goals include 69.24% small business, 12.40% small disadvantaged business (including 8(a)), 1.00% service-disabled veteran-owned small business, 0.57% women-owned small business, and 64.85% HUBZone small businesses, with proposed subcontracting percentages ranging from 1.00% to 31.00% across categories. All contract announcements will be posted on SAM.gov, and firms must be registered in SAM to receive an award.
