About this file

This document is a Statement of Work (SOW) for an HVAC upgrade project at the 136th Airlift Wing on the Naval Air Station Joint Reserve Base in Fort Worth, Texas. The project involves removing the existing HVAC direct digital controls, making necessary mechanical, plumbing, and electrical modifications to integrate with the base's Niagara system, and installing a provided direct expansion (DX) unit. The contractor will be responsible for all labor, parts, tools, equipment, and materials necessary to complete the project within 90 calendar days after receiving the Notice to Proceed. The Government will provide the DX unit, and the contractor must inspect it and procure any additional supporting components. The contractor must integrate the new HVAC system with the base's Niagara Direct Digital Controls (DDC) system. The project is set aside for small business concerns, with an estimated value between $25,000 and $100,000. A site visit is scheduled for July 17, 2024, and interested parties must submit a request for attendance to the specified points of contact.

Statement of Work

136th Airlift Wing, Naval Air Station Joint Reserve Base Fort Worth, TX

July 8, 2024

Project Title: B4160 HVAC Upgrade Project Number: DDPM242012

1. Background: The 136th Airlift Wing requires an upgrade to the HVAC system in building 4160. The existing

Schneider controls have reached the end of their service life, necessitating the replacement of components and integration of the system with the base's Niagara Direct Digital Controls (DDC) system. The intent is to remove the existing HVAC DDC equipment and install a new control system that meets existing capabilities and integrates into the base's DDC control system. The Government requires the installation of a pre-procured direct expansion (DX) unit.

2. Scope: The contractor is responsible for providing all labor, parts, tools, equipment, and materials necessary to complete the project. This includes inspecting existing plumbing, mechanical, and electrical systems for suitability and making replacements as needed. The contractor will install an HVAC system that meets the building's requirements, integrates with the current DDC system, replace obsolete controls, and install the provided DX unit. All work must comply with international, federal, state, and local building codes, as well as the Unified Facilities Criteria (UFC).

3. Objectives: It is the Government’s intent that the contractor will perform all necessary construction services to remove existing HVAC direct digital controls, make necessary mechanical, plumbing, and electrical modifications to integrate with the base's Niagara system, and install the provided direct expansion unit system that meets the building's HVAC requirements.

4. Tasks: The contractor shall perform the following:

4.1. Verify all measurements and existing systems prior to performance, as Government-provided information is for reference only.

4.2. Develop and verify a new HVAC DDC system which meets the HVAC requirements of the building, as well as the inclusion of the system with the campus DDC.

4.3. Procure replacement HVAC system components required to support the objective, including but not limited to, supporting components and items required for adapting existing conditions to the new system.

4.3.1. The DX unit will be provided by the Government. It is the contractor’s responsibility to inspect provided equipment to ensure any additional supporting materials are provided by installer.

4.4. Remove and dispose of the existing DX unit, fully install the new unit and supporting components, reconnect all systems, and perform function and leak checks.

4.4.1. It is the contractor’s responsibility to inspect all Government provided components, and identify, procure, and install, any additional components required for successful unit integration.

4.5. Insulate new and existing piping where insulation was removed during system installation.

4.6. Identify and install HVAC controls components, ensuring integration with the base's Niagara system, and balance the system to ensure proper use and functionality.

4.7. Clean job site daily during the progress of work, to include sweeping the construction areas to prevent excessive Foreign Object Debris (FOD). The contractor shall be responsible for off-site disposal of all demolition debris and excess material, unless otherwise indicated by the Government. The project site shall be restored to initial condition prior to final acceptance by the Government.

4.8. Coordinate inspections as required by the Contracting Officer or Contracting Officer’s Representative (COR), as assigned. The completion of a Government inspection does not relieve the contractor of its

Statement of Work: 136AW DDPM242012 B4160 HVAC Upgrade responsibility to comply with required project documents, codes, or the need to provide quality materials and workmanship.

4.9. Request a Pre-Final Inspection from the Contracting Officer to verify that the project is complete and ready for final acceptance. The Government may develop a Pre-Final Inspection Punch List as a result of this inspection. The contractor shall ensure that all items on this list have been corrected before notifying the Contracting Officer to schedule a Final Acceptance Inspection.

4.10. Request a Final Acceptance Inspection from the Contracting Officer to perform final inspection and acceptance of the project. Notify the Contracting Officer at least 14 days prior to the Final Acceptance Inspection and include the contractor's assurance that all specific items previously identified to the contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the Final Acceptance Inspection.

5. Deliverables: The contractor shall provide the following deliverables:

5.1. Letter of Guarantee that warrants the project against defects in materials and workmanship for one year from the date of final acceptance and guarantee that equipment was installed to manufacturer’s specifications for the warranty.

5.2. The technical data sheet for the HVAC direct digital controls must be submitted to the Government for approval.

6. Government Furnished Property (GFP): The DX unit will be provided by the Government.

7. Security: The Government may prohibit installation access to anyone categorized as a security concern. These concerns may include, but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. It is the contractor’s responsibility to contact the Naval Air Station Joint Reserve Base Fort Worth visitor control center to determine eligibility and any associated cost with obtaining installation access. The installation currently utilizes two methods for accessing the installation, daily visitor access pass and a long-term pass granted through a Government-approved, contractor-managed, process named RAPIDGates. In order to obtain a long-term pass (access badge), the contractor is required to submit an application and pay a fee for each company (prime contractor and subcontractor) and employee that will require access onto the installation. The contractor can visit the RAPIDGate website at www.rapidgate.com, or contact them by phone at 1-877- RAPIDGATE. In the event that the contractor elects to request a daily access pass for its employees, and foregoes use of the RAPIDGate system, it will be responsible for any delays experienced due to waiting for pass issuance at the visitor control center. The hours of operations for the visitor control center are available by phone at 817-782-3058.

8. Cultural Resources: The contractor shall halt any ground disturbance activity in the event that any Native

American or other historical artifacts, fossils, human remains, unmarked graves, or burial sites are found.

Report any possible observations to the Contracting Officer. The Contracting officer shall suspend performance at the site of work and notify the Base Civil Engineer and Environmental Office. Performance cannot resume until directed by the Contracting Office.

9. Disposal: Non-hazardous waste or debris shall be removed by the contractor from the base and disposed at an appropriately permitted facility.

10. Radioactive Materials (RAM):

10.1. The Contractor shall notify the Contracting Officer or designee, in writing, 10 days prior to the delivery of, or prior to completion of any servicing required by this contract of, items containing radiation producing devices (RPD) (e.g. portable x-ray machines) or devices containing radioactive materials (RAM) (e.g. soil density gauges, radiography cameras, etc.).

12. Period of Performance:

12.1. Contractor shall coordinate material ordering and the delivery schedule so that all demolition, repairs and construction are completed in no more than 90 calendar days after the issuance of a notice to proceed (NTP).

12.2. The normal business hours for the Government are 6:30AM to 5:15PM, Tuesday through Friday, with the exception of Holidays, unless arrangements have been made in advance.
