About this file
Summary
This is a Justification and Approval document for a single-source contract action by the National Guard Bureau to procure a Lochinvar Crest Model FBN1501 (or current equivalent revision) boiler for Building 10. The contracting activity is identified as W50S7X, with the requirement to replace a primary heating plant unit serving Building 10 that provides critical continuous hydronic heating water and domestic hot water loop support to maintain occupancy environmental standards. The contract type is Firm Fixed Price under an "Other" fund type.
The justification supports a brand-name acquisition authorized under 41 USC 1901 as implemented in FAR 13.106-1(b)(1) for single-source solicitation. The government determined the Lochinvar Crest boiler's 1,500,000 BTU capacity and unique physical, engineering, and operating characteristics are essential and unavailable from alternative commercial manufacturers. Market research evaluated competing products from Aerco, Patterson-Kelley, Viessmann, and Cleaver-Brooks, but all alternatives presented technical incompatibilities including excessive hydraulic resistance requiring pump replacements, inadequate turndown ratios, physical dimension conflicts with existing venting systems, and incompatible roof penetration requirements. The government will maximize competition by soliciting quotes across authorized commercial equipment distributors, regional HVAC wholesalers, and certified mechanical contractors through sam.gov. The document includes certification by the Technical and Requirements Representative and approval by the Contracting Officer, with a date of September 8, 2026, confirming the anticipated contract cost will be fair and reasonable.

c. Market Research
Commercial product lines from major commercial boiler manufacturers were evaluated, including Aerco (Benchmark 1.5), Patterson-Kelley (SONIC / MACH Series), Viessmann (Vitocrossal), and Cleaver-Brooks (ClearFire-CE). Aerco Benchmark 1.5: While offering high efficiency, the internal hydraulic flow resistance and primary header pump requirements exceed existing pump curves, necessitating pump and motor replacements. Patterson- Kelley: Maximum turndown ratio on comparable models (10:1 to 15:1) does not match the minimum low-load demand requirements, increasing lifecycle cycling losses. Additionally, physical piping locations require major distribution header re-routing. Viessmann / Cleaver-Brooks: Physical dimensions and venting back-pressure ratings conflict with the existing Category IV common-vent discharge pathway, requiring independent roof penetration penetrations through two floors of finished interior space.
Market research confirmed that the Lochinvar Crest product line is not distributed through an exclusive single-source vendor. Rather, multiple authorized commercial mechanical distributors, contractors, and supply houses compete to provide Lochinvar commercial heating equipment and factory startup services.
