STATEMENT of WORK
For
SZCQ222305 - REPAIR SUBSTATION
MARCH 2022
157th AIR REFULING WING
NEW HAMPSHIRE AIR NATIONAL GUARD
PEASE AIR NATIONAL GUARD BASE, NEW HAMPSHIRE

Statement of Work
PEASE AIR NATIONAL GUARD BASE
1.0 Purpose: This project will repair the substation by removing one (1) existing failed 3.0
MVA substation transformer and replace it with a new 3.0 MVA transformer, at Pease Air
National Guard Base (ANGB), New Hampshire. The project will provide a direct replacement (same size, capability, characteristics, capacity and load rating) of the existing, failed unit. The project shall include planning and design, execution strategy , coordination, site evaluation/preparation/modification (as required), disposal of the failed transformer and associated non-reusable materials, placement/installation, connections
(control, line and load), and control and monitoring system integration, to provide full integration of the new transformer into the substation as a complete and usable system.
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform procurement and installation as specified in this
Statement of Work. The contractor shall provide:
1.1.1 Planning and Design:
1.1.1.1 Validate existing underground oil spill prevention system capacities will meet
Federal and New Hampshire Department of Environmental Services (DES) requirements for emergency spill containment for the new transformer. New transformer should hold the same or less amount of oil as the original.
1.1.1.2 Identify requirements to upgrade relays, sensors, controls, and components for new
Transformer. Develop execution plan for the project. The plan will list components and materials for review and acceptance by the COR.
1.1.1.3 Create a project schedule identifying the sequence of events from material acquisition through project closeout, identifying all major events, including but not limited to work phases and milestone accomplishments, equipment and material deliveries, and power outage times and durations.
1.1.2 Demolition:
1.1.2.1 Remove and dispose of the failed transformer and any associated components not required to install the replacement transformer, in accordance to Federal and New
Hampshire Department of Environmental Services regulations.
1.1.3 Installation:
1.1.3.1 Replace the existing 3 MVA transformer with a new 3 MVA unit. Make all line, load, controls, and any other connections to provide a full, safe, and properly functioning system.
1.1.4 Documentation: Provide updated as-built drawings, schematics, manuals & specifications, and manufacturer warranty information.
1.1.5 Turnover: Provide orientation on operation and maintenance of the new equipment to
Pease ANGB maintenance personnel. Contractor will schedule turnover 7 days prior to requested date. The transformer shall be commissioned prior to turnover.
1.2 Background: Pease ANGB receives power from the local electric utility (EverSource) at a substation located within Pease ANGB (see MAP), which is owned and operated by the
157 Air Refueling Wing, NH Air National Guard. The substation consists of two
3000/3750 kVA OA/FA transformers, transforming the incoming 34.5kV to 13.8Y/7.97 KV for distribution. Each transformer serves a bus with 4 feeders; 2 feeders on each bus are spare/future, and the other two serve base loads. The busses can be tied such that one, or both, transformers serve all feeders. As one transformer is presently inoperative, the bus tie is currently closed with the inoperative transformer offline and the second transformer energizing the entire base.
1.2.1 In 2021, following unit failure, a dissolved gas analysis indicated the 30-year old 3
MVA primary transformer had been experiencing significant internal arcing and was “in imminent danger of catastrophic failure”.
1.2.2 The load of Pease ANGB is typically 2.1 MW with peak load 2.6 MW. However, the base is growing. Prior to the failure, the load was distributed in parallel through both transformers simultaneously, and this capability needs to remain available after the replacement.
1.3 General Information:
1.3.1 Place and Performance of Services: Performance shall be at the Pease ANGB substation. Standard Hours of Operation for maintenance performance is Eastern Standard Time
(EST) of 0700 (7:00 a.m.) to 1600 (4:00 p.m.) during the period of performance, except on recognized United States (US) holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the
Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
At the discretion of the Base Civil Engineer on a case-by-case basis, work outside the Standard
Hours of Operation may be authorized for emergency situations or for convenience of the
Government (such as base-wide power outage). Requests to perform work outside the Standard
Hours of Operation should be made as far in advance as possible.
