In Accordance With (IAW) FAR 13.500(a), contracting officers may also apply simplified procedures if there is a reasonable expectation that offers will only include commercial items. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

10. To receive an award, the company must have an active registration in the System for Award Management (SAM) https://www.sam.gov. Prospective offerors must be found to be responsible in accordance with FAR 9.1 and have no delinquent federal debt.

If a complete proposal, including all attachments, does not appear in the email Inbox of the Purchasing Agent identified in this solicitation before the closing date and time, then it is not received, and the offeror's entire proposal is late and will not be considered for award.
