W50S7H-21-R-0008 – Outdoor Billboard Advertising Campaign RFIs

Dated: 9/3/21

1) I've never bid on a on a state or local contract and I have a questions. Will I need to complete a standard form 1449 for this solicitation? if not, what format are submission done in?

A: This is a DoD synopsis/solicitation for the MS ANG. An SF1449 is not required. The notice has been updated to clarify what is required to be submitted with the offer package.

2) I was unable to locate the award history on this solicitation. Can you tell me the amount this solicitation was awarded for last year or 2019?

A: These services have not been previously accomplished at the local level. Prior acquisition was accomplished at the National Guard Bureau level for all ANG units.

Award amount for our specific area of interest is not presently available.

3) Where on the SAM.gov website do I go to submit a proposal?

A: The synopsis/solicitation notice is available under Contracting Opportunities within SAM.GOV. Quotes must be provided in accordance with the solicitation posted on

SAM.GOV.

4) Would a small MS woman- owned agency be eligible to win this bid? We do not own the billboards, however we work with over 30 billboard operators in the South. Can this media buy for MS air national guard?

A: Yes. - 9/12/21. The MS ANG is looking to find the best solution in maximizing our recruiting advertising campaign. We are not limited to one billboard company. We are seeking one company to assist us in creating the ad and providing the resources to locate and provide billboards available in our target areas. Billboard availability and budget are our constraints.

5) This is my first time so how do we submit our name in the pot for consideration?

A: The synopsis/solicitation notice is available under Contracting Opportunities within SAM.GOV. Quotes must be provided in accordance with the solicitation posted on

SAM.GOV.

6) Is there an incumbent agency doing this type of work today?

A: This is a new acquisition at the local level. Prior acquisitions were accomplished at the National Guard Bureau level for all ANG units. No incumbent to my knowledge.

7) 1.4.1 States that contractor shall provide services 24 hours a day 7 days a week - is point directly to regard the billboards being up and running?

A: Yes, that is correct. The preferred static billboard would be required 24/7. If digital is the only option in certain locations, the expectation is that the ad would run during the 24/7 period at the routine increments. The Section 1.4.1 of the PWS has been updated to reflected business hours.

8) 1.4.1.1 States that Telework is not permitted. Given the geographic dispersion of the billboard locations, some level of remote work may be required. Is it your expectation that the contractor be located in each of these locations in Mississippi?

A: No. Remote work would be expected due to the nature of the requirement. The premise was with regards to the actual on-site setup and maintenance of the billboards.

This section of the PWS has been updated to remove the telework reference.

9) 1.3 States that the Period of Performance may be adjusted based upon budgetary constraints.

What is your total budget for this project?

A: Funding amount is not available for release. Because of this limitation, the request is for contractors to provide pricing per billboard in each proposed location.

10) There are several locations listed - is it your hope to have a multiple billboards in each of the locations or how has the 22 locations been determined?

A: Yes, the numbers are based on approximately 2 billboards in each area of interest.

Based on the availability of the billboards in some areas, this number may fluctuant within each target area, in terms of qty and duration of runtime. With the potential of some locations not having the billboard availability some areas may have more or less than others. UPDATE: The PWS has been updated to reflect a change in quantity and desired locations. - 5.1.2 has been updated to “Advertisements shall run on 9 locations (approx. 1 per location) operating 24hrs a day in the following desired locations:

Hattiesburg, MS; Camp Shelby, MS; Laurel, MS; Columbia, MS; Tylertown, MS;

McComb, MS; Brookhaven, MS; Hazelhurst, MS and Leakesville/New Augusta, MS.

Billboard locations and runtimes may be staggered based on availability and maximizing visibility.” - 9/12/21

11) For invoicing and payment - would the Mississippi Air National Guard be able to pay monthly for desired advertising?

A: Yes, scheduled/progress payments would be available.

Dated: 9/12/21

12) If there is no available billboard inventory in the town specified, would the nearest available billboard be considered? for example Leakesville Ms, would Baumont MS be considered if there is no inventory available in Leakesville? In Terry MS, if there is no available inventory, would Byram MS be ok?

A: Yes. However, the PWS has been updated to reflect changes to the desired billboard locations. The PWS has been updated to reflect a change in quantity and desired locations. - 5.1.2 has been updated to “Advertisements shall run on 9 locations (approx. 1 per location) operating 24hrs a day in the following desired locations: Hattiesburg, MS;

Can you give more details on what steps to take on SAM.Gov to get this provision? Could payments be made with check vs credit card to avoid the monthly credit card processing fees?
