About this file
This document contains a brand name justification and approval for other than full and open competition for a federal contract opportunity to repair Building 17 at Selfridge Air National Guard Base. The justification cites the use of Simplex E5000 series mechanical locksets, Best 7-pin small format interchangeable core systems, and LCN 4000 series closures as the approved brand name items due to their standard use and the base maintenance staff's familiarity with maintaining these systems. The related federal contract opportunity is a 100% small business set-aside for the renovation of office spaces in Building 17, including electrical, mechanical, and building system upgrades. The project value is between $250,000 and $500,000. The solicitation number is W50S85-20-B-0005 and bids will be accepted until September 9, 2020 through the SAM.gov portal. The contract will be a firm-fixed price contract awarded to the responsible bidder offering the best value to the government based on price.

5. Reason for Authority Cited:
The hardware described below are standard for Selfridge ANGB due to the maintainability of these systems. By using the hardware and locksets listed below, not only save the Government money, but also allows the repairs to be expedited.
a. Simplex (SIM) E5000: By having a lockset installed that our locksmith is familiar with, it saves us a minimum of $50 cost to hire a locksmith contractor to diagnose issues. This is on top of parts which the Government can obtain at a lower cost than the contractor can. The Government can obtain the lock for $350 whereas the contractor has to pay $450 per replacement lock.
b. Best 7-pin small format interchangeable core system: the Best core system is used throughout the base. Our locksmith is familiar with this core system and it saves us a minimum of $50 cost to hire a locksmith contractor to diagnose issues. To use a different system, we would need to change all the core systems on base for approximately 10 doors per each of the 258 buildings. At a cost of hardware of $850 per door which would total $2,193,000.
c. LCN Closures: The LCN closures are used throughout the base due to the ability to repair them by the Government maintenance personnel. This saves the Government a minimum of $50 per service call
