QUESTIONS AND ANSWERS

Q1. I understand that the bids are due by August 11, 2016. Can you advise when The Army would expect to issue/release a contract, and when the evaluation unit would need to be delivered? And if 32 units were ordered, given that the equipment is built-to-order, is there a required delivery date that we need to be aware of.

A1. This is an IDIQ contract and when the contract is awarded, the Government will then do a delivery order for quantities required.

The Government can't give you a date when the contract will be awarded. We have to go through the process of evaluations and approval with Legal before the contract award.

Bid turn in will be extended until 18 August 2016, at 1:00pm (1300)

Q2. In particular, as summarized on Page 10 of the solicitation, the last two items request

1) Transducer Calibration Support… quantities 11, 5, 5, 6 and 6 for FY16..FY20, AND

2) PPC Calibration Support… quantities 11, 75, 75, 75 and 75 for FY16..FY20.

It seems that this request could mean a request for pricing for recalibration for these items on an annual basis, or perhaps you are asking for Field Training and Commissioning of these items.

We need a good understanding of your expectation of these items to provide you with the correct price/response in our proposal.

Additionally, it would be helpful for us to know your expectation for delivery of the evaluation unit (QTY1), as well as an expected timeframe that you think the Army may issue the contract for purchase.

A2. For the first question, this is not asking for pricing on contractor recalibration. Direct them to read section 3.9 of the Purchase Description. We are asking for pricing for any hardware or software required for the Army's Secondary Reference labs to provide the calibration support for the modules (and the control chassis (PPC) if required).

Page 10 is the worksheet. Each item on the worksheet references the CLIN.

We are not wanting recalibration in the out years. This is referring to hardware pricing in the out years.

This is not asking for pricing on contractor recalibration. Please read page 2, para A-3, d and e. We are asking for pricing for any hardware or software required for the calibration support for the modules (and the control chassis (PPC) if required).

Page 2 talks about the minimum purchase of 1 each. This is not an evaluation unit. It is the minimum purchase.

Q3. We wanted to get clarification for the quantities needed for CLINS 0004 and 0005. The spec states to use 11 for each of these items for year 2016, but also shows extended quantities for successive years.

From our perspective, it appears that this is equipment (CLINS 0004 and 0005) are items that would be needed at each reference lab where the pneumatic controllers are serviced and calibrated. From our perspective, it seems that one chassis would be the only hardware/software support item needed at each reference lab. The number of these items needed appears to be 11 (for 11 reference labs), but we wanted to clarify this in order to quote the appropriate number of support items needed. It does not appear to us that any CLINS 004 and CLIN 005 items would be needed beyond the initial 2016 quantities requested.

A3. CLIN's 0004 and 0005 are independent of each other and should be addressed separately in the submission. Do not assume the workload can be done at a facility with only one support item. It may require additional sites or two stations per site. CLIN 0005 shall be addressed if the PPC requires calibration. If it does not then state why it does not.

Q4. In the Requirements Specifications Matrix for Pneumatic Pressure Controller document section 5.3 states: "Provisioning - For parts ordered for maintenance or repair, a data sheet consisting of picture/drawing, dimensions, weight, CAGE code, OEM and cost shall be provided." The Provisioning clause is not in the Purchase Description on pages 11-12 of Solicitation. It is not clear what the Provisioning requirements are – for example, is there particular format, when is it due, etc? Also, there is no CLIN for provisioning, may offeror add CLIN for provisioning?

A4. Disregard 5.3 in the "Requirements Specification Matrix". This was removed from the Purchase description and was intended to be removed from the "Requirements Specifications Matrix".

Q5. Both the Requirements Specifications Matrix for Pneumatic Pressure Controller Section 6.1 and Product Description Section 6.1 says one-time training for up to 10 personnel at Redstone Arsenal. There is no CLIN for training, may offeror add CLIN for training and propose training time and days?

A5. Training should be included in the price of the hardware. A statement proposing the training time and days should be included in the proposal with what the training consists of.

NO MORE EXTENSIONS WILL BE GRANTED.
