Questions and Answers 1-51

1. “The contractor shall provide Web conferencing for the whole class or one-on-one sessions.” Question- is there a requirement to provide personnel for this or is it just required that Web Conferencing is part of the package?

a. Answer 1- It is to be part of the package. No personnel need be assigned

2. “The contractor shall provide access to unlimited instructor-led online training for

ANGTEC subscription users from the Effective Date until the earlier of 12 months after subscription start date or the last date of the contracted subscription.” Question- is there a requirement to provide personnel to perform instructor-led training for this or is it just required that the system enables unlimited access to instructor-led training and is part of the package?

Answer 2- It is to be part of the package. No personnel need be assigned.

3. How many total users they need to support on an annual basis?

Answer 3- We anticipate 1,000 users on an annual basis. This believe this will increase exponentially as more users need training across the Air National Guard.

4. How many users will be using the LMS? The RFQ states 1,000 users but will there only be 1,000 users needing access to the system, taking training, etc.?

Answer 4- No. There is the possibility of 1,000’s of personnel needing access to the system. We require that once a student finishes the training, viewing videos, etc. they be able to be removed from the system to free up the license for another user. The number of users will increase exponentially as we add curriculum.

5. How will the LMS be used for the number of users that will be accessing it?

Answer 5- It will be used for a multitude of actions, to include training, viewing how-to videos, and the posting of information. The ability to run simultaneous classes in an asynchronies and synchronies environments.

6. Is ANGTEC strictly going to use the LMS to develop courses and then integrate with

ADLS and Blackboard to distribute them to learners? If so, who does ADLS /AETC use as their LMS?

Answer 6- No. We are looking to run the LMS separate from all DoD training tools and as a venue for our school house outside the NIPR domain. The LMS will be used to develop, deliver, host, register, track, archive, all TEC-U hosted/sanctioned/accredited training courses. There will be no integration with ALDS and Blackboard. We want this to be our independent system.

7. Do you have a legacy system, a system that you need to bring data over from? If so, what type of data/content will you be bringing over and what will the volume be?

Answer 7- Currently we are using Blackboard. We have five courses on Blackboard that would need to be converted to the new LMS. All the classes are relatively small, with mostly text and a few videos.

8. What is the timeline for implementation?

Answer 8- As soon as possible.

9. Do you currently have a contract with WebEx, adobe connect etc. to support Video

Conferencing?

Answer 9- No, we do not.

10. For the 12 month post go- live support, are you looking for a full time resource or a dedicated number of hours of support per week for a firm, fixed price?

Answer 10- As a minimum, we require support from Mon-Fri, 7:30 AM to 5:00PM. With occasional weekend support for our DSGs.

11. (Video Implementation) Are you wanting course development tools that you can embed a video into and then publish the course into online content or are you looking for a tool that creates videos and embeds questions within the video?

Answer 11- We want to ability to take a created video, with stopping points, to allow us to place questions, then continue the video.

12. What type of content do you have for use in the LMS? i.e. online courses, materials, documents, etc. do you integrate with any other third party?

Answer 12- On-line SCORM compliant courses. In-house developed videos. All documents and information for course delivery to include documents, web links, live studio video streaming (VIMEO).

13. Does the Air National Guard utilize SSO?

Answer 13- Yes

14. Will employees outside of the Air National Guard (1000 users mentioned) need to access the LMS to take training? I.e. contractors?

Answer 14- We need this to be accessed form a .com/.edu domain. We need login and password support to allow out drill status Guardsmen access to the courses. This will need to be accessed (through web) by NIPR computers but housed outside the NIPR domain.

15. Please confirm the place of performance is McGhee Tyson ANGB.

Answer 15- Yes, it is McGhee Tyson ANGB.
