About this file

This Request for Information (RFI) #1 for Project DCFT162900 addresses a demolition project for Buildings 12 and 13 at a military installation. The RFI covers seven key questions from potential contractors regarding project-specific details, including electrical system requirements, transformer specifications, site security, debris removal procedures, and environmental considerations. Key highlights include: transformers to be removed are 150 KVA and 75 KVA units with mineral oil (no PCBs), temporary construction fencing will be required around the demo site, vehicles entering the base will undergo inspection and security screening, and the contractor can use existing water service facilities for dust control. The demolition site is less than one acre, which exempts the project from NPDES permitting, and no liquidated damages are applicable to this solicitation.

REQUEST FOR INFORMATION (RFI) #1 17 March 2025

Q1. Is the SW 2 switch required to be completely de-energized?

A1. No, but fuses at SW-2 will need pulled in order to disconnect XFMR-12 and XFMR-13.

XFMR-12 and XFMR-13 are fed from same fuse as Building 237 – Fire Pump House.

Coordination with Government will need to be made for contractor to shut down/pull fuses as required and shut down power that feeds said Building 237 (to remain on SW-2, same fuse location) and transformers (to be removed).

Q2. What is the voltage of the transfer required to be removed? Does it contain PCB oil?

A2. Transformer (XFMR-12) is 150 KVA, 240/416 type with 90 gallon total capacity of mineral oil. Transformer (XFMR-13) is 75 KVA, 240/416 type with 30 gallon total capacity of mineral oil (Three 10 gallon containers each in that same cabinet). No PCB’s are present in these two transformers to be removed.

Q3. Will the installation of temporary construction fencing be required? If so, specific type and extent of fencing expected?

A3. Extent of fencing will be required to partition off demo site to adjacent walkways to the

West / North / East sides of demo site as visual indicator of demo activities to keep pedestrians out of area. Fencing can be safety plastic mesh fence with signage.

Q4. Is there a process for accounting for the trucks hauling demolition debris when entering and exiting the base? Will each trip require a check-in and inspection? Approximate time this process could take?

A4. Construction and Demolition (C & D debris) should be accounted for based on Statement of Work (SOW). The contractor shall provide the weight of all materials salvaged, recycled, and disposed during the performance of the project. The format of this report is provided in

Attachment Z and included in SOW. Vehicles each time entering will be subject to inspection at search canopy prior to entering the installation and could be at any point leaving installation. In accordance with the Installation Security Forces base entry procedures must adhere to delivery vehicle process requirements mandated by the 183d Wing (and any federal and state regulations).

Once at Main Gate the driver must have a current pass or be subject to background checks as

Security Forces sees fit, fill out SF 1705 form, and be able to show proper identification

/insurance / registration / etc.

Q5. Are there specific erosion control measures (type and scope) required for the demolition phase?

A5. NPDES Permit (For Storm Water Discharges From Construction Site Activities) is not required by contractor due to demolition site falling under less than one acre size total area for