1.3.2 Recognized Holidays: The following are recognized US holidays. The contractor shall not perform services on these day without prior approval:

1.3.2.2 Martin Luther King, Jr.’s Birthday: Third Monday in January
1.3.2.3 President’s Day: Third Monday in February
1.3.2.4 Memorial Day: Last Monday in May
1.3.2.5 Juneteenth 19 June
1.3.2.6 Independence Day: 4 July
1.3.2.7 Labor Day: First Monday in September
1.3.2.8 Columbus Day: First Monday in October
1.3.2.9 Veteran’s Day: 11 November
1.3.2.10 Thanksgiving Day: Third Thursday in November
1.3.2.11 Christmas Day: 25 December
1.3.3 Quality Control (QC). The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this SOW. Personnel who perform work on the power lines must be qualified to any NEC and/or NFPA standard.
1.3.4 Quality Assurance (QA). The Government will evaluate the contractor’s performance under this contract in accordance with a Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level. Personnel who perform work on the power lines must be qualified to any NEC and/or NFPA standard.
1.3.5 Security Clearance Requirements. SECRET / TOP SECRET Security Clearances are not required, but background checks are mandatory for installation access. The
Government reserves the right to deny access at any time, without a stated reason.
1.3.5.1
1.3.5.2 Contractor and all associated sub-contractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by 157th Security Forces, Pass and Identification (ID) Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, United States
Air Force (USAF), and local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.3.5.3 Entrance to Pease ANGB is controlled and security is strictly monitored. In accordance with the Pease ANGB Policy for Contractor Access, the Contractor shall obtain access Badges.
Submissions of required documents should be accomplished prior to the pre-performance conference or 10 calendar days prior to start of work. Any additions or changes shall be submitted to the Contracting Officer’s Representative (COR) no less than 3 weekdays prior to required period of performance to allow timely processing. Access credentials will only be issued following an approved identification process to include vetting against authoritative government databases from the 157th Security Forces Pass and ID Office. The Contractor is cautioned that these requirements shall be strictly enforced and any delays and/or costs associated with not adhering to these requirements shall be at the Contractor’s own expense.
1.3.5.4 The Contractor will coordinate with the COR on all security issues and to gain access to the base and all areas necessary to execute this service.
1.3.5.5 The Contractor shall ensure that all employees, suppliers, and subcontractors and their employees comply with established security procedures for entering the installation and its facilities, including special security procedures for entry to restricted or controlled areas.
1.3.5.6 All prospective contractors MUST be U.S. citizens or MUST have established and maintain legal residence in the U.S., and be authorized by the US government to work in the
United States (i.e. Green card, worker authorization, etc.). All prospective contractors MUST have at least one form of US government issued photo identification (driver’s license, US passport, US work visa, etc.) for entry to the installation. Security Forces will review any questionable identification documents for determination as to whether or not said identification is authorized for access to the installation.
1.3.5.7 All personnel, the vehicles and property under their control are subject to search upon entering or exiting the installation, or at any point while on the installation. Any vehicles or personnel found in possession of prohibited items will be removed, and/or barred, from the installation and released to the appropriate civil authorities.
1.3.5.8 The Government will not be held liable for any delays or breach of contract caused by refusal of the Security Forces to allow entry.
1.3.5.9 All contractors and their subcontractors who are issued passes to gain access to Pease
ANGB must return all local access credentials to the Contracting Officer Representative (COR) when the contract is completed or when a contractor employee no longer requires access to the installation (e.g., quits or is terminated). Failure to do so will initiate immediate notification to SF for an appropriate update in Defense Biometric Identification System (DBIDS) when a contractor refuses to return issued access media. If a local access credential is not returned, the Installation Commander may consider debarment.
1.3.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured. The contractor shall ensure that all parts of the facility/substation where work is being performed are adequately protected against vandalism and theft. Further, all areas within the substation shall be left electrically safe when not actively working.
1.3.7 Areas controlled by Contractor employees shall comply with installation operations plans/instructions for Force Protection Condition procedures, Random Antiterrorism Measures
(RAMS) and local search /identification requirements. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the end of each work shift, all Government facilities, equipment, and materials shall be secured.
