SOLE SOURCE JUSTIFICATION
COMPACT ION MOBILITY SPECTROMETER FOR METHYL SALICYLATE
1. Contracting Agency: US Department of the Army, AMCOM Contracting Center – Redstone, Building 5303, Attention: CCAM-ALH, Redstone Arsenal, Alabama 35898- 5280.
2. Description of Action: In accordance with Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements, the U.S. Army TMDE Activity (USATA), Redstone Arsenal, requests sole source acquisition from Washington State University, for the following equipment :
3. Background: The APSL listed equipment items above include: one (1) each Compact Ion Mobility Spectrometer, or use in the Physical Standards Laboratory of the Army Physical Standards Laboratory (APSL). The unit is required as a vapor concentration standard to calibrate the Joint Chemical Agent Detector (JCAD). The equipment is needed to build a sealed atmospheric pressure compact drift tube that can be operated at a controlled temperature above ambient and that can be used to measure methyl salicylate. The IMS system provided by Washington State University is sealed and operated at atmospheric pressure and meets several specific provisions to include capillary tube to inject analyte vapor in the ionization region and a size no larger than 8”x8”x12” (objective specification) or no larger than 12”x12:x12” (threshold specification); and detects concentrations of 1mg/m3 methyl salicylate.
4. Justification: The government requires equipment from Washington State University:
Department of Chemistry. Washington State University is the only known source capable of providing necessary training to build and program the system so that APSL can build the devices in-house in possession of the equipment, and the only source which can meet the minimum requirements of the US Army. Washington State University is the only source that can provide construction, calibration, maintenance, and use of the drift tube. In addition to the physical construction of the compact drift cell, electronic testing, and software will be provided for this system. There are no other known qualifying sources.
