About this file
This document outlines a federal solicitation for chiller replacement services. The 188th Wing of the Arkansas Air National Guard intends to award a firm fixed-price contract to replace two 275-ton air-cooled chillers at their facility in Fort Smith, Arkansas within 120 days of award. This is a 100% small business set-aside with a NAICS code of 238220 and size standard of $16.5 million. The project value is estimated between $250,000 and $500,000. Interested contractors must meet the limitation on subcontracting by performing at least 15% of the work cost, excluding materials, with their own employees. A pre-bid conference will be held on July 14th, with bids due by August 17th. The solicitation and any amendments will be posted to SAM.gov. Contractors must register in SAM and obtain a MPIN to access solicitation documents located there. The place of performance is Fort Smith, Arkansas.

RFI’s
1. 6" pipe, we need to know the estimated length of the pipe? If the contractor provides the same chiller it should bolt back up to the existing pipe without a need for additional piping. If the contractor chooses to use an approved equal the contractor will have to account for what they would need to provide a clean connection to the existing piping.
2. Propylene or Ethylene glycol, ethylene is usually more cost effective. Propylene
Glycol
3. Does a permanent glycol feeder/makeup tank need to be included? Yes. Include a permanent glycol feeder/makeup tank in the proposal.
4. Is there a sanitary drain system near by to evacuate the fluids out of the current chiller? No
5. Once the existing chiller has been removed, who is responsible for the existing chiller? The Contractor that removed it.
6. 30% glycol was mentioned during the site visit. Is the 30% glycol for the entire system or just for the chiller? 30% by volume addition of glycol is for the entire system. The system has a total of approximately 1030 gallons. Contractor will add approximately 310 gallons.
7. Will there be any drawings for this project? This could be for the existing/new chiller, project location for estimation purposes, and/or piping and electrical layout.
Yes. See Attachments (Existing Chiller Specs and Design Specs) and Attachment
Chiller Pictures and Drawings v2.
8. Will there be a location to store equipment and material/parts? Yes, contractor will be able to store equipment and material/parts onsite outside. As needed contractor may be able to coordinate for conditioned storage for short periods of time as needed.
9. Will there be a location for storing a dumpster? Yes, contractor can coordinate with
COR for a dumpster location near the work site.
10. What is the amount of the bid guarantee percentage or a set amount (whichever is less)?
11. Does the Government have a manufacturer preference on chiller? (Trane, Carrier, York, etc.) No. Preference is based on matching the required specifications, ensuring proper clean connection, and providing the chillers within the specified timeline ensuring the project is completed within the period of performance.
12. Lead times on new chillers can be 6-20 weeks. will long lead times be problematic?
Do we need to focus on short lead time regardless of manufacturer? All work must be completed within the specified period of performance. Preference is both meeting the specification AND replacing the chillers as soon as possible.
13. Is there a Glycol preference, Ethylene or Propylene? Propylene
14. 30% glycol, is the 1030 gallon capacity the actual chilled water loop capacity? Yes.
The amount of glycol needed would be roughly 310 gallons.
15. Is flushing the chilled water loop required? Only as much as needed to provide 310 gallons of propylene glycol. System is currently a clean water system.
16. Who is the current BMS Controls company? Powers provides the base its DDC controls.
NEW
17. . Section 10.4.c Bid Bond is required to be what amount or percentage of the bid?
20% of the bid or up to $1 million.
18. Page 54 Attachments none are available in SAM. Need the Water Chiller currently installed specifications. Water Chiller Design specifications. Pictures of current layout.

19. Page 55 Utility locations points of contact? What is the FAA permit requirement?
Page 55 utility locations point of contact for the base is LtCol Riley Donoho. For Off base it is the standard Arkansas One Call used on all off base projects. The FAA permit for cranes requirement must be submitted to https://oeaaa.faa.gov/oeaaa/external/userMgmt/permissionAction.jsp?action=showLoginF orm
20. SOW Overview: Item D) Please provide the current DDC control system and if available a point of contact familiar with the base system. Powers. POC Todd Mccullough Item K) Mechanical permit requirement from which local authority that has jurisdiction over the base? mechanical permit refers to the requirement for contractors to be certified/licensed through standard state/national requirements for the work they are doing
21. " 3. Does a permanent glycol feeder/makeup tank need to be included? Yes.
Include a permanent glycol feeder/makeup tank in the proposal."
Chill water piping is normally a closed loop system and feeder pumps are not normally needed. Make up water is usually introduced if there are water leaks and the glycol concentration should be checked annually in the fall. If the glycol concentration is low and needs to be added during this check up then there is a leak that needs to be addressed. I don't think its necessary for a permanent glycol feeder/makeup tank to be in the bid. Upon further research we do not need permanent glycol feeder/makeup tanks. We did not have this in the SOW. An RFI went through and we decided to add it but upon further conversations with experts on the chillers we understand they are unnecessary. Please remove these from bid.