1.3.8 Anti-Terrorism (AT) Level 1 Awareness Training. This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to
Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through ADLS by completing the Force Protection CBT.
1.3.9 All contractor employees, to include subcontractor employees, requiring access to National
Guard installations, facilities, and controlled access areas shall complete AT Level 1 awareness training no later than 30 calendar days after contract start date and no later than 30 calendar days of new employees commencing performance. AT level 1 awareness training can be completed at the following website: http://jko.jten.mil/courses/atl1/launch.html or by locally approved training provided by the installation. The contractor shall submit signed certificates validating completion.
1.3.10 Identification of Contractor Employees: The contractor shall ensure that all documents or reports produced by contractor personnel are suitably marked as contractor products.
1.3.11 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in Federal Acquisition
Regulation (FAR) Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may affect other remedies as he or she deems necessary, including http://jko.jten.mil/courses/atl1/launch.html prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.3.12 Safety and Fire Protection Requirements.
1.3.12.1 Safety Requirements. The contractor shall take all necessary precautions to meet proper safety standards and regulations of all local, state and federal codes and regulations. In performing work under this contract, the contractor shall:
1.3.12.1.1 Comply with all Occupational Safety and Health Administration (OSHA) regulations and requirements shall apply to all work performed on the Installation.
1.3.12.1.2 Conform to any additional restrictions outlined by the Base Safety Officer (BSO) and the 157th ARW Fire Department (FD) during the course of the contract to insure the safety of their employees, government employees and the general public.
1.3.12.1.3 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
1.3.12.1.4 Take such additional immediate precautions as the contracting officer may reasonably require for safety and mishap prevention purposes.
1.3.12.1.5 Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the Contractor.
1.3.12.1.6 Record and report promptly (within one hour) to the contracting officer or authorized COR all available facts relating to each instance of damage to government property or injury to either Contractor or government personnel.
1.5.12.1.7 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer. If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
1.5.12.1.8 When entering the Installation there are requirements that shall be adhered to. They are as follows:
1.5.12.1.8.1 While on the installation, use of a cell phone while operating a vehicle or other motorized equipment is prohibited by DoD regulations unless the operator is utilizing a hands-free device.
1.5.12.1.8.2 The installation speed limit is 25 mph unless otherwise posted. Motor vehicle regulations are strictly enforced and excessive violations may result in the loss of driving privileges on the installation.
1.5.12.1.8.3 The Installation speed limit is reduced to 15 mph and strictly enforced adjacent to military troop movements (i.e., personnel, vehicle convoys, etc.) traversing installation roadways.
1.5.12.1.8.4 Failure to follow the on base requirements is grounds for removal from the installation.
1.5.12.2 Fire Prevention and Protection Plan. This section covers the responsibility of the
Contractor while performing under this contract. The emergency telephone number for Pease
ANGB is 911.
1.5.13 Environmental Protection: This section covers the responsibility of the contractor while performing under this contract.
1.5.13.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the KO pursuant to notice requirements and negotiate a modification to the contract.
1.5.1.13.2 Conservation of Utilities. The contractor shall instruct employees in utilities conservation. The contractor shall operate under conditions that preclude wasting utilities.
2.1 Government Roles and Responsibilities:
2.2 The Contracting Officer (KO) is the only individual with the authority to authorize changes within this project that will have an effect on the scope and/or monetary value (increase or decrease) of contract.
2.3 The Contracting Officer’s Representative (COR) is the individual designated and authorized in writing by the Contracting Officer at contract award to perform specific technical or administrative functions on contracts. The key role of the COR is to observe, document, and communicate contractor performance to both the KO and Contractor. All coordination and correspondence should be forwarded through the COR to the KO. COR and alternate COR (if applicable) will be responsible for the inspection and acceptance of performance and any deliverables under the scope of this PWS and resulting contract. The COR does NOT have authority to change the terms and conditions of the contract.
