Project Information Overview: The 108th requires an adequately sized and properly configured facility to support the maintenance function of assign aircraft.

Scope: The project includes reconfiguring a 2500 SF space (bath/locker room & shop area), and constructing a shower and changing area that will allow members to exit the work space (hot zone) and enter the decontamination areas to remove outer clothing and respirators (warm zone).

Project Information

The bid Submission, SF1442, contains one priced Contract Line Items (CLIN):

CLIN 0001 – Repair Corrosion Control Facility

• No further Bid Break-Out is required by bidders.

Key Project Personnel Project Management & Site Superintendent The contractor shall be required to provide a dedicated Site Superintendent through completion of the project.

The Site Superintendent MUST be on site at all times during active construction activities.

Project Manager, Quality Control and Superintendent Positions are considered key positions.

These positions SHALL NOT be subcontracted below the Prime Contractor

Submit Questions Questions must be submitted via email to the Contracting Office No Later than 2:00pm, EST, 16 April 2021 Email: joyce.baker@us.af.mil and karen.e.foulds@us.af.mil Procedures for submitting Bid Questions are located in the SF1442 Section 00100 Attach 03 and MUST be followed or questions will NOT be answered.

Do NOT submit questions directly to the AE Firm, Engineering Office, other Government personnel.

Answers will be posted to beta.SAM.gov in the form of a Solicitation Amendment on a SF30 Contractors will not receive personalized responses to questions.

Questions received after the above date & time will not be answered

Bidder Responsibility Bidders MUST be registered in System for Award Management (SAM) at the time of Bid Opening.

The Government will make a determination of Responsibility in accordance with the requirements set forth in the SF 1442.

To determine Responsibility - The apparent low bidder may be requested by the Government, prior to Award, to submit a statement regarding previous experience in performing comparable work, business and technical organization, financial, insurance, and bonding resources, or plant available to be used in performing the work.

Past Performance will not be evaluated separately for the this solicitation.

What to submit Clear and concise bid addressing all requirements detailed in the Solicitation.

Bid Package requirements are detailed in Section 00100, Attach 03, Item 7 – “Bid Packages” Bids must be signed on the SF1442 - Submit hard copy a full digital pdf version of your bid.

Acknowledge all Amendments on the Solicitation, SF1442 Complete and return Representations and Certifications found in Section 00600 Bid Guarantee - Required for all bids over $150K Must be 20% of the Proposal Price or $3m which ever is less & Submitted on Standard Form 24

Bid Submission & Opening Bidders MUST review the SF1442, Section 00100, Item 8 Bid Submission for full procedures and guidance.

ALL HAND DELIVERIES WILL BE BY APPOINTMENT ONLY & MUST BE DURING NORMAL BUSINESS HOURS.

BIDDER MUST EMAIL THE CONRACTING OFFICE A MINIMUM OF 24 HOURS IN ADVANCE FOR AN APPOINTMENT TIME

Bidders are responsible for ensuring that Bids are received by the Due Date & Time. Allow ample time for mail, shipping, communication, traffic delays… Late Bids will NOT be Accepted

Submit After Award Payment & Performance Bonds submitted on Standard Form on 25 & 25a for all contracts / proposals over $150,000 Due 10 days after of Notice to Proceed per FAR 52.228-15
