About this file
This document contains questions and answers related to a solicitation for construction of a hazardous cargo pad at Joint Base Charleston, South Carolina. The solicitation involves construction of a new hazardous cargo pad, taxiway shoulders, and patrol road, with options for additional work including airfield lighting.
The prime contractor must provide quality control specialists and managers for civil works, concrete/pavements, soils, and environmental work who are separate from the overall CQC system manager. Inspections will be required during construction. The pre-bid meeting is not mandatory. The grading limits for the hazardous cargo pad if the access road option is excluded would be updated to tie into existing grades near station 56+00. Silt fence and removal is required for batch plant areas. Driver training and escort procedures are outlined. Clarification is provided on pavement section details and shoulder slopes.

Question # Question Answer
During the site visit on 8/3/23 the existing patrol road to be relocated appeared to be a mixture of gravel and organic material/grasses rendering it an unsuitable material based on Plan Sheet CD101 (Note 2) which states that the contractor may reuse existing patrol road aggregate to construct the proposed patrol road as long as proper precautions are taken to keep aggregate clean from underlying organic material. Should we assume all new aggregates for the relocated section of the patrol road?
It is the intent that the Contractor can reuse the existing material as much as possible. If the material is contaminated with existing organic material or it occurs as a result of the Contractor’s operation, new crushed aggregate base course will need to be provided by the Contractor. The area of the patrol road that will be relocated has minimal reusable gravel.
Plan sheet GC141 States Work Areas 1 & 2 can be completed concurrently. It also states that Work Area 1 shall be completed in 80 Days and Work Area 2 shall be completed in 21 Days. Please confirm that Work Areas 1 & 2 when performed together shall be completed in 101 Days with the work in area 2 to be limited to no more than 21 Days within the overall 101 Day duration
Work Areas 1 and 2 will have 106 Calendar Days to complete the work. Work Area 1 has 80 days, Work Area 2 has 21 Calendar Days + 5 nights. All work within Work Area 2 disturbing the existing runway shoulder which includes grading, excavation, and backfill and paving with appropriate materials shall be completed within that original 21 days. Once the concrete pavement and asphalt has fully cured out, 5 additional nights will be allowed to finish the electrical installation, pavement markings, joint sealing, etc. that would have affected the regular runway operations.
If Phase 1 (Submittal Phase – 180 Calendar Days) is completed earlier, will bidding contractors be allowed to use the extra time saved in Phase 1 and apply to the Phase 2 construction phase?
365 days is for both phases; and if phase 1 is completed earlier than projected that would allow more time for phase 2
4 Will an option for electronic bid submission be allowed? All bids should be either mailed or dropped off in person prior to bid opening.

Please provide details for 10' wide shoulders at the Taxiway and 25' wide shoulders at the Hazardous Cargo Pad.
The provide Detail 1 shall be utilized for both the Base Bid and Option #4. For the base bid the width of the asphalt shoulder should be reduced from the provided 25’ to 10’.
The provide Detail 2 shall be utilized for both the Base Bid and Option #4. For the base bid the width of the asphalt shoulder should be reduced from the provided 50’ to 25’.

In the solicitation a list of required documents was not provided to ensure a complete bid package submission. Can this list be provided?
Drawing GC142, “Runway and Taxiway Marking, Lighting, Signs, and Visual Navaids” note C states that for temporary runway closures, the contractor will “mark the runway with closure crosses in accordance with the detail to be provided at that point”. Please provide details and information on the requirements for closure crosses for the runway closures required for this project with additional clarifications as follows: Are lighted closure crosses required for runway closures on this project? Since the HCP & Access Road intersect, what are the limits of grading that should be included in Item 0001 – Construct Hazardous Cargo Pad (in the event that Item 0004 – Construct Paved Access Road is not awarded)?
If Item 4 is not awarded, the grading will be updated appropriately to tie into the existing ground to remain approximate near STA 56+00. If the access roadway is not constructed, the roadway “berm” and culvert pipe will not be needed. The underdrain outlet pipe will need to have an endwall installed in the bank similar to the other underdrain outlet pipe and endwall at STA 19+61.68 OFF 360’.
Item 0001 (Base bid) references electrical infrastructure and Item 0002 (Option1) references “…runway and taxiway lights, etc”. Should Item 0002 only include the overhead lighting and associated electrical?
Item 0001 (Base Bid) shall include the items called out in Note 1 on GC111 included blank cover plates in the event that Item 0002 (Option1) is not awarded. Item 0002 (Option 1) shall include the items called out in Note 3 on GC111. The intent is to include the electrical infrastructure that needs to be installed prior to pavement and final grading as part of Item 0001 (Base Bid). The electrical fixtures and cables for the taxiway lights can be installed separate along with the electrical components of the overhead lighting system. Blank cover plates will need to be installed under Item 0001 (Base Bid) but wouldn't be necessary if Item 0002 (Option 1) is awarded.
24 Will silt fence be required at the Batch Plant/laydown area? Yes. Silt fence is required and is required to be removed at completion 25 How much time does it take for driver training for the base? About one hour.
Can the contractor escort delivery drivers, mechanics, etc.? If so, can more than one vehicle be escorted? Yes and Yes.
27 Will the 6” and 8” water lines be removed and relocated under Item No. 0004?
No. The removal and relocation of the 6” and 8” water lines shall be included under Item No. 3
For the proposed Patrol Road, Detail 4 indicates topsoil placement at variable width, CG114 grading limits do not include topsoil placement for a majority of the length of the patrol road. Should the grading limits as shown be used to determine the quantity of topsoil placement?
Yes. Portions of the patrol road will be able to be built to existing grades and not warrant much if any salvaged topsoil work along the edges of it.
The proposed patrol road has no proposed grades for most of its length. Will the existing grade be the proposed grade? Yes
Detail 2 on CP302 and Detail 2 on CU521 do not match. CP302 shows the shoulder CABC bottom extending below the bottom of the stabilized drainage layer edge and CU521 shows the bottom of the CABC matching the top of the stabilized drainage layer. Please clarify.
Shoulder pavement section shall be constructed as shown on Details #1 and #2 on CP302. The depth of the CABC will be determined by the width of the shoulder awarded.
The callout indicating “15” to 22.5” ABC does not match the detail, as the ABC is shown at the top of the drainage layer. 15” also does not match details 1 & 2 on CP302 (7”). Please clarify.
Shoulder pavement section shall be constructed as shown on Details #1 and #2 on
CP302.
The shoulder CABC thicknesses do not match the 5% slopes shown for the shoulder subgrade. Should 7” (or 15”) be used as the outside edge thickness or should the 5% grade be held?
The Crushed Aggregate Base Course shown in Details #1 and #2 shall be offset from
HMA Surface by 2 FEET not 2 INCHES as stated on the details.
The intent is that the CABC material is graded to drain back to the underdrain trench at .5% not the 5% as stated on the details. The depth of CABC computes correctly if using the .5% instead of the 5% slope.
33 What is the depth of the existing aggregate on the patrol road?
Portion of patrol road that will be relocated has minimal gravel that is suited for reuse.
34 Is there a disposal area for excess soils and 1500 cy of unsuitable soils?
The base will (at the discretion of the contracting officer) accept suitable soil stockpiled for future use and will allow spreading of soil with appropriate erosion control in designated areas.
