About this file

This is a Questions and Answers document for federal contract opportunity W50S9C-26-Q-A025 as of 17 September 2026. The document addresses 25 clarifying questions regarding the procurement of a specialized service/mobile trailer.

The required trailer is red aluminum-framed with a 5,000-pound GVWR (expandable to 7,000 pounds), equipped with a ramp door, all-season tires, and a 4500-watt generator (gas or diesel, mounted on the tongue). The unit includes a 40-by-90-inch concession-style service-access window on the right side, 30-amp shore power with 2 exterior and 6 interior outlets, an 18-foot electric awning, interior and exterior lighting with interior tie-down points, and heavy-duty flooring suitable for weapon-cleaning activities. The trailer must be delivered as one unit FOB Destination to 140 Mustang Pass, South Burlington, Vermont 05403, with a maximum 120-day production lead time. The generator must support 3-4 hours of HVAC operation during winter with lights and PA system, plus 8 hours of interior lighting, with expanded 10-hour capability for summer operations. Acceptable alternatives include solar/lithium power systems, rooftop DC heat-pump units instead of mini-split systems, and removable generators. The trailer features wardrobes on the front, cabinets along the side, and (8) full-length tie-down points distributed across floors and walls. Maximum usable payload capacity is 1.5 tons. Propane backup heating is not required if heat operates with all doors closed. The document specifies that minor weapons maintenance chemicals (CLP) require no special ventilation.

W50S9C-26-Q-A025 Questions as of 17 SEP 26 Number Question Answer 1 Is there a color preference? Red 2 Is there a preference on frame material, steel or aluminum? Aluminum 3 Is the 5,000 pound capacity the payload or the GVWR? GVWR 4 Would you like a ramp door or a barn door? Ramp 5 Would you prefer off-road type tires? No/All Season 6 What size generator do you need? Is there a brand preference? 4500 watt no specific brand 7 Quantity? One.

8 What is the delivery address / zip code? 140 Mustang Pass, South Burlington, Vt, 05403 9 FOB Destination? yes

Where should the 40-by-90-inch service-access window be located? Should it be a concession-style window, sliding On the right side (Passenger) and concession window.

What generator fuel type and minimum wattage are required?

Should the generator be mounted on the tongue, inside a ventilated generator compartment, or in another location? Either gas or diesel mounted on the tongue.

What shore-power service is required—30 amp, 50 amp, or another rating? Please also identify the required number and 30 amp 2 outlets outside and 6 interior outlets.

Should the 18-foot electric awning be included in the total evaluated price, or should it be quoted separately as an Yes

14 What is the maximum production lead time? 120 days

Are there specific requirements for the interior walls, ceiling, insulation, flooring, countertops, cabinets, and wardrobes? Lights on the interior and exterior with tie downs on the interior

Because the trailer will support weapon-cleaning activities, are ventilation, compressed air, sinks, workbenches, chemical-resistant surfaces, or other specialized equipment Heavy duty flooring

Would you accept the proposed solar/lithium system in its place, or permit an alternative generator location?

Yes, we would accept a solar/lithium system in its place. Exterior mounting is preferred for generators emitting toxic fumes, mobile generator options considered to be removed/installed prior to transporting unit.

Generator Performance Targets: If replacing the generator is acceptable, what runtime and continuous load

Limited 3-4 hours of HVAC during winter operations with interior lights and PA system (“karaoke machine type”) interior lights for approximately 8 hours. Summertime limited HVAC with up to a 10-hour run time of lights and PA system.

Please share the tow-vehicle, hitch, and liftgate clearance requirements so we can resolve the turning geometry up front.

With the receiver being longer than traditional and have an extended tongue/A-frame on the trailer should provide enough room for turning. Additionally, if the generator is removable, this can always be stored in the trailer for transportation.

Would a higher GVWR than the stated 5,000 lb be acceptable to preserve usable payload with the installed systems and cabinetry? Please confirm the minimum usable payload and

GVWR can go as high as 7000 pounds. The amount of payload of equipment will not exceed 1.5 tons.

21 Engineered steel roof to frame reinforcement required? The roof will not be used to store cargo.

Would you accept two rooftop DC heat-pump units instead of the specified mini-split? What lowest outdoor temperature, target indoor temperature, and occupied or unattended operating duration should heating support?

A heat pump is a valid alternative to a mini split. Lowest observed temperatures can dip to -20, indoor temperature to reach a minimum of 50 degrees. Primary goal is to prevent weather related injuries.

For very cold conditions, we can propose a vented propane backup heater if that fuel and approach are acceptable.

Please let us know if propane heat is acceptable (it is not yet No required if heat is running all doors will be in the closed position.

What equipment makes up the additional approximately 25-amp draw, at what voltage, and for how long?

Power draw for external equipment/GFE would be the PA system. All other power requirement is unit specific (lights, HVAC, etc.)

Are cabinet quantities/dimensions or a reference layout available? What cleaning chemicals and ventilation requirements must we accommodate?

Wardrobes on the front of the unit, cabinets along the side. (8) – Full trailer length tie down points, floors (4) and walls (2 per side). Minor weapons maintenance/chemicals/solvents used (CLP), primarily for transport. No venting required.