2.3.1 All contracting actions and/or correspondence should be forwarded through the COR.
The COR will act as the Contracting Officer’s Representative for technical matters, providing technical direction and discussion as necessary with respect to the SOW, and monitoring the progress and quality of the contractor’s performance . The COR does not have authority to take any action, either directly or indirectly, that would change the pricing, quantity, quality, place of performance, delivery schedule, or any other term and condition of the contract, or to direct the accomplishment of effort that goes beyond the scope of the PWS in the contract. When, in the opinion of the contractor, the COR requests efforts outside the existing scope of the contract, the contractor shall promptly notify the KO in writing. The contractor under such direction shall take no action until the KO has resolved the issue or has otherwise issued a modification to the contract.
2.3.2 In the absence of the COR (due to reasons such as leave, illness, and official travel), all responsibilities and functions assigned to the COR shall be the responsibility of the KO until an alternate is assigned.
2.4 Government personnel other than KOs and the authorized COR, may, with KO coordination, observe Contractor operations. However, these personnel may not interfere with Contractor performance or make any changes to the contract.
2.5 Other Observers. 157th CE Personnel, Military Public Health (MPH) personnel, Inspector
General (IG) Personnel, and other authorized government personnel shall be permitted to observe operations as necessary. These operations include but are not limited to duties at the
Contractor’s facility, transportation from the Contractor’s facility to the installation and return to the Contractor’s facility. Contractors may be requested to provide State and Municipal certificates.
3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The
Government will provide the facilities, equipment, materials, services, and/or utilities listed below.
3.1 Facilities: There are no facilities available for use. Bringing personnel, supplies, tools and equipment are the responsibility of the contractor. There are locations that equipment can be stored outside but within locked gates, but it is the responsibility of the contractor to maintain the security and safety of those assets. The government will not be responsible for any damage to equipment left on base.
3.2 Equipment: The Government will not provide any tools required to perform this service. The contractor is responsible for furnishing all equipment per paragraph 1.1.
3.3 Materials: The government will not provide any materials for the execution of this project.
It is the responsibility of the contractor to source and provide all materials required to install and commission the transformer, providing a fully functional system in line with the intent of this project.
3.4 Utilities: All utilities will be available for the contractor’s use in the performance of this contract.
4.0 Contractor Furnished Property, Materials, Equipment (CFP/M/E). Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
4.1 Secret Facility Clearance: The contractor does not require a security clearance for the performance of this work.
5.1 Work: This project will repair the substation by removing one (1) existing failed 3.0
MVA substation transformer and replace it with a new 3.0 MVA transformer
5.1.1 The contractor is responsible to verify all technical details pertaining to the size, location, specification, capability, capacity, load rating, pad mount placement, and bus energization capabilities of the system during the site visit, prior to making a bid. Any information, specification or drawing provided in or attached to the solicitation is for familiarization only and the government will not be responsible for varying site conditions.
5.1.2 The contractor will warranty all work performed under this contract for 365 days from the date of final acceptance of the project. Any defect of equipment, material, workmanship, or design furnished, and further damages caused by these defects, which occur prior to this date, will be the responsibility of the contractor to correct.
5.2.1 The Contractor shall submit invoice consistent with the format of the contract line items.
Contractor shall submit invoice within five (5) calendar days after the completion of each performance period.
5.2.2 The Government will review the invoice and reject or authorize payment as applicable through WAWF.
5.2.3 The contract payment terms shall be made in accordance with established discounted terms. Contractor is encouraged to provide additional discounts when submitting their invoice.
5.2.4 Failure to comply with this, or any other portion of this SOW, may result in withholding of final payment.
6.0 Definitions and Acronyms.
6.1 Definitions.
6.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
6.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
6.1.3 CONTRACTING OFFICER'S REPRESENTATIVE. An employee of the U.S.
Government designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
6.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
6.1.5 DELIVERABLE. Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
6.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key
Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
6.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
6.1.8 QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
6.1.9 QUALITY ASSURANCE SURVEILLANCE PLAN. An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
6.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
6.1.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The
Government does not have privet of contract with the subcontractor.
6.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
6.1.13 WORK WEEK. Monday through Friday, unless specified otherwise.
