Requesting a bid extension to July 22 nd per the vendors request for transformer pricing. With the current bid date being so close to the 4 th of July week, they won’t have time to put a price together.

7 Design requirements – Can you provide more details on the design scope requirements for this project?
What submissions should we assume? 30%, 60%, 90% and IFC drawings? Do you have any specific requirements around submissions, design review meetings, design review comments, etc. 16-Jun-22

Do we assume that we can use the existing secondary conduit and 15KVA cable?

All existing infrastructure (pad, conduit, cables, etc.) can be re-used to install/connect the new transformer as long as all codes and criteria are met. If cable lengths, conduit locations, etc. need to be modified to facilitate installation of the transformer selected by the contractor, the contractor is responsible for modifications as require to complete the installation. All modifications to existing infrastructure must be present to and approved by the Base Civil Engineer. 27-Jun-22 1
At the walkthrough the government indicated this is a one for one replacement of the existing transformer. The statement of work is different than the information provided at the walkthrough. What is the scope of this project?

The SOW states: "This project will repair the substation by removing one (1) existing failed 3.0 MVA substation transformer and replace it with a new 3.0 MVA transformer, at Pease Air National Guard Base (ANGB), New Hampshire. The project will provide a direct replacement (same size, Capability, characteristics, capacity and load rating) of the existing, failed unit." The statement of work states that the contractor will remove and replace 1 transformer. All changes or clarifications to the SOW will be in writing and issued by the contracting officer. 27-Jun-22 1

The existing secondary containment system was designed for the existing transformers and is fully operaitonal. Contractors will Bid what is indicated in the SF1442 and SOW. 27-Jun-22 1

The statement of work indicates we are to identify requirements to upgrade relays, sensors, controls, and components for the new transformer:

Replacements or upgrades to any ancillary systems (relays, controls, sensors, etc.)
are only required within the scope of this project if they are necessary to install and integrate the new transformer into the existing system, in line with the intent of this project to "provide full integration of the new transformer into the substation as a complete and usable system." Any such modifications to the substation to integrate the new transformer into the system must be detailed to the BCE in a detailed work plan, as stated in 1.1.1.1 of the SoW 27-Jun-22 1
18 Is it the intent of this contract that the above listed items(Questions 12-17) will be evaluated under this project and any replacement of them or upgrade will be performed as a follow on project? Or is it the intent of this project that all sensors, relays, controls and other components associated with the transformer will be replaced as part of this project? 16-Jun-22 Contractors will Bid what is indicated in the SF1442 and SOW. 27-Jun-22 1
Is the government aware of any issue with existing relays, sensors, controls or other components of the system that require upgrading or replacement?

No, the substation was fully operational and is currently operational with the exception of the failed transformer. Replacements or upgrades to any ancillary systems (relays, controls, sensors, etc.) are only required within the scope of this project if they are necessary to install and integrate the new transformer into the existing system. 27-Jun-22 1
When was the last time the relays were tested and certified? Can the government provide us with a copy of that report?

The substation receives annual recurring maintenance. The substation is operational other than the transformer being inoperable. Replacements or upgrades to any ancillary systems (relays, controls, sensors, etc.) are only required within the scope of this project if they are necessary to install and integrate the transformer provided by the contractor 27-Jun-22 1
21 can the government provide a copy of the one line and three line drawing for the substation, including relays, switches, controls and alarms? Is the government anticipating a base wide outage to replace the existing transformer, or will the project be conducted while the remainder of the site is an operation?

Contractor should plan power outages as efficiently as possible to keep base wide outage to a minimum. All work that can be performed with substation energized should be done as such. Outages should be scheduled 3 weeks in advance. 27-Jun-22 1
23 If the substation cannot be shut down during the replacement of the transformer, who at the base will provide authorization for working on live equipment in accordance with OSHA regulations? 16-Jun-22
Contractor shall provide expertise to operate within all codes and regulations.
Request power outages no less that 3 weeks in advance through the COR. Power outages must be kept to a minimum 27-Jun-22 1
24 The statement of work calls for safety and quality control to be performed by the contractor. Is the government anticipating a dedicated quality and dedicated safety person who do not perform any other function on the site? Or can these individuals perform construction activities along with their safety and or quality control activities? 16-Jun-22
A person can perform multiple roles as long as they are capable of and qualified to perform all roles which they are assigned. 27-Jun-22 1

26 The name plate on the existing transformer was difficult to read. Can the government provide information regarding the weight of this transformer, weight of the oil contained and volume of oil, and weight of the carcass and coil? 16-Jun-22 1,034 gallon transformer oil 27-Jun-22 1
27 In the process of performing this project will the base confer on the contractor the ability to escort subcontractors to the work area or will badges be required for all personnel regardless of the duration they are on the site? In particular what I am thinking about is the rigging contractor who will probably have multiple men on site for a single day 16-Jun-22
The contractor shall obtain badges for all prime and subcontractors working on the base. Escort by the customer will be used on a limited basis and the contractor shall plan and obtain base passes for future work. 27-Jun-22 1
Does the government anticipate professional engineer support for the contractors work on this project? If yes, does the engineer need to be licensed in the state of New Hampshire?

Does the base provide power to the grid through this substation? If yes, will we be required to interface with Eversource or ISO New England?

The grid provides power to the base. Overhead lines are live from the grid, so LOTO of the fuses and coordination with eversource may be required. Contractor to determine and coordinate prior to performing work. BCE Service desk can support with account specific questions. 27-Jun-22 1
30 if there are any utility back charges associated with this work will those charges be handled by the base or should the contractor include them in this project cost? If we should include these in our project cost can the base provide us with their customer service contact and phone number for us to ascertain what those costs might be? 16-Jun-22
Due to the short duration of the actual work PoP in this project, incidental utilities used while working on base will not be billed back to the contractor. Utilities may only be used in direct support of work within SOW. 27-Jun-22 1
Who will be responsible for operating the temporary generators while in operation? 16-Jun-22
Pease ANGB will coordinate all power outages with the contractor. Outages should be kept minimal 27-Jun-22 1
Can you provide dimensions of the gate opening for the substation so that we can determine if a crane can be placed adjacent to the Power Distribution building? 16-Jun-22
The crane will have to be operated from outside the substation fence. Location lf the crane to perform work can be discussed/coordinated once the contractor is on site. 27-Jun-22 1
33 Can you please cite drawing indicating where the existing leak containment subsurface structure is located? We do not want to place a crane on top of this and risk collapsing the structure. 16-Jun-22

The statement of work indicates the project is planned for 120 days. Presently delivery of Transformers is running anywhere from one year to 18 months. Can the period of performance be extended? Does the scope of this project include setting, calibrating or certifying the existing relays and controls? If this work is required does it need to be performed by a third party 16-Jun-22
If setting, calibrating or certifying the existing relays and controls is required to integrate the new transformer into the system to provide a fully operational system as required in the SoW, it will be the responsibility of the contractor to perform. 27-Jun-22 1
37 Is the limit of the contract scope include up to the transformer secondary circuit breaker in the switch gear or does the work include distribution Breakers in the switch gear as well? 16-Jun-22

38 Will the contractor be responsible for providing any temporary power to the base during system outages while replacing the transformer? If yes, can you provide load requirements on which we are to base the temporary generation?
