About this file

This is a Request for Information (RFI) document containing vendor questions and government responses regarding solicitation W50S7X26Q0027 for Lochinvar Crest Condensing Boilers. The Kansas Air National Guard at McConnell Air Force Base seeks to purchase two Lochinvar Crest Model FBN1501 condensing boilers (one unit as the base requirement and one as an option), with delivery required within 90 days from the award date. The solicitation is a 100% small business set-aside utilizing commercial item procedures.

The RFI addresses eight key clarification questions covering warranty requirements (manufacturer's warranty is sufficient; the 10-year limited warranty specified in the salient characteristics is not mandatory), technical specifications (vendors should quote the specified FBN1501 model at its maximum 350 GPM flow rate capacity rather than larger models), delivery location (B42, 57330 Mustang Drive), inclusion of the RealTime O2 Feedback option (required), option exercise timing (90-day delivery period begins from the date the option is exercised, not the original award date), and scope of work (furnishing, delivering, and unloading only—no installation, startup, commissioning, or disposal services required). The RFI clarifies that the two Contract Line Item Numbers (CLINs) are identical because the government may purchase both units or only one depending on available funding and pricing.

QuestionAnswer
1The Lochinvar Crest Boiler Salient Characteristics and Combined Synopsis/Solicitation W50S7X26Q0027 both specify a 10-Year Limited Warranty.

We received a vendor quote offering only a 12-month parts-only warranty from shipment, which appears inconsistent with the RFQ requirements.

Could you please confirm:

1. Is the 10-year limited warranty mandatory for this RFQ?

2. Would a 12-month parts-only warranty be considered non-compliant?When we include installation, we require a 1 year warranty on labor. Since we are just purchasing this equipment for future installation, no labor warranty is required but we do want the standard manufacturer’s warranty on the equipment.
2We are requesting clarification regarding the technical requirements for the Lochinvar Crest Condensing Boiler specified in the RFQ.

The solicitation identifies the Lochinvar Crest Model FBN1501 (or current equivalent revision) and lists a maximum input of 1,500,000 BTU. The same requirement also states that the unit must support flexible flow rates up to 600 GPM.

We have consulted with the manufacturer’s representative, who advised that the FBN1501 supports a maximum flow of approximately 350 GPM. They further advised that models capable of approximately 600 GPM would be the larger FBN5001 or FBN6001 units. However, those models are rated at approximately 5,000,000 BTU and 6,000,000 BTU, respectively, which would be significantly larger than the specified 1,500,000 BTU requirement.

To ensure we provide a fully compliant quotation, could you please confirm which requirement should govern:

• Should we quote the specified FBN1501, accepting its approximately 350 GPM maximum flow rate; or

• Is the 600 GPM flow rate a mandatory requirement, in which case a larger model would be required? Please quote the Lochinvar FBN1501
3Is the requirement limited to furnishing and delivering the boiler, with no unloading, rigging, removal, installation, factory startup, commissioning, or disposal required?Furnishing, delivering, and unloading the boilers is the only requirement at this time.
4Is Lochinvar model FBN1501, manufacturer product number 100083561, the currently acceptable configuration, or is there a newer required revision or orderable part number? The Lochinvar FBN1501 is the preferred model
51.Delivery Location: The RFQ identifies delivery to B42, 57330 Mustang Drive, while the Salient Characteristics identify Bldg. 3, 53260 Jayhawk Drive. Please confirm the correct delivery location.
2.RealTime O2 Feedback™ Option: Please confirm whether the RealTime O2 Feedback™ option must be included in the delivered FBN1501 configuration, or whether a unit capable of supporting this option satisfies the requirement.
3.Optional Second Unit: If CLIN 0002 is exercised after the initial award, please confirm whether its 90-day delivery period begins from the original contract award date or from the date the option is exercised.
4.Installation / Factory Startup: Please confirm whether the requirement is limited to furnishing and delivering the boilers, or whether installation, factory startup, commissioning, testing, or any other on-site services are required.
5.Delivery / Offloading: Please confirm whether the contractor is required to unload, rig, or place the boiler at a designated location within the facility, or whether the requirement is limited to FOB Destination delivery to the designated receiving point.1.B42, 57330 Mustang Drive. Whether Bldg. 3, 53260 Jayhawk Drive or B42, 57330 Mustang Drive, it will always get to our receiving point at B42, 57330 Mustang Drive.
2.Yes, to include the Feedback option
3.The date that the option is exercised. The option will or will not be exercised on the date of the award depending on amount of funding we receive for the requirement.
4.Furnishing, delivering, and unloading the boilers is the only requirement at this time.
5.Contractor is only required to offload from their transportation vehicle at receiving point
6We noticed on the Price submission for the Building 10 Boiler that there are two CLIN’s. But the description for each CLIN is exactly the same. Is CLIN 2 supposed to be an Alternative Manufacturer or some other requirement? There are 2 CLINS because depending on the pricing and the funding we receive, we may be able to purchase both or just one.
7Will any type of Warranty be required?Manufacturer’s warranty would suffice
8Will installation and startup be required or is this an equipment purchase only? This is an equipment purchase only
