About this file
This memorandum summarizes a site visit for multiple federal contract opportunities to renovate bathrooms, update a tail display, stripe an airfield, and install airfield apron lighting at Scott Air Force Base. The site visit briefing covered the evaluation process using FAR Part 13 procedures, with a comparative evaluation, consideration of innovative solutions, encouragement of multiple quotes or options, and a technical evaluation of the proposed solution and period of performance. Offerors must submit pricing, any proposed statement of work changes, a project supervisor resume, technical narrative demonstrating understanding, and a completed technical exhibit showing prior experience. Quotes over $150,000 require a bid bond that can initially be emailed. Flexibility in solutions was stressed. Questions must be submitted in writing and will be answered through an amendment. No other technical questions were answered at the site visit.

“this will be needed”. For solicitation W50S7S23Q0025, alternative layouts were encouraged and an alternative location was discussed. The less impact the better. For solicitation W50S7S23Q0026, the type of paint (Type 1 or Type 3) was determined to be not at issue, the reflectiveness standards were of concern. Reflectiveness testing is needed for this requirement.
